FAO is responsible for the overall management of the LFSP-APN in Zimbabwe, which has a four-year duration, a total budget of GBP 30 million, and is funded by The United Kingdom’s Department for International Development (DFID). The programme will contribute to poverty reduction through increased incomes and improved food security and nutrition among vulnerable smallholder families in eight target districts: Mutare, Makoni, Mutasa (Manicaland); Kwekwe, Gokwe South, Shurugwi (Midlands); Guruve, and Mt Darwin (Mashonaland Central). The LFSP-APN aims to achieve its development goals through two subcomponents: (1) Extension and Advisory Services (EAS) and (2) Rural Finance (RF). The first subcomponent, EAS, will introduce and mainstream client-oriented, participatory and gender-balanced strategies for extension and advisory services that reach beyond the confines of agronomic advice to include topics such as nutrition, business development and market linkages, strengthening of farmer organizations and access to community-based microfinance services. The EAS will actively address the specific constraints that smallholder families, particularly women, face in raising the productivity of their farms, participating in more profitable markets and making their enterprises feasible and resilient. As a critical complement, the RF subcomponent aims to promote further outreach and depth of rural financial markets in target districts, thereby enabling access to a wide set of financial services that respond to the needs of target households. This is to be done by facilitating a process whereby financial institutions (FIs) such as banks and microfinance institutions operating in the country receive technical assistance to service the agricultural and non-agricultural financial needs of smallholder families and their market partners in a client-responsive, cost-effective and sustainable way. FAO would like to invite financial institutions (FIs) in Zimbabwe and local or international technical assistance (TA) providers to express interest in participating in the RF subcomponent by sending general information as specified in Appendix I (for FIs) and Appendix II (for TA providers). The Project is being implemented through a ProgramManagement Unit (PMU) within the Ministry of Mines & Petroleum. The Ministry is now seeking forqualified individual consultant for the position of Financial Regulations Expert. Job Summary: The FinancialRegulations Expert shall provide the following services; a)      Development ofAfghanistan's Extractive Industries Fiscal Policy particularly the Fiscal Regime as a package of corporate income tax, royalties,export and import duties and other fiscal instruments that Afghanistan would use to charge the extractive companies; b)      Advice onMining Fiscal Policy to MoMP  on optionsavailable& share his/her work experience and world practices; c)      Work togetherwith Drafting Division of the Legal Directorate with respect to drafting, scrutinizing and finalizing Mining FinancialRegulations; d)     High-level advice onstrategic issues relating to financial aspects of the Minerals Law; e)      Capacity-building within the Ministry's legal and policy teams with regards to Fiscal Policy and other financial aspects ofthe regulatory framework. Duties &Responsibilities ·         Development of the Afghanistan's Mining Sector Fiscal Policy and other Fiscal Regime issues; ·         Drafting Mining Financial Regulation in compliance to the Afghanistan Mining Fiscal Policy(including fiscal regime and other fiscal instruments), Minerals law and Mining Technical Regulation; ·         Providing technical support in theprocess of legal analysis and review of Mining Financial andTechnical Regulation as well as Procedures in close consultation of legal director; ·         Advise Ministry of Mines and Petroleum initiative of developing formal mechanisms of royalty'scalculation and collection; ·         Conducting training workshop on the methodology of drafting Financial Regulation, Mining FiscalPolicy, and other Fiscal regime issues related to the Mining Financial Regulations; ·         Conducting on job training and capacity building programs on Mining Financial Regulations andmining economy; ·         Provide technical input and adviseon the process of developing Fiscal policy and other fiscalinstruments; ·         Liaison with all stakeholders, including but not limited to: officials of MOMP & otherrelevant ministries of the Afghan Govt. The NHLP objective is to promote the adoption of improved farm production practicesvia a gradual rolloutof farmer-centered agricultural services mechanisms and investment support. Servicedelivery centered on farmers is expected to increase their involvement in identifying theservices they need and in delivering more cost-effective services. NHLP will contribute to increasing (a) horticulturalproductivity and production and (b) improved animal production and health. For livestock raisers, this strategy is based on (i)strengthening thedelivery of animal production and animal health extension at small-holder level, supported with some investmentsupport for production and health inputs, and (ii) investment in a sustainable broad-scale, livestock disease surveillance andresponse capability. NHLP will also develop policies for the livestock sector, specifically through trials involving (i) backyardand semi-commercial poultry, and (ii) the strategic feeding of sheep. All of these livestock activities will be implemented in morethan 100 focus districts and as many as 24 target provinces. Scope of Work: The work scope of International Finance Advisor is to support finance team in all aspect of financial management, program implementation, decision making,innovation and strategies development. His/her duties will be as follow; Dutiesand Responsibilities Ø Working in partnership with the Finance Heads, and other finance team (counterparts) of HLP. Ø Maintain and improve the financial management system and procedures for NHLP ? in accordance withregulations of GoIRA and the World Bank. Ø Develop financial budgeting and reporting system by component/ and by provinces in accordancewith regulations of GoIRA and the World Bank. Ø Ensure budget reconciliation and financial reporting procedures for NHLP is understood andpracticed by the financial management team. Ø Ensure transparency and cooperation for the internal and external audits. Ø Ensure monthly, quarterly and annual reports are prepared and delivered on time. Ø Establish a system of compliance, verification and payment for financial documents of eachcomponent of NHLP and the implementing partners. Ø Conduct regular training need       assessment and capacity of the counterparts and identify trainings for buildingcapacity. Ø Prepare a one year plan for building the capacity of the Finance national counterparts so theyare empowered to take gradual ownership of the finance component. Ø Assist the Project Director in developing the programme level financial management system forNHLP and in other areas that are deemed necessary. Ø Work on the capacity of the project and MAIL finance team and arrange regular trainings tothem.
