REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) REPUBLIC OF ANGOLA MINISTRY OF ECONOMY INSTITUTIONAL CAPACITY BUILDING FOR PRIVATE SECTOR DEVELOPMENT PROJECT Financing Agreement Reference: African Development Bank Project No.: 2000130012581 The Government of Angola has received financing from the African Development Bank (AfDB) toward the cost of the Institutional Capacity Building for Private Sector Development Project (ICBPSDP), and intends to apply part of the agreed amount for this loan to payments under the contract for a financial management specialist and a procurement specialist, to provide qualified technical assistance to the Project Management Team. 1. FINANCIAL MANAGEMENT SPECIALIST (consultant) The services under this contract include: (i) maintain a proper system of accounting and ensure that all accounting records are maintained in line with approved accounting standards and in accordance with Government’s regulations and Bank’s requirements, (ii) produce monthly, quarterly and annual financial reports on project implementation and ensure their timely submission to all stakeholders, (iii) draw up annual project budgets and work plans together with the Project Management Team (PMT) and those for the sub implementing agencies including tracking and reporting on the progress of the budget execution periodically, (iv) establishing/enhancing systems of internal controls and ensure strict adherence for all areas of project operation, (v) together with the PMT, develop, maintain, and update the project Financial Procedures Manual on a regular basis, (vi) verify the eligibility and accuracy of all payments, ensure compliance with AfDB requirements in the processing of funds for project activities (including advances and payments to service providers) as well as timely processing and payment to intended beneficiaries, (vii) ensure that all supporting documents accompanying withdrawal applications (for direct payments and reimbursements) to be submitted to the Bank as well as payments for project activities, goods, and services are properly kept, (viii) ensure that periodic/monthly Bank Reconciliation statements are prepared for all Bank Accounts, (ix) prepare and follow-up timely approval of disbursement request to AfDB. Inspect and oversee subproject disbursements, (x) liaise and provide training as a measure of capacity building to the Ministry of economy’s staff in Financial Management and disbursement of Bank-financed projects, (xi) coordinate and provide adequate support and coaching to finance staff of the sub-implementing agencies regarding project accounting and proper use of funds under the project, (xii) insure effective coordination of Project internal and external audits and liaise with the internal/external auditors and follow up any audit queries/management letters, (xiii) responsible for the safe custody of petty cash and documents and inspection of daily petty cash disbursement documents. 2 Procurement specialist The services under this contract include: (i) update the annual procurement plan, (ii) ensure the timely procurement of goods and services as identified in the approved Procurement Plan and in accordance with AfDB requirements, (iii) coordinate the preparation of standard bidding documents, and supervise bidding/tendering processes for the procurement of goods and services following AfDB procurement Rules and Procedures in addition to GoA internal review processes if applicable, (iv) prepare procedures to monitor delivery of goods/services to verify quantity, quality and timeliness, (v) participate in project management meetings and AfDB supervision missions, (vi) keep and maintain up-to-date procurement records, constantly review procurement arrangements in relation to the procurement plan. The duration of the assignment for both positions is one (01) year and the estimated starting date of the assignment is August 15, 2015. The Ministry of Economy invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (educational background, job experience, description of similar assignments, experience in similar conditions etc.). The Individual Consultant should be fluent in Portuguese and English or French in all forms of communications. The Expression of Interest shall be written either in Portuguese or in English/French. REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER NATIONAL DIRECTORATE OF WATER INSTITUTIONAL AND SUSTAINABILITY SUPPORT TO URBAN WATER SUPPLY AND SANITATION SERVICE DELIVERY SENIOR ACCOUNTANT The Government of Angola (GoA) has applied for financing from the African Development Bank (AfDB) toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery, and intends to apply part of the agreed amount for this loan to payments under the contract for a Senior Accountant. The services to be provided under the assignment include but are not limited to the following: the Senior Accountant, while carrying out functions in accordance with the Financial Management System and disbursement procedures specified in the Loan Agreement and those outlined in the African Development Bank Guidelines (hereafter referred to as the Guidelines) will assist the Project Coordinator and the Financial Manager in: (a) Prepare the financial management aspect of the Project Implementation Manual or its updating in line with the project appraisal report and loan agreement; (b) Ensure that the financial procedures manual is applied in all financial transactions and to see to its update on a regular basis. This manual will indicate inter alia, approval procedures and signing off thresholds for the release of funds; (c) Maintaining books of accounts for the project consistency with international account standards, project description and cost tables; (d) Ensuring that all accounting records and bank accounts are up-to-date using software acceptable to the African Development Bank; (e) Preparing monthly Bank Reconciliation for all bank accounts; (f) Preparing withdrawal applications: direct payments, replenishments of special accounts; (g) Ensuring compliance with operating procedures of Government and the African Development Bank, e.g. Procurement, Disbursements, Special Accounts, SOE, Special Commitments, etc.; (h) Liaising with the external and internal auditors to ensure the conduct of annual audits on a timely basis and following up any audit queries/management letters; etc. The estimated duration of services is of 24 months extendable on a yearly basis thereafter. The Ministry of Energy and Water (MINEA), through the National Directorate of Water (DNA) now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send a CV that provide information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). Required qualifications include: (a) Bachelor’s university degree in Accounting; financial management and a professional accounting qualification from a profession body is highly desirable; (b) General post-graduation experience of at least ten (10) years, from which five (6) years’ experience in a financial department in public or private sector; (c) Documented specific experience as accountant of at least six (6) years; Familiarity and current experience in African Development Bank or other International Financing Agencies’ disbursement practices and procedures including those applicable to the Financial Management System or documented previous experience in similar assignments is highly desirable; (d) Excellent computer skills in Office tools; knowledge of Financial Management software is a plus; (e) Working experience in Sub-Saharan countries, working experience in CPLP countries, namely in Angola is an advantage; g) Good in Portuguese and working knowledge of English language. GENERAL PROCUREMENT NOTICE REPUBLIC OF ANGOLA INSTITUTIONAL AND SUSTAINABILITY SUPPORT TO URBAN WATER SUPPLY AND SANITATION SERVICE DELIVERY 1. The Government of Angola has received a loan of US$ 123.77 million from the African Development Bank to finance part of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery Project. 2. The specific project development objective is to improve sector governance, strengthen institutional capacity and efficiency in the water and sanitation sector institutions at central and provincial level and improve access and service delivery. The project’s beneficiary provinces include Cabinda, Lunda Norte, Lunda Sul, Cuanza Sul, Bengo, Namibe and Cunene provinces with an overall population size of 4.1 million. 3. The project’s main components are:  Development of Provincial Water Supply and Sanitation Utilities  Sanitation and Water Systems  Capacity Development and Change Management  Project management 4. Procurement of Works, Goods and Services necessary for the execution of the Project shall be done by Ministry of Energy and Water (MINEA) through National Water Directorate (DNA) Financial and Contract Management Unit (FCMU), using the African Development Bank Group’s Rules and Procedures for the Procurement of Goods and Works, and the Rules and Procedures for the Use of Consultants. 5. Procurement of civil works for the water supply and sanitation infrastructure, comprising Sumbe sewerage reticulation and treatment works and Sumbe additional water distribution works, estimated at UA 28.571 million in aggregate and valued at more than UA 3 million per contract will be carried out under International Competitive Bidding (ICB) procedures, using the Bank’s Standard Bidding Documents (SBDs). Bidding documents are expected to be available in June 2015. Specific Procurement Notices will be published for each procurement method under each component. 6. Procurement of goods and/or works will be in accordance with the Bank's Rules and Procedure for the Procurement of Goods and Works.
