Difi's aim is to give good and concrete guidance in green procurements. In 2017 we will develop a technical system for concrete environment guidance and a set of criteria. This shall be launched with content in the fourth quarter of 2017. We need assistance to develop this content. In particular, we need assistance for the development of a set of criteria for buildings and transport and evaluation models and tools.

The procurement consists of three separate deliveries. Tenders can be submitted for one or more of the lots. Difi will set high requirements for expertise within the following contract areas:

1. Development of a set of environment criteria and guidelines for transport.

2. Development of a set of environment criteria and guidelines for buildings, sites and property.

3. Development of evaluation models and tools.

Background:

Public transport procurements or procurements that involve transport have an impact on the environment that we would like to minimise. Technology is developing fast and we now have electric ferries, electric buses and other vehicles with different forms of more environmentally friendly propulsion technology. We cannot predict future transport needs or technology, but a combination of different systems must be used to reach the environmental targets. Public services such as public transport, district nursing, patient transport, waste collection, road maintenance and winter stand-by ought to front and influence this development. There ought to be concrete requirements for, amongst other things, energy use and emissions.

The content of the assistance:

Difi will develop a set of environment criteria within transport during 2017 and 2018. A minimum of one set of environment criteria is planned to be completed for the fourth quarter of 2017. The first set of criteria that shall be developed will be within the light vehicle category. Other areas that can have sets of criteria developed are transport services (CPV code 60000000), waste transport (CPV code 90000000) and transport equipment (CPV code 34000000). Difi will manage the criteria development work itself, but there is a need for environmental assistance, assistance with lifecycle assessments and calculations, as well as assistance with implementing the process.

Most of the need for assistance from consultants for the first set of criteria will be in June, August, September and October. I.e. we expect a 30-50 % position in June and a 70-100 % position in August, September and October.

Option:

Assistance with the development of further sets of environment criteria within transport, e.g. transport services, waste transport and transport equipment, as mentioned in the assignment. Assistance can also be needed for the development of subject content for anskaffelser.no, possibly the production of a tool etc. for green procurements within transport.

Financial limit including the options:

NOK 500 000 excluding the options and NOK 1 500 000 including the options.

Background:

Difi would like to develop environment criteria that can be used for the procurement of buildings and services for buildings. The criteria are meant as a tool for public contracting authorities, so that they can easily set environment requirements and criteria in their procurements.

Surveys carried out by Difi show that environment criteria are rarely used in public buildings, sites and property (BAE) procurements. We are now carrying out a zero point analysis for BAE, which will form the basis for measuring further development.

The content of the assistance:

Difi will develop a set of environment criteria for buildings in 2017. Difi will manage the criteria development work itself, but there is a need for environment assistance in the field and assistance in implementing the process. Background:

Taking the environment into consideration often requires several assessments both as regards the supplier market and what shall be delivered. Experience shows that it can be challenging for contracting authorities to specify clear requirements that can be adhered to and criteria with appropriate weighting and communicate these unequivocally in the tender documentation, so that tenderers can prepare a tender that best suits the contracting authority's needs.

It can also be time-consuming for contracting authorities to evaluate the received tenders.

The content of the assistance:

Difi would like to develop mathematical models and related tools that can be used:

By contracting authorities when planning procurements, including tools such as sensitivity and cost/benefit calculations (e.g. what environmental gains can be expected and how much more or less money they would have to pay for x% reduction in CO2 emission).

By contracting authorities when they shall prepare tender documentation

By tenderers when they shall prepare optimum tenders

By contracting authorities when they shall compare received tenders, justify and document the result so that they can be added to the procurement protocol.

By management/control systems when they shall follow-up the use of environment requirements and criteria and their influence on the procurement choice.

By management/control systems in order to show what environment effect and gains they have achieved.

The set of tools shall support LCC's calculations as a part of the evaluation.

Difi requires assistance with the preparation of mathematical models and calculations, as well as the technical implementation of them. The technical implementation will be carried out by consultants in another contract as well as internal resources.

Competence is wanted in the use of standardised and structured information that can be sent and reused in other IT systems, such as contracting authorities' competition tools (KGV). We would like knowledge of/experience with technical and semantic inter-operability, preferably within the procurement area.

Most of the need for developing the tools will be in September, October and November. The start of the assistance will be 14 August. Good dialogue will be needed with the consultant(s) on which tools shall be developed. The assistance can be divided between several consultants in order to fulfil the competence requirements.

Option: Development of several mathematical models and related tools as described above.

Rusken is Oslo municipality's commitment to a clean and pleasant city together with Oslo's population. Contract work is anchored in the renewal program wastewater transmitting sewers in general plane drains and ecotoxicity. The purpose of this work is to provide a sewer system that is safe, reliable and with minimal leakage. A poor power may pose a risk of damage to infrastructure and human health by such phrases in road and pavement and basement flooding. It is also important to rehabilitate the tanks so that it is safe for operations personnel to climb down these (ladders etc.) To minimize the burdens on the environment (residents, traffic) it is a measure of VAV utilizing dig free methods wherever possible by rehabilitation of sewerage network. Use of such methods provides both an economic and environmental benefit. There is a need to install about 5030 meters stocking lining in Prinsdal area in Oslo. The selected discharge conduits have a poor condition and is suitable for no-dig rørfornyelse. This could be done any excavation work of smaller scope and some internal kumarbeider. This area should cover the Norwegian Tax Administration's need for assistance in test areas. The Norwegian Tax Administration develops and tests in accordance with the flexible principles and test methodology based on the ISTQB standard's flexible methodology.

The infrastructure and operations area shall ensure access to the right resources with the right competence, that can assist with the service specification and development of infrastructure, as well as operational assignments within the areas that are part of our (current and future) infrastructure and applications portfolio.

The Norwegian Tax Administration has a central role in the Norwegian society through their responsibility for setting and collection of taxes and duties and running a central National Register. This involves management of large quantities of information about organisations and individuals, which sets high requirements of information security.

The area of user quality covers competence that ensures an intuitive and effective user experience for those with tax and duties obligation, and for the Norwegian Tax Administration's own employees.

This area of the framework agreement should cover the Contracting Authority's need for assistance in the discipline of electronic learning.

The Administration's large projects are organised with an external quality assurer who reports to the project owner, but shall at the same time support the project manager. The primary focus is to provide advice that contributes to the success of the projects by achieving goals and reduced risk. External quality assurers should be independent of the delivery environment.

Area 14 — Java system development, should cover the Norwegian Tax Administration's need for assistance in Java development that is not covered by other areas, including Java developer, scrum-master and building master (DevOps).

The Norwegian Tax Administration is open to receiving tender offers from consulting agencies who's core activity is to manage consultants that are not directly employed by the mediation company. National tests have been carried out annually since 2004 on approx. 180 000 pupils. The national tests in reading and math are carried out for the 5th, 8th, and 9th years. The national English tests are carried out for the 5th and 8th years.

The objective of national tests is to provide the school knowledge about the students' skills in reading, math and English.
