The Administration of The Norwegian Parliament intends to sign parallel framework agreements in the discipline of Employee collaboration, management, interaction and organisation.

The strategy for The Norwegian Parliament's administration 2014-2018, the HR strategy 2015-2018, as well as ethical guidelines are the basis for the procurements. The objective of the framework agreement is to assist in adherence of the principle of the strategy ‘An attractive, competent organisation with a good working environment’.

Procurement of digital communication tool for nursery school-home and school-home

The Contracting Authority aims to introduce a common digital communication tool suitable for nursery schools to assist in effective and safe communication between the nursery school-home.

The procurement concerns a developed system as a service (software-as-a-service), where the users are given access to use the system via the internet. The system is operation by a service provider in the service provider's own operational environment.

The communication platform is being procured for use in municipal nursery schools.

Optional options:

The procurement of a communication tool also includes optional options, see point II 2.1 and 2.2.

The tenderers may offer the optional options as part of the their tender offer. The optional options will not be evaluated, but price and quality of the offered system will determine if the individual option is triggered.

Analysis and information platform

The Norwegian Tax Administration would like to enter into a contract for the procurement of an analysis and information platform. This platform will consist of the following functional sub-areas:

— System for scoring and rules (both running and development environment).

The scoring system will be based on predictive models, expert models and rules. It shall also be to use technologies such as pattern recognition and graph analyses. The different techniques must be able to be combined in order to make up a whole. Integrated in the processes, they shall support dynamic choices between different service strategies.

— Several tools for advanced analysis.

The area cover tools and consumer/user orientated services within advanced analysis, data investigation, data processing, visualisation, graph/network analyses, pattern recognition etc. Advanced analysis also includes areas such as data and text mining, simulation, optimisation, prognostication etc.

— Analysis and information platform with data integration.

The total system shall support the establishment of an analysis and information platform that includes:

— Data Management Solution for Analytics (DMSA).

— Logical data warehouse.

— Data virtualisation and data integration.

We would like to be open for several alternatives in the competition:

Procurement of a system as well as a support and maintenance contract.

Procurement of a system as well as an operational contract.

Procurement of a system as a service.

Modular and portable buildings

The assignment includes the necessary freight, erection/assembly and hire of modules for accommodation and hygiene (sleeping units and WC/shower) as well as any maintenance during the hire period. The modules shall be assembled in existing buildings/premises at the contracting authority, as a starting point in Eastern Norway, but also the rest of the country if required. The number and hire period will vary according to the stand-by situation.

There will only be call-offs for the hire/assignment as needed for the stand-by situation, there will not be any obligation to hire or procure.

All communication on this procurement shall go via the communication module in Mercell.

1.1 The sleeping units shall be for single person use. The units shall be lockable. It must be possible to put the units together to make larger groups (families). The units shall be of good quality and appropriate for their intended use. The dimension must not exceed 2.5 m² per unit.

1.2 The sleeping units shall have access to electricity and lighting.

1.3 The sleeping units shall be protected from fire.

1.4 The modules shall fulfil the current Norwegian law, particularly requirements for fire and sound insulation.

1.5 The toilets and showers shall be of normal good quality and appropriate for their intended use.

1.6 The modules shall be made from a material appropriate for the intended use.

1.7 Several (up to 30 % of call-offs) of the toilets are required to be of the type ‘squat toilet’/‘French toilet’.

1.8 The toilets/showers shall be able to be used individually or connected together. They shall be able to be connected to water and sewage.

1.9 The toilets/showers shall be easy to keep clean; the showers shall have legionella protection.

1.10 Tenderers shall delivery a system so that disabled persons can get in and out of a handicapped toilet (2 handicapped toilets and 2 handicapped showers for every 20 orders).

1.11 The toilets and showers shall be separate with lockable doors.

2.1 Scenario minimum 250 modules with hygiene shall be delivered within 4 weeks from the call-off date, unless otherwise agreed at the time of the call-off. Shorter delivery times that are offered will be awarded.

2.2 Ordered units shall be delivered to a stated place and address.

2.3 Assembly/disassembly shall be a part of the tender.

2.4 Tenderers must carry out the necessary maintenance during the hire period.

3.1 Scenario minimum 250 modules with hygiene shall be delivered within 4 weeks from the call-off date, unless otherwise agreed at the time of the call-off. Shorter delivery times that are offered will be awarded.

3.2 Ordered units shall be delivered to a stated place and address.

3.3 Assembly/disassembly shall be a part of the tender.

3.4 Tenderers must carry out the necessary maintenance during the hire period.

4.1 Tenderers shall ensure a low impact on the environment when providing the service. This applies during transport and maintenance, but also during production, use and disposal of goods used under the contract.

Connecting the modules to water and electricity is not necessary and shall not be described/documented.

Principal aims to introduce a common digital communication tool for kindergartens to contribute to effective and safe communication between daycare home.

The contract is a pre-engineered solution as a service (software-as-a-service), where users are given access to use the solution via the Internet. The solution is hosted by the supplier in the supplier's own operating environment.

Communication Platform procured for use in kindergartens.

Optional options:

The provision of communication tools also includes elective options, see section II 2.1 and 2.2.

Providers are free to offer the elective options as part of its offerings. The elective options will not be evaluated, but the price and quality offered solution will be crucial to whether the individual option is triggered.
