The SAP SuccessFactors environment was installed in 2015 to make use of SAP Payrolling. TenneT wants to implement the module ‘Recruitment’ in 2018 and the coming years possibly other modules like ‘Succession Planning’, Performance and Goals' and ‘Compensation Management’.

In Lot 1 TenneT wants to contract two (2) tenderers for all services in scope for both TenneT TSO B.V. as for TenneT TSO GmbH.

For the SAP SuccessFactors module ‘Succession Planning’ both contracted tenderers will be invited to compete in a mini-tender to determine which tenderer a Call-off contract will be awarded to implement the SAP SuccessFactors module ‘Succession Planning’.

In lot 2 TenneT wants to contract three (3) providers.

Via mini-tenders one (1) of these providers will be awarded a Call-off contract to implement the modules ‘Performance and Goals’ and/or ‘Compensation management’ and/or any additional modules (other than contracted in lot 1).

The Corporate HR MT made the strategic decision to align the recruitment and selection process of the Netherlands and Germany, and to support this process with one implementation of the SAP SuccessFactors Recruiting Management module for TenneT NL and DE. This project contributes to the rationalisation of the HR application landscape, improvement and harmonisation of processes and single entry of employee data.

The implementation of the SuccessFactors Recruitment and Selection module is one step in harmonising and integrating within HRC, supporting the one company strategy of TenneT. For TenneT NL ‘HR phase 2/Recruitment’ is a continuation of the project ‘HR Core information system’ (also called ‘MyHR’) that implemented the SuccessFactors module ‘Employee Central’ combined with SAP Payroll and went live in January, 2016. For TenneT DE ‘HR Phase2 / Recruitment and Selection’ will be the first SuccessFactors implementation.

Hiring the right people is crucial to reach TenneT's goals. Harmonisation and alignment of the recruitment processes supports internationalisation within TenneT, although minor process deviations per country can be necessary due to local legislation / regulation. Moreover, SuccessFactors Recruitment and Selection leads to a more open and standard recruitment process for whole TenneT. New candidates can be followed within TenneT as a whole and cross border employability will be improved and encouraged. Adjacent goals of corporate HR are that managers in the Netherlands and Germany should experience a comparable support and service level by HR. For employees the new solution should encourage the use of career development opportunities within the company. Furthermore, TenneT will be able to comply with the new privacy demands on handling personal data of job applicants, for instance because the new module provides functionality to delete personal data.

To cater these developments and future developments concerning ‘Succession Planning’ TenneT wants to contract in Lot 1 two (2) tenderers for all services in scope for both TenneT TSO B.V. as for TenneT TSO GmbH.

The tenderer with the highest score on the awarding model will be the awarded a Call-off contract to implement the SAP SuccessFactors module ‘Recruitment’.

For the SAP SuccessFactors module ‘Succession Planning’ both contracted tenderers will be invited to compete in a mini-tender to determine which tenderer a Call-off contract will be awarded to implement the SAP SuccessFactors module ‘Succession Planning’.

Changes in the energy market are ahead of us. The current environmental changes ask for a different way of looking at People Performance Management. Therefore TenneT aims to transition from a traditional to a modern and harmonized people performance management approach for the locations in Germany and the Netherlands. TenneT's People Performance Management concept directly links to TenneT's strategic priorities Operational and Organizational Excellence.

At TenneT we believe that a high quality continuous performance dialogue is one of the key success factors to create a company culture in which employees are empowered and encouraged to perform every day. By increasing the quality of the continuous performance dialogue between hierarchical managers and their direct reports TenneT aims to:

— Drive desired core behaviours/values;

— Foster career development and sustainable added value;

— Enable employee performance and utilize employee potential;

— Improve the perceived fairness of recognition.

Therefore the continuous performance dialogues is 1 of the key elements of the approach (see attached document ‘visual’).

Key elements of the new and improved PM process: —Support flexible goal setting based on the Objectives and Key Result (OKR) method.

— Support continuous performance evaluation and registration of feedback;

— Rating of the added value and behaviour (2 point rating scale);

— No direct link between appraisal and salary increase;

— Separate target setting for Short Term Incentives (STI);

— Support of calibration sessions to calibrate performance evaluation and salary evaluation.

To create an effective and efficient performance management process we need to automate the process in our location in the Netherlands and Germany. In line with the direction HR choose regarding the IT Landscape, the improved and harmonized approach needs to be supported/automated by the SuccessFactors module ‘Performance and Goals’ and Compensation. This is in line with the chosen IT-strategy. For TenneT HR phase 3 Performance and Goals this is a continuation of the project ‘HR phase 2/Recruitment’ and ‘HR Core information system’ (also called ‘MyHR’) that implemented the SuccesFactors module ‘Employee Central’ combined with SAP Payroll and went live in January, 2016. The HR project Recruitment will run in parallel.

The harmonization of the process in the Netherlands and Germany aligns with the strategic decision to develop an international HR Unit although process deviations per country can be necessary due to regulation.

To cater these developments TenneT wants to contract in Lot 2 three (3) providers.

Via mini-competitions one (1) of these providers will be awarded the contract to implement the modules ‘Performance and Goals’ and/or ‘Compensation management’ and/or any additional modules (other than contracted in lot 1).
