The Department of Veterans Affairs (VA) San Diego Healthcare Care System, 3350 La Jolla Village Drive, San Diego, CA 92161 has a requirement to repair, replace and modify the ducting and ventilation system in two rooms within the Hospital to create a USP 797 compliant work area. The project will include removal/replacement of the fan, hangers and associated ductwork on one hood prior to moving to the second hood. Air flow characteristics need to be established to assure certification of the room and biological safety cabinets. An existing light fixture in the ante-room will be relocated to allow for the installation of a 2X2 HEPA filter register. A pressure differential gauge is required to monitor pressure between the ante-room and the outside room. The hood operational testing in relationship with the clean room must conform to all testing relative to USP 797 standards. The majority of work will be conducted in an interstitial (asbestos containing) environment. Proper personnel protective equipment and current asbestos training certification is required to perform work. A Firm-Fixed Price award is anticipated. The contractor shall provide all necessary labor, material, tools, supervision, equipment, permits, testing and reports in accordance with all federal, state and local codes and regulations to execute all applicable services necessary to achieve USP 797 certification. These functional areas are in support of development of instructional materials and their related documentation and ancillary materials for resident foreign language courses at the DLIFLC that run from two (2) to sixty-four (64) weeks. These materials are delivered in a military classroom setting as well as through online programs to a larger professional linguist community. All students and departments currently use MacBook Pros and iPads for instructional needs. However, all materials developed must be platform neutral (i.e. accessible on all desktop and mobile devices). DLIFLC operates in a dynamic environment where mission requirements and priorities can change quickly. Contractors must be prepared to work in such an environment. BTP is the only source with the requisite technical expertise to consistently provide high-quality APG repairs to sustain reliable EHF and SHF SATCOM terminal tracking performance for the Fleet without unacceptable delay when the current contract expires in August 2015. Any delay in support of the EHF AN/USC-38(V)4/9 and SHF AN/WSC-6(V)5/7/9 programs is unacceptable and would potentially result in Navy ships deploying without possessing a critical communications capability necessary to accomplish assigned missions. The TDP is not available for public distribution, and in order to obtain access to the (NESI) website where the TDP is available for download, each company must: Sign and return the GPNTS Bidder's Repository Non-Disclosure Agreement (NDA) posted on the SPAWAR E-commerce website entitled, "GPNTS Bidder's Repository NDA" to Christopher Murr, Christopher.Murr@navy.mil previous NDA's associated with the Request For Information (RFI) will not suffice for access to the current TDP. Each company may request NESI site access for up to two (2) representatives. Each user is required to be a U.S. DoD contractor and have a valid DoD or External Certification Authority (ECA) Public Key Infrastructure (PKI) certificate to gain access to the website. If a requestor is a U.S. DoD contractor and does not have a valid DoD or ECA-issued PKI certificate, contact, Christopher Murr, Christopher.Murr@navy.mil.
