Procurement of framework agreements on consultancy services. There is a need for architect and engineer services in the following disciplines:

· Architect including zoning, landscape and interior (ARK);

· Structural consultancy including construction management, project administration and safety, health and work environment (RIB);

· Fire consultancy (RIBr);

· Electrotechnical consultancy including life consultancy and ITB (RIE);

· HVAC — technical consultancy (RIV);

· Building Physics (RIBfys);

· Environmental clearance;

· Acoustics.

The County Municipality has previously had framework agreements on these services. The large construction projects of sixth form colleges in Hedmark have been carried out or are about to be completed and there is currently no new large projects planned. The need for consultancy services in the next 4 years has been calculated to be 1 000 000 NOK to 1 500 000 NOK excluding VAT per year for projects and approx. 1 000 000 NOK excluding VAT per year for preparations. The scope of the services can vary a lot from year to year, depending on what projects are carried out within development and operation and maintenance. The specified volumes entail no purchase obligation for the Contracting Authority. Changes in organisation, budget and routines can effect the total volume. The distribution between the disciplines is on experience 40 % ARK and 15 % of each of the disciplines RIB, RIBr, RIE and RIV, but this can vary.

The Norwegian Defence Estates Agency is an administrative body under the Ministry of Defence. The Norwegian Defence Estates Agency is 1 of Norway's biggest property representatives, and the total supplier of property services to The Norwegian Armed Forces. The Norwegian Defence Estates Agency has been given the task of constructing a new base for fighter jets in Norway. In short, this assignment involves:

‘A main base for fighter jets shall be established at Ørland, and an advanced operation base at Evenes. The establishment of the fighter jet base includes updated and facilitated EBA for the weapon systems fighter jet, air protection and base defence.’

Forsvarsdepartementet (The Ministry of Defence) has given the Norwegian Defence Estates Agency the task of establishing the necessary facilities for the establishment of the F-35 fighter jet base at Ørland and an advanced operation base at Evenes.

The assignment includes, i.a. to procure increased quarters capacity for crews. In relation to the ongoing restructuring in The Norwegian Air Force, there is already an increased number of conscription and course students at Ørland.

Construction phase 1 of the crew quartering is already under construction. Construction phase 2 shall be built at ØHF, north of construction phase 1.

The crew quartering is over 2 floors with loft, without basement. The quarters have 2 wings that are built together in the roof structure, and cover a yard toward the existing crew quarters A and B. The outdoor area formed in the yard will provide protection from weather and wind, and shall function as a lining up place for the soldiers.

Construction methods or bearing system have not been determined, but it is anticipated that the building method will be tradition, primarily of steel/concrete.

Total capacity is 180 new bed places distributed over 30 x 6 man rooms. In addition, there are 4 living rooms designed identically to a 6 man room, so that the capacity can easily increase by 24 bed places to a total of 204. The billeting rooms each have a bathroom with double washbasins, shower niche with 2 showers and own toilet cubicle. The bathrooms will be pre-fabricated as finished modules.

The solutions are selected with emphasis on effective use of area and possible industrial production of construction elements has been facilitated for with element assembly at the construction site.
