In order to allow this contract to be used for potential European Union funded projects we are notifying all tenderers that some works might be subject to part funding by the European Structural and Investment Funds Growth Programme for England (2014-2020) or any other European Union Funded Programme. The University of Wolverhampton has bought the iconic old Springfield Brewery site in the centre of Wolverhampton, in order to develop it in to a smart specialisation hub for Construction and the Built Environment. This will act as a catalyst for the regeneration of the local area, and the Black Country, commencing with the opening of the West Midlands Construction UTC in November 2016, followed by the Elite Centre for Manufacturing Skills in June 2017. The University will shortly be going out to tender to seek a design and build contractor to partner with the University to deliver the move of their own School of Architecture and Built Environment (SOABE) to the site in 2019. The SOABE development itself will have a gross internal area of circa 8250m2, which comprises of both refurbishment of the existing building and a new build element (with associated car parking for 45 cars). A BREEAM rating of ‘Very Good’ has been targeted that will take into account the new build, refurbishment and fit out elements. The construction value for the project will be circa £20 million. The form of contract will be the JCT 2011 Design and Build Contract. Design is due to be issued at RIBA Stage 3 with the Main Contractor developing the scheme from RIBA Stage 4 to 6. Scheduled date for Contract Award is 07th February 2017, mobilising thereafter with a Construction Period between 08th March 2017 and 05th February 2019. The University requires the School to be open early Summer 2019. This is a one off Procurement exercise for the University. The works must commence on site February 2017 and be complete by February 2019. This requirement is not split into Lots; the need to coordinate the different contractors for the lots could seriously risk undermining the proper execution of the project. The Virtual Learning Environment (VLE) is the University's primary means of making learning and teaching materials, resources and associated tools available to students. The VLE provides an integrated learning and teaching environment which can enhance engagement with the University's learning, teaching and assessment processes. In 2013, the University of Wolverhampton undertook a periodic review of its VLE and concluded that a change of VLE was required. In March 2015, the Corporate Management Team (CMT) approved a project to implement a new VLE as part of an Information and Communications Technology (ICT) transformation programme known as Digital Campus. The University is now approaching the market to determine available solutions and services; functionality to meet its user requirements for replacing its VLE. Actively supported and directly assisted by the successful VLE supplier, the University will: — Establish a new VLE for the University of Wolverhampton by: 1. Making available the new VLE software by Spring 2016 to enable familiarisation and early staff development activities to commence; 2. Implementing the new VLE software with appropriate custom configuration and functional adjustment to be ready for use by a small group of early adopters during Spring/Summer 2016; 3. Appropriately migrating and going live with early adopters delivering whole courses (to be selected) to their students from September 2016; 4. Progressively migrating all other courses/module, materials and users to the new VLE throughout the academic year from September 2016 to September 2017; 5. The University conducted a mini-competition using the Housing and Communities Agency (HCA) Framework Agreement for Consultant Panels, Multidisciplinary Panel (OJEU Ref: 2014/S 020-031462). The remit of this procurement covers Phase Two and Phase Three of the Development Programme. Under Phase Two of the Springfield Development Programme the University’s School of Architecture and Built Environment is moving to the Springfield Brewery Site. The primary aim of this commission is to appoint a multidisciplinary partner to work with the University to develop this project through the pre-procurement and procurement phases of the project’s lifecycle. The proposal is to appoint an organisation to provide a consultation and support service for local authorities in developing a local family offer; and testing the feasibility of this ‘wraparound’ service, building on existing best practice and introducing/testing new approaches/initiatives locally, where appropriate. The selected organisation will also help local authorities to apply for seed funding from a centrally held pot to support some of these extra activities. We are seeking organisations that can provide these services. The trial will be evaluated in order to provide an evidence base to inform decisions on spreading best practice and wider implementation. Initially, the trials will be funded for 1 year in order to assess development and success with a view to spreading best practice approaches. We are seeking organisations that can provide these services. The trial will be evaluated in order to provide an evidence base to inform decisions on spreading best practice and wider implementation. Initially, the trials will be funded for one year in order to assess development and success with a view to spreading best practice approaches. This proposed work is dependent on the next political administration and ministerial priorities.

There have been a number of reports on how Urgent Care Services should be delivered including the NHS England publication “High Quality Care for all now and future generations” and the Royal College of Physicians Publication “Urgent emergency care – a prescription for the future. The best practices highlighted in the reports and subsequently reaffirmed by the Keogh review “Transforming Urgent Care Services in England (November 2013) was that community based urgent care services should be coordinated in Urgent Care Centres. Redesign of Urgent Care services is a key component of both Wolverhampton CCG’s Urgent and Emergency Care Strategy and Primary Care Strategy. Service currently consists of: • One Acute trust A&E department – The Royal Wolverhampton NHS Trust (New Cross Hospital) • One GP led Walk in Centre – Showell Park • One Nurse led Walk in Centre – Phoenix Centre • One Out of Hours provider – Phoenix Centre • West Midlands Ambulance Service • NHS111 • Pharmacy • Urgent GP Appointments in Primary Care There has been increased demand on services resulting in increased pressure on targets. The CCG underwent a consultation with the public to obtain their views etc.. the outcomes of which were that they felt the existing system was too complex to navigate and that they wanted to see their own GP. This has led to the need to reconfigure the Urgent Care Service within the Wolverhampton region with the aim of creating a more streamlined approach with ‘signposting’ and is the driver for this procurement exercise. The service will cover the population of the City of Wolverhampton / South Staffordshire & Seisdon • Re-designed Urgent Care System in line with National best practice guidance • Ensure best practice service provision; • Ensure service equality across all service user types and backgrounds; • Maintain agreed capacity at all times; • Ensure waiting times for access to the service are maintained; • Quality – patient-centred services delivered in a safe and effective manner and delivered through a learning environment that includes the training of healthcare professionals; • Value for Money and affordable; Estimated activity as follows: • Face to Face 70,000 • Home Visits 5,500 • Telephone 10,500 Please see draft service specification for full details of service.
