— Emptying bins in the area;

— Removal of dog fouling;

— Street sweeping;

— Street clearance;

— Weed and vegetation removal;

— Improvements to street furniture.

Reactive Work covering the following

— Pruning of vegetation;

— Painting of street furniture;

— Minor repairs to fencing;

— Strimming a grassed area;

— Removal of litter;

— Removal of dog fouling;

— Removal of epicormic growth;

— Hedge strimming;

— Erection of street signs.

The contract commences on 1.6.2016 with a 10 month contract and 3 potential extensions of 12 months each. The budget for the first year is 205 000 GBP and for the next 3 years extensions should they be taken is 245 000 GBP per financial year. The service should involve local people in sustaining their own neighbourhoods and inspire people to Love Where You Live.  Engaging with local residents, community groups and volunteers is essential to the success of this initiative.

In developing and delivering this service, the provider should ensure that it is contributing to the Council's corporate priorities and outcome statements.

Sustainability, community support, self-reliance, resilience and reciprocity should therefore be built into the service design and delivery. Also and where possible, work experience placements, apprentice opportunities and local labour should be used.

Description of Works: Penistone Clean and Tidy Service will contribute to improving and maintaining a clean, well presented and welcoming physical environment for the villages, parishes and town, through a reactive and proactive approach to dealing with locally identified issues such as litter, vegetation overgrowth, weeding, pruning, grass cutting and small scale improvements to street furniture. 

The service will work with volunteers, community groups, and parish councils to help them to sustain a clean, green and tidy environment for the Penistone area which is attractive to visitors as well as the people who live and work there.

In addition the service will be proactive in involving schools, outside agencies (i.e. Probation Service) and businesses in a campaign to encourage people of all ages to love where they live and work as part of BMBC’s ‘Love Where You Live’ initiative.

The service will also complement existing service provision i.e. the work of BMBC Neighbourhood Pride and will work in partnership with other groups and agencies who have an interest in maintaining the green environment in and around the Penistone area.  

The Service will help to ensure that the environment for the people who live and work in the two Wards of Penistone East & Penistone West will be kept clean and well maintained.  It will also complement existing and encourage/ promote local volunteer initiatives as well as being proactive in involving local young people and businesses in taking pride in the area.

It is expected that the work of the provider will be designed to complement and build upon rather than duplicate the existing provision. With the service having a particular focus on educating young people, volunteers and residents with regards the environmental, economic and health related impact in relation to littering.

Therefore elements of the service will focus on the “prevention of littering” and not solely focus on clean-up operations.

 In developing and delivering this service, the provider should ensure that it is contributing to the Council's corporate priorities and outcome statements. The Central, Dearne, North, North East and South Area Councils have reaffirmed ‘the environment’ as 1 of the key issues that they wish to prioritise during 2016/17. Within the context of this priority, an enhanced enforcement service is seen as vital to prevent environmental problems escalating and to ensure that the positive work undertaken to maintain the environment is not undone by an anti-social minority.

Public feedback consistently identifies environmental blight through littering, dog fouling and illegal parking as a significant cause of local concern and highlights where the people who live and work in the area want to see action being taken.

This proposed intervention will strengthen the ability to demonstrate a strong stance on enforcement issues through this extra provision and will be marketed through a No Tolerance approach in the 5 Area Council areas identified above.

The Service Provider will target problems of littering, dog fouling and parking enforcement within all Lot Areas. This will include proactive patrolling based on intelligence profiles provided from information gathered from the Environmental Hotline number, also from members of Area Councils, Area Manager's and the Council's Safer Communities Service. The Safer Communities Service will provide intelligence to the provider to enable suitable deployment of staff and resources.

The Service Provider's Enforcement Officers will patrol priority areas and robustly enforce against any offences witnessed by issuing a fixed penalty notice.

Fixed Penalty Notices or Penalty Charge Notices will be issued in all circumstances where an offence has been witnessed or established.

