The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure Combat Environment Instrumentation Systems (CEIS) products and services, which provides Time-Space-Position Information (TSPI) instrumentation, infrared (IR) countermeasures and warning systems, electronic warfare (EW) pods and unmanned threats and targets. The objective of the Combat Environment Simulation Projects (CESP) Branch at the Naval Air Warfare Center - Weapons Division (NAWCWD) is research, development, delivery, sustainment, and upgrade of threat systems, range instrumentation equipment, range command and control equipment, data routing, storage, and display equipment, and associated software used for pre-deployment aircrew warfighter training and weapons systems test & evaluation (T&E) at Department of Defense (DoD) and Allied training and T&E Ranges. In May 2010, NAWCWD awarded Combat Environment Simulation (CES) Multiple Award Contract (MAC) under which 3 contracts were awarded: N68936-10-D-0034 with Jacobs Technology, N68936-10-D-0035 with Lockheed Martin and N68936-10-D-0036 with Engility Corporation. The PSC for the current CES MAC is AC17. The contract type for the current CES MAC is Cost Plus Fixed Fee, IDIQ. The CES MAC ordering period expires 08/31/2016. For the follow-on(s), NAWCWD is soliciting former CES requirements under three separate competitions to fulfill the requirements being met under the current CES MAC. Separate competitions and solicitations are for T&E/Training Threat/Target Systems (T4S) and Aircrew Electronic Warfare Tactical Training Range (AEWTTR). This synopsis covers CEIS only. CEIS will be competed on a full and open basis in accordance with FAR Part 15. This synopsis provides notice for the posting of the DRAFT Solicitation for soliciting comments and questions. The Government is particularly interested in meaningful feedback on the DRAFT Solicitation. The DRAFT RFP will be posted for a period of 21 days. With respect to services the contractor shall sustain, maintain, repair, refurbish, and integrate end items, assemblies, sub-assemblies, parts, and components; conduct studies and replace obsolete technology; correct software and hardware failures based on field-level reports or engineering investigations conducted by the contractor, the Government, or a third party. **Joint Certification Program (JCP) certification is required and proof shall be provided to the POC below to receive the DRAFT Solicitation.** No pre-solicitation conference is required for this solicitation. Even though the Government anticipates awarding multiple contracts for purposes of competing individual CEIS requirements, companies should also note that the acquisition approach being considered for CEIS is significantly different than previously used to award the current Combat Environment Simulation (CES) MAC. The following is the acquisition approach for the CEIS procurement: 1. The CEIS requirement will be solicited as predominantly Supply/Product with some ancillary Services. The Product PSC is 5865 and the Service PSC is K058 for CEIS. 2. The requirement will be solicited as a Multipe Award Contract (MAC). Five year ordering period. No options. NAWCWD China Lake will be the issuing office. It is the Government's intent to increase competition among qualified contractors at the task/deliver order level. 3. Contract Line items 0001 - 0006. The CEIS Request for Proposal (RFP) will include line items for competing and ordering products on Cost Plus Fixed Fee or Firm Fixed Price basis. The RFP will include separate Cost Plus Fixed Fee line item for competing and ordering services. 4. The Government does not have an actual requirement under CEIS that can be provided for proposing purposes with the MAC RFP. The Government will evaluate offers for selection of a contract under the MAC using Technical, Past Performance and Cost/Price data. The solicitation will include a level of effort that the offeror is to use for pricing services. IMPORTANT. Offerors will be required to provide direct and indirect rates supporting cost data sufficient to enable Government to understand how the direct and indirect rates are developed. Records of Forward Pricing Rate Agreements, DCAA Audits, DCMA system reviews will be critical from an offeror for the offeror to support its proposed direct and indirect rates. 5. Video Telemetry Instrumentation Kit (VTIK) Encoder

The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA has a need for the encoder portion of video telemetry instrumentation kits (VTIKs) in support of Joint Standoff Weapon (JSOW) flight testing. For the JSOW Telemetry Instrumentation Kits (TIKs) needing these encoders, the VTIK is a physically separate system providing video handling (such as compression) and transmission capabilities to augment the TIKs data-only capability. The Contractor shall develop, design, document, and qualify a VTIK encoder system for receiving as input the JSOW provided Hotlink data stream which includes both embedded video and commands, formatting and compressing it, and providing both data and command streams as outputs to a JSOW transmitter. The Contractor's VTIK encoder system hardware is limited to the airborne portion of the telemetry system. For ground station compatibility the compression and formatting shall be a commercial industry standard for which commercial off-the-shelf (COTS) decoding and archiving applications for the Microsoft Windows operating system are readily available. Critical requirements of the VTIK encoder systems include, but are not limited to: a) Accept video and command signals in the HOTLINK protocol, as implemented in the JSOW.b) Convert the serial uncompressed HOTLINK video to an uncompressed parallel BT.656 stream.c) Convert and output the parallel BT.656 stream to a serial IRIG-106 Chapter 4, Class I compliant, serial data and clock streams.d) Compress video in a standard MPEG compliant H.264 format capable of being decompressed with Commercial Off the Shelf (COTS) software.e) Shall weigh no more than 2 pounds and have dimensions not to exceed 3 inches high x 4 inches long x 4.3 inches wide.f) Shall be rugged enough to remain operational in a military grade environment Upon Government determination of a successful passing of the preliminary design review, critical design review, and production readiness review (PRR), the Contractor shall acquire and/or build VTIK encoder systems and deliver a quantity of 45 systems to the Government on due dates as specified in the contract. The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a five year Cost Plus Fixed Fee (CPFF)/Firm Fixed Price (FFP) completion type contract, consisting of one base year and four 1-year options on a full and open competition basis. The contract will provide organizational level maintenance on a variety of aircraft, including both fixed wing and rotary wing aircraft and unmanned aerial vehicles (UAVs), in multiple locations in support of the Naval Test Wing Pacific (NTWP). NTWP has two subordinate commands: AIR TEST AND EVALUATION SQUADRON THREE-ZERO (VX-30), located in Point Mugu, CA, and AIR TEST AND EVALUATION SQUADRON THREE-ONE (VX-31) located in China Lake, CA. An overview of each squadron is addressed below: 1.1 VX-30 provides range support for a wide variety of missions conducted both locally at the NAVAIR Sea Test Range off Point Mugu as well as other locations worldwide. The squadron also conducts developmental Test and Evaluation (T&E) of aircraft and systems. Support missions comprise range surveillance and clearance (RS&C), optical imaging, and airborne telemetry, and are usually accomplished using P-3 and C-130 aircraft. Squadron aircraft participate routinely as "go/no-go" assets in complex, expensive and high pressure test events with many stakeholders on programs of strategic national significance. Test mission comprise sonobuoy lot testing, manned systems test, and unmanned systems test. VX-30 is the single-site developmental T&E site for the MQ-8B and MQ-8C Firescout Program-of-Record (PoR). 1.2 VX-31's primary mission is to provide test, evaluation, and demonstration of current and/or future aircraft, air weapons, and weapon systems in Developmental and Integrated or Combined Developmental/Operational Test phases of Defense Acquisition. The secondary missions of VX-31 include providing inland search and rescue support for the R-2508 Airspace Complex and operating airborne test bed programs, range support, and test program support. These missions result in a dynamic operational environment highlighted by frequent aircraft configuration changes and schedule flexibility. It is anticipated that the majority of the effort will be performed at the Government facilities in Point Mugu, CA and China Lake, CA. Performance may occur in various other locations, both CONUS and OCONUS, on a temporary basis. Additional information will be included in the Request for Proposal (RFP).
