The Directorate of Health would like to enter into a contract with a professional environment that can carry out a follow-up evaluation of the Competence Lift 2020 (K2020). K2020 is the government's new plan for recruitment, raising competence and professional development in the health and welfare services in municipalities in the period 2016 — 2020. The expected grant in 2017 is 1 200 000 NOK. The limit could, however, be increased. The annual grant for the evaluation is expected to be the same as for 2017 for the entire K2020 period.
Boligbygg Oslo KF needs framework agreements for engineering design services. The assignments will include all the necessary disciplines required to prepare a complete preliminary project with calculations, tender documentation for a turnkey and execution contract, detailed engineering design services, applications/basic material for all the relevant public authorities, as well as being a coordinator for safety, health and working environment questions in the engineering design phase, in accordance with the builder regulations. This will be for building and construction projects, such as wet room renovations, facade renovations, fire protection measures, re-roofing, new buildings, renovations, welfare+.
Tenderers must be able to offer all disciplines: engineering design group manager, coordinator for engineering design services, architect, interior architect, landscape architect, responsible applicant, consultant engineer for building techniques, HVAC and climate techniques, electro techniques, fire safety, geotechnics and engineering geology, water and sewage techniques, acoustics, antiquarian conditions, environment and consultant integrated technical building installations, BIM-coordinator, DAK-operator and secretary, either internally or with the use of sub-suppliers.
Konsentra AS wants to enter into agreement with a supplier of IT operations, applications development and management.
The operational service agreement will consist of operation of application servers, database servers, terminal servers, laptop and desktop PCs as well as standard software. The entire environment is Windows based, with the exception of a Linux web server. All servers will initially be virtual and delivered by the the Tenderer, preferably with included licences for OS etc., where possible. The Contracting Authority has no desire to control in detail how the IT operational environment is constructed, but instead wants to purchase this as a service with associated SLA.
Applications development and management.
The objective of the procurement is to establish a competent consultant group for the preparation of the preliminary study for the new water supply from Holsfjorden and assistance in connection with the development plant for this initiative. KVU for this initiative is now in quality assurance.
A preliminary study shall be prepared with a management document in accordance with the investment regime of Oslo kommune. Technical preliminary study will comprise:
— Intake and pumping station at Holsfjorden.
— Transfer tunnel from Vefsrud (Holsfjorden) to Oslo's municipal border or Oset.
— New water treatment plant with daily capacity of approx. 390 000 m³/24 hour period.
— Transfer of clean water in Oslo from the new water treatment plant to the central connection point in the city.
— Potential transfer tunnel for raw water between the west water treatment plant and Oset. Transfer of raw water both directions.
— Cost calculations for a combined project.
VAV also needs assistance in connection with the preparation of development plans with impact assessments for a combined project. 3 municipalities shall co-ordinate in connection with the development plan work, the County Governor and The Ministry of Climate and Environment will be involved with planning of initiatives at Marka.
NB: Subject to the Public Administration Department for Environment and Transport ordering the preliminary study.
The framework agreement for general architect services will include, amongst other things:
— carrying out feasibility studies and sketch projects for alterations/renovations of existing buildings, including extensions/additions,
— architect work for minor alterations,
— simple engineering design and major renovations,
— assist in projects with high environment and energy ambitions,
— be the responsible applicant in building applications,
— assist in the participation of land proceedings,
— prepare outdoor plans with surface water measures,
— assist with furnishing plans, as well as room and function plans,
— be able to provide ground surveys, either themselves or with sub-suppliers,
— assist with traffic analyses, noise analyses and air quality analyses.
NIH shall through this procurement enter into two (2) agreements with one (1) service provider:
1. An agreement for the purchase, delivery and installation of an AV system for a Sport Psychology Laboratory.
2. A 24 month development, support and maintenance agreement for the delivered system. Option for further 12 + 12 months extension of the agreement and in accordance with the terms stated in the first part of the agreement.
The objective of the procurement is to establish a sport psychological laboratory. It is critical for the research that a realistic environment is created which can emulate feelings of practising real sport activities. The initial focus for the laboratory is the establishment of a high quality monitor system with an integrated surround system and the operation thereof Other elements will be installed continuously after the monitor is in place, but the Contracting Authority also requests camera systems as an option in tender contest.
The delivery of a camera/video system. A clear and defined goal is the establishment and development of a laboratory that is unique among the existing laboratories and the laboratory shall offer world leading solutions. The contracting authority expects that it is impossible to reach this goal without a close co-operation between the suppliers and the users of the laboratory.
The objective of the support and maintenance agreement is to ensure stable and reliable operations of the system during the expected practical operating time.
Contract work is rooted in the renovation program of wastewater carrying sewage pipes in the master plan drainage and water environment. The purpose of this work is to provide a sewer system that is safe, reliable and with minimal leakage. A poor power may pose a risk of damage to infrastructure and human health by such phrases in road and pavement and basement flooding. It is also important to rehabilitate the tanks so that it is safe for operations personnel to climb down these (ladders etc.) To minimize the burdens on the environment (residents, traffic) it is a measure of VAV using dig-free methods wherever possible by rehabilitation of sewerage network. Use of such methods offer both economic and environmental benefits.
Contract work includes work on approximately 5155 m sewers and 158 manholes in varying condition. The area is located in the borough Grunerlokka. The project consists of rørinspisere and rehabilitate sewers, mainly by internal stocking liner. Kummer will also be rehabilitated. Wires are selected on the basis of pipeline inspections. Most of them have a bad condition that suggests that rehabilitation is necessary. It may conclude lines in the project that has been rehabilitated from before, and these should be removed by pipeline inspections.
VAV will enter into an agreement with one supplier for bunndyr- and fish surveys in rivers in Oslo.
Surveys of benthic and fish are part of water quality monitoring in the Water and Sewerage Authority.
The main focus of this procurement is focused on the environment and environmental consequences for fauna in watercourses. Surveys help to determine how pollution from sewer systems is the greatest, and to identify preventive measures. The surveys are also used in reporting to the Urban Ecology Programme, Water Regulations Work and Commissioner for Environment and Transport (MOS).
It is planned that two rivers should be examined annually for macroinvertebrates - and fish fauna.
Benthic Investigations shall be conducted twice a year (once in spring and once in the fall), while fish surveys be conducted in the fall. In addition, benthic - and fish fauna examined by accidental discharge. The report must be submitted electronically each year to a specific date.

