The Department of Veterans Affairs (VA) San Diego Healthcare Care System, 3350 La Jolla Village Drive, San Diego, CA 92161 has a requirement to repair, replace and modify the ducting and ventilation system in two rooms within the Hospital to create a USP 797 compliant work area. The project will include removal/replacement of the fan, hangers and associated ductwork on one hood prior to moving to the second hood. Air flow characteristics need to be established to assure certification of the room and biological safety cabinets. An existing light fixture in the ante-room will be relocated to allow for the installation of a 2X2 HEPA filter register. A pressure differential gauge is required to monitor pressure between the ante-room and the outside room. The hood operational testing in relationship with the clean room must conform to all testing relative to USP 797 standards. The majority of work will be conducted in an interstitial (asbestos containing) environment. Proper personnel protective equipment and current asbestos training certification is required to perform work. A Firm-Fixed Price award is anticipated. The contractor shall provide all necessary labor, material, tools, supervision, equipment, permits, testing and reports in accordance with all federal, state and local codes and regulations to execute all applicable services necessary to achieve USP 797 certification. The Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Fleet Readiness Directorate (FRD), intends to award a sole source follow-on contract for the repair and refurbishments of the Extremely High Frequency (EHF) AN/USC-38(V)4/9 and Super High Frequency (SHF) AN/WSC-6(V)5/7/9 Antenna Pedestal Groups (APGs), under the authority of U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to BTP Systems, LLC, 290 Moody St, Ludlow, MA 01056. The AN/WSC-6(V)5/7/9 wideband SHF Shipboard SATCOM terminals provide communication access to the Defense Satellite Communications System (DSCS) and Wideband Global SATCOM (WGS). The Antenna Pedestal Group provides the NESP and SHF SATCOM Terminals with the ability to maintain constant tracking of the satellite during ship motion while transmitting and receiving RF signals to and from satellites. The EHF and SHF antenna pedestal repair, refurbishment effort will restore antenna pedestal performance necessary for operation in the shipboard environment. BTP is the only source with the requisite technical expertise to consistently provide high-quality APG repairs to sustain reliable EHF and SHF SATCOM terminal tracking performance for the Fleet without unacceptable delay when the current contract expires in August 2015. Any delay in support of the EHF AN/USC-38(V)4/9 and SHF AN/WSC-6(V)5/7/9 programs is unacceptable and would potentially result in Navy ships deploying without possessing a critical communications capability necessary to accomplish assigned missions. Demonstrate laboratory processes, handling and storage of radioactive material. In addition to the radiological contamination, hazardous contamination may be present which may trigger appropriate mixed waste handling procedures. Hazardous contaminants may include, but not be limited to, those identified and regulated under RCRA, CERCLA, Toxic Substances Control Act (TSCA), Solid Waste Disposal Act (SWDA), and petroleum oils and lubricants (POLs).
