Program for Strengthen. Provincial. Inst & Fiscal Managem. Stage II (PROFIP II)
The program has two components: Component 1. Strengthening of government financial and budget management (IDB: US$16.8 million; Counterpart: US$4.2 million): This component seeks to strengthen the Finance Secretariat and the technology environment needed to support modernization of financial management and implementation of RBB in the APN. The investments will focus on expanding and integrating the e-SIDIF with a high degree of interoperability, security, data quality, and transparency. The outcome will be a system with greater coverage and better performance, able to effectively support the budgeting and execution of APN budgetary programs. Management tools, including a management SIDIF, will be developed to support RBM. In addition, this component is intended to deepen operational decentralization, revalue the system of program-based budgeting as an RBM tool, and develop instruments to promote linkage between the government program and the budget, and between financial allocations and physical targets. It will encourage assessing the efficiency and effectiveness of the government programs and, to the extent possible, of the impacts produced by the goods provided. It seeks to integrate a single, centralized database, with a multilayer architecture that allows the use of modern Web-based tools and technologies and free software. Component 2. Institutional strengthening of subnational public management (IDB: US$15.62 million; Counterpart: US$3.9 million): This component seeks to strengthen the institutional capacities of public and/or public-private subnational agencies with a view to improving the services provided and goods produced, attempting to make processes more results-oriented. The good practices implemented in the previous stage will be replicated and deepened, focusing even more on institutional capacity-building to consolidate development processes.
