The Government intends to issue a Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) contract, for services with an ordering period not to exceed 60 months from the date of contract award that: provides the procurement and fielding of Common Battle Command Simulation Equipment (CBCSE) as well as related activities to include but not limited to integration, exercise support, gaming support, material purchases, maintenance, supply support, and post fielding support to PEO STRI and the Joint Land Component Constructive Training Capability (JLCCTC) program. This is a pre-solicitation notice. Naval Air Warfare Center Training Systems Division (NAWCTSD) will be soliciting for Contractor services and supplies for the operation and support of aircrew centrifuge training. The contractor shall provide all resources required for Navy and Marine Corps aircrews to execute centrifuge-based, G-tolerance training procedures. The contractor shall ensure the safety of all students, instructors, maintainers, and others involved. The contractor shall also provide operation and maintenance of facilities as well as security. Each year the contractor will hold 50 weekly classes for 12 students per class. Contractor supports these classes with 12 person classroom, 12 anti-gravity suits with torso harnesses, and office equipment. At the end of the training, the contractor will provide reports as required in an end-of-course package. The estimated annual number of students at the contractor’s site is approximately 600. The Government will provide the training curriculum and a monthly schedule. Trainees include pilots from: Chief of Naval Air Training (CNATRA), Naval Flight Demonstration Squadron (NFDS), Naval Strike Air Warfare Center (NSAWC), Chief of Naval Air Forces (CNAF), USMC, and miscellaneous USAF and International forces. Critical performance objectives are the Centrifuge-based Flight Environment Training (CFET) requirements from OPNAV 3710.7. The Period of Performance will be one year plus four option years from approximately 1 July 2018 ~ 30 June 2023. This acquisition will be solicited on an unrestricted basis. All responsible sources may submit a proposal which shall be considered by NAWCTSD. It is anticipated that the solicitation will be posted to the Government Point of Entry (GPE) on or about 26 January 2018 with proposals due by 25 February 2018. This firm-fixed-price service type contract will be awarded in accordance with FAR Part 15, utilizing Best Value evaluation procedures. The Tactical Combat Training System Increment II (TCTS Inc II) Program was synopsized in accordance with FAR 5.201 on 9 January 2014 under Solicitation Number N6134014R0026. Proposed Contract Action: The TCTS Inc II will provide an improved environment for air combat training with requirements to provide rangeless air combat training with secure air-to-air and air-to-ground data link. TCTS Inc II will provide encryption, an enhanced threat environment, platform interfaces, including an internal mount and a rack mounted subsystem capability, with applications for several Type Model Series aircraft. This procurement is for 100 new VMS 8.x/9.x software licenses for Instructor Operator Stations (IOS) and student stations at FCAs, and VMS training sites. The Government’s requirement is to establish a VMS Lab training capability for ATG in the FCAs as well as installing Conning Officer Virtual Environment (COVE) 3’s (an NSS training system variant), in Bath, ME, Pascagoula, MS, Manama, Bahrain and Rota, Spain. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a contract for the procurement of one Transportable Flight Proficiency Simulator (TFPS) Shelter from Oshkosh Specialty Vehicles a division of Pierce Manufacturing Inc. (OSV) for inclusion in the CH-47F TFPS number 23 under authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. CH-47F TFPS 23 is being constructed at Naval Air Warfare Systems Aircraft Division (NAWCAD) Simulation Division. The CH-47F is a transportable simulator and all components are required to be ruggedized to survive movement of the simulator. The TFPS CH-47F shelter is one such component. Currently, the TFPS CH-47F shelter is the only commercially available shelter that will meet the Government requirements. The TFPS CH-47F shelter is solely manufactured and distributed by OSV, a division of Pierce Manufacturing Inc. The TFPS Ch-47 Shelter provides a climate controlled shelter for integration of the CH-47F CrewView VDS trainer from Flight Safety International. The TFPS CH-47F Shelter is designed to be transported via land, air and sea. The TFPS CH-47F shelter has been certified by the United States Air Force to fly on a C-5 aircraft. The shelter provides 317-3/4”W x 317-3/4”L x 196”H of interior space. In addition, the shelter has an Environmental Control System (ECS) for extreme conditions for both equipment and the shelter environment (separately controlled). The shelter also contains a fire detection system, lighting protection system and a 40KVA uninterruptable power supple FAR Part 12.101(b) states that “agencies shall acquire commercial items or non-developmental items when they are available to meet the needs of the agency.” Since OSV’s TFPS CH-47F shelter is the only commercial item that is compatible with the CH-47F CrewView VDS from Flight Safety International (FSI) and the Government has neither the intellectual property rights nor data necessary to provide to another contractor to develop a compatible shelter, this acquisition will be sole source. This synopsis is not a request for competitive proposals. It is a notice that outlines the Government’s intent to contract on a sole source basis with Flight Safety International. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The Electromagnetic Environmental Effects (E3) Systems Modernization Program is a Single Award Indefinite Delivery/Indefinite Quantity contract which provides for the replacement and modernization of the existing test equipment, infrastructure, and facilities at the Electromagnetic Radiation Effects test complex located at White Sands Missile Range, New Mexico.
