This is a Pre-Solicitation Notice. The Mission Installation Contracting Command (MICC) Contracting Office - Fort Eustis (MICC-EU), VA anticipates issuing a Request for Proposal (RFP) for the Non-Personal Support Services for the Sustainment Battle Lab, Combined Arms Support Command (CASCOM), Fort Lee, Virginia.
The Sustainment Battle Lab conducts and participates in wargames and experiments using constructive and live experiment environments; conducts analysis to gain insights, impacts, and recommends Doctrine, Organizations, Training, Leader Development, Materiel, Personnel and Facilities (DOTLMPF) changes to current and future force concepts, systems, and organizations; monitors and guides science and technology experiment initiatives and recommends integration into the current or future modular force. In providing support to the Sustainment Battle Lab (SustBL), the Contractor shall support the Government by designing and supporting all forms of experimentation, and other analytical events, enabling the study of current, and future warfare concepts and determining and identifying capability gaps in both the current and future forces.
The Contractor shall perform tasks in the following areas:
• Core Army Concept Development Experimentation Plan Support• Experiment Planning• Scenario Development Support• Modeling and Simulation Support• Studies and Analysis• Science & Technology• Facility Support/Admin
The North American Industry Classification System (NAICS) code for this solicitation is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The Small Business Size Standard for this NAICS is 1000 employees. The Product Service Code is B599, Other Special Studies and Analysis. The requirement will be solicited as a 100% Small Business (SB) set-aside. The Government contemplates awarding a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price task orders with cost contract line numbers (CLINSs) for travel. Base (12 months) plus four (4) twelve month option years. It is required that all contractors doing business with the Government will be registered with the System for Award Management (SAM) at website: http:// https://www.sam.gov/.
No additional information (to include technical info) regarding this procurement will be available prior to the release of the FINAL RFP. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs.