All servers will initially be virtual and delivered by Supplier, preferably with included license OS etc., wherever possible. The client has no desire to micromanage how IT operating environment built up, but would rather buy this as a service and associated SLA.
Application development and management:
The client has a need to conclude an agreement on the purchase of new equipment and new licenses SafeCom, which is Customer's established printing solution in central operating environment (Oslo Common), and maintenance (ie, license maintenance, support, consultancy), the entire solution. Today, 34 of the 47 businesses rolled into Oslo Joint.
The agreement shall cover the following areas:
• Acquisition of license maintenance of existing central SafeCom solution, as of 02.01.2017.
• Acquisition of new SafeCom licenses including maintenance.

Providers must offer all disciplines; engineering group leader, coordinator of engineering, architect, interior designer, landscape architect, responsible applicant, consulting engineering construction engineering, building physics, HVAC and climate engineering, electrical engineering, fire safety, geotechnical and engineering geology, water and wastewater engineering, acoustics, antiquarian, environmental and adviser integrated building automation , BIM coordinator, CAD operator and secretary, either internally or by subcontractors.
NIH will through this procurement entered into two (2) contracts with one (1) provider:
1. Agreement on the purchase, delivery and installation of AV solutions for sports psychology laboratory.
2. A 24-month development, support and maintenance agreement for the delivered solution. There should be an option to extend this for a further 12 + 12 months with conditions given in the first part of the agreement.
The purpose of the procurement is to establish a sports psychology laboratory. It is critical to research the creation of an environment in as realistic a manner as possible emulates what is experienced by real exercise of activities. In the creation of the laboratory, it is decided that the focus initially will be on the creation of a high quality display solution with an integrated surround sound system as well as the management of this. Other elements will be installed consecutively after the monitor is in place but we will also ask for an offer on camera solutions as an option in this RFP.
There are only a few such labs worldwide. There is a clear objective to establish and develop a laboratory that is unique among these and to offer world-leading solutions. We assume that this is not possible to achieve without close cooperation with the suppliers and users of this.
The purpose of support and maintenance agreement to ensure stable and secure operation of the solution in the expected useful life.
The procurement aims to establish a competent advisor group for preparation of feasibility study for new water supply from Holsfjord and assistance in connection with zoning work for this measure. KVU for this measure is now to quality assurance.

In addition, VAV need for assistance in connection with the preparation of development plans with impact assessments for a total project. Three municipalities will be coordinated in conjunction medreguleringsplanarbeidet addition, the County and the Ministry of Environment be involved in the planning of measures in Marka.

‘Miljøgifter i en urban fjord’ (‘Environmental poisons in an urban fjord’) is a programme that shall monitor leakage and spreading of chemicals used in a densely populated area and review how this affect a fjord network. The programme shall include all supply of environmental poisons from potential sources, concentration measuring in marine organisms and risk of impacts. The programme includes sampling, analyses and reports thereof.
The provision applies to general contract for construction of a new recycling center at Hofstad, Melhus municipality. The facility will consist of a larger operating area for handling and sorting waste sorting carousel to the public administration buildings, buildings for hazardous waste and reloading stock.
Much is expected construction work under this contract.
