RECOVERY - THE SOCIAL SECURITY ADMINISTRATION (SSA) FUNDED THIS ACTION IN WHOLE VIA THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (PUB. L. 111-5) (RECOVERY ACT). THE AGENCY PROVIDES THIS NOTICE "FOR INFORMATIONAL PURPOSES ONLY." On February 13, 2015, SSA awarded Task Order #0023 to Northrop Grumman Systems Corporation. This opportunity was available only to Northrop Grumman Systems Corporation, under a pre-existing agency-wide Indefinite-delivery, Indefinite-quantity Contract Number SS00-10-60082. The task order included services related to Software Engineering Management, under technical area (8) of the contract. Task Order 0023 was issued on a time-and-materials basis, as allowable under the contract, and per Federal Acquisition Regulations (FAR) 12.207(c)(2). Due to the nature of SSA's IT systems environment, which includes rapidly changing needs and technologies, the agency determined that a firm fixed-price structure was not suitable for this requirement. This announcement meets the requirements of FAR 5.705. This notice is for "Informational purposes only."

The Defense Logistics Agency - Energy anticipates issuing a Request for Proposal (RFP) within the next 15 days for environmental services at DFSP Newington (Newington, NH) and DFSP Mitchell Field (Mitchell Field, ME) under a Fixed Price Requirements contract. DLA-Energy will award separate contracts for each facility mentioned. The Contractor shall conduct Environmental Assessments, Environmental Remediations, and Emergency Responses at the mentioned facilities. The anticipated period of performance is November 1, 2015 through October 30, 2018. Award will be made using formal source selection procedures. The procurement is anticipated to set-aside for 100% Small Business (SB) participation. IMPORTANT NOTICE: All potential offerors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. This is a Sources Sought notice only. This notice from the Defense Logistics Agency (DLA) Energy, DLA Energy - FESAC, is seeking small businesses capable of and interested in performing at DFSP Pt. Loma, CA, and along pipelines from the DFSP extending up to 125 miles. These services include environmental compliance support, obtaining and maintaining Federal/State permits, emergency terrestrial and near shore response services within 8 hours of DLA notification, and the operation and maintenance of government remediation systems to include horizontal wells, skimmers, reverse-osmosis, and carbon/clay based water treatment systems. Except as otherwise noted, the Service Provider shall employ best commercial practices and guidelines in accordance with all applicable federal, state and local regulations to meet the requirements. No solicitation is being issued at this time. For reference purposes, this notice is numbered SPE600-16-R-5X08. The amount of information available at this time is limited. Specific requirements will be listed in the Performance Work Statement (PWS) which will be posted when the solicitation is issued. This sources sought is issued solely for informational planning purposes and market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and shall not be construed as a solicitation or obligation on the part of DLA Energy. DLA Energy is not seeking proposals at this time and will not accept unsolicited proposals. The solicitation for this requirement will be posted on this page under a different notice number; that notice number will be posted on this page when it is available. The government will award one firm fixed price contract from this solicitation. The performance period is four years beginning on or about November 1, 2016. Contract awarded is subject to FAR 52.222-41, Service Contract Act of 1965. The proposed solicitation is being considered as a set-aside under the small business set-aside program. The North American Industry Classification System (NAICS) Code is 562910 and the size standard is 500 employees. If so please provide the following: Contract Number, name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to environmental remediation services, remediation recovery systems, emergency response, and environmental compliance; note any California specific compliance experience. Whether your firm acted in a joint venture or as subcontractor, names the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolution taken. 4. Does the company anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type(s) of services each party would perform. 5. Does the company have the financial capability and financial stability, and or adequate lines of credit to support a four-year multiyear contract, in the event there are difficulties with invoice payments? Does it have an approved accounting system in place to adequately track expenditures? Please elaborate. 6. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?