Within the context of this priority, an enhanced enforcement service is seen as vital to prevent environmental problems escalating and to ensure that the positive work undertaken to maintain the environment is not undone by an anti-social minority. Public feedback consistently identifies environmental blight through littering, dog fouling and illegal parking as a significant cause of local concern and highlights where the people who live and work in the area want to see action being taken. This proposed intervention will strengthen the ability to demonstrate a strong stance on enforcement issues through this extra provision and will be marketed through a No Tolerance approach in the 5 Area Council areas identified above. The Service Provider will target problems of littering, dog fouling and parking enforcement within all Lot Areas. This will include proactive patrolling based on intelligence profiles provided from information gathered from the Environmental Hotline number, also from members of Area Councils, Area Manager's and the Council's Safer Communities Service. The Safer Communities Service will provide intelligence to the provider to enable suitable deployment of staff and resources. The Service Provider's Enforcement Officers will patrol priority areas and robustly enforce against any offences witnessed by issuing a fixed penalty notice. Fixed Penalty Notices or Penalty Charge Notices will be issued in all circumstances where an offence has been witnessed or established. The Barnsley MBC Children, Young People & Families Directorate require a suitably experienced organisation to provide a service for the Maintenance of Commercial Catering Equipment in 60 Barnsley schools.

2. A copy of the most recent, unabbreviated financial accounts for your company and the ultimate parent company that cover the last two years of trading or for the period available if trading for less than two years.

The financial accounts provided for assessment should be no more than nine months older than the bidder’s latest accounting year end date (in line with Companies House accounts filing requirements).

Please Note: Parent Company Accounts will be subject to the same checks as those applied to the bidder. Where concerns are identified around the financial standing of the parent company the interdependencies between the bidder and the parent will be considered and this may impact on the outcome of the financial assessment.

Evidence of current CHAS registration in the above category is sufficient to demonstrate competency.

In the event that Design, Demolition or Works to Highways/Public Footpaths categories are required evidence of registration under SSIP or equivalent approved scheme will be a requirement of the tender documentation.

Method of Selection

The information provided shall be evaluated and scored. The highest scoring organisations shall be ranked in order and form the select list to be invited to tender. The select list will generally range from between 5 and 8 organisations, which could be extended in order to ensure adequate competition.

NOTE: Section 1 of the selection questionnaire will be scored initially to produce a scored ranked list. A maximum number of eight applicants will then be assessed against the PASS/FAIL criteria in Sections 2 and 3. If any bidder FAILS the list may be extended to include the next highest ranking bidder.

It is anticipated that the contracts will be for 12 months, with an option to extendby 12 months and then a further 12 months (1 year +1+1). However, a 6 month break point exists when performance and achievement of outcomes will be reviewed and, on the basis of findings, decisions will betaken to either continue to full term or cease the contract. There are no guarantees after the first initial 12 months that each individual Area Council will have the funding available to extend the contract or will decide ithas a continuing need either the same level of service or for the service as a whole. Each Area Council has theirown budget and this may result in individual Lots coming to an end.

Description of Works: As part of its corporate plan 2012-2015, the Council has established 6 Area Councils (Central, Dearne, North, North East, Penistone and South) to better understand local needs and seek improvements and better outcomes for local people.  The North Area Council has identified the addressing of a provision to improve the overall environmental appearance of the four wards that make up the North Area Council area and is seeking tenders to address this need.

The North Area Council wants to commission a Provider to deliver a service that will complement existing Barnsley Metropolitan Borough Council (BMBC) service provision.

The Provider’s primary focus will be to work in partnership with local people to achieve results and build community resilience in relation to environmental improvement and community ownership.  Enabling local residents and business owners to participate via a community development and participation model; Resulting in an improved, clean, well presented and welcoming physical environment in the North Area Council area.  The Project will contribute to improved community ownership within the local area.  This may include practical proactive tasks including the following issues: littering, dog fouling, shrub bed maintenance, cutting back etc.

The service should involve local people in sustaining their own neighbourhoods and inspire people to Love Where You Live.  Engaging with local residents, community groups and volunteers is essential to the success of this initiative.

In developing and delivering this service, the provider should ensure that it is contributing to the Council's corporate priorities and outcome statements.

Sustainability, community support, self-reliance, resilience and reciprocity should therefore be built into the service design and delivery. Also and where possible, work experience placements, apprentice opportunities and local labour should be used.

 

We are keen to see the involvement of local people, groups and businesses in this service, specifically through volunteering and stakeholder engagement where appropriate.
