The Ministry ofEducation, Youth and Sport (MoEYS) has received a Credit of US$11.5 million and a Grant of US$11.5 million from the InternationalDevelopment Association towards the cost of the Higher Education Quality and Capacity Improvement Project(HEQCIP).
Part of the proceeds willbe used for procurement of goods, related services and consulting services. TheNational University of Management isnow seeking a qualified and experienced International Consultant with expertise in political,economic and data analysis for a research sub- project on Maritime and Inland Waterways Observatory at the National University ofManagement Phnom Penh Cambodia.
The contract is initiallyfor 77 days between January 5thand April 30th 2015.
The consulting serviceswill include, but not be limited to, the following tasks:
Identify existing and similar studies on socio-economic indicators related to Inland and Marine Fisheries, River and Maritimetransport and Hydropower Energy Make Recommendations on efficient andeffective collection, organization and analysis of data and informationProvide training to the research team, PhD students and staff from NUM on subjects relatedto the related to the Observatory's activities such as: Data collection,mapping, economic and social analysis etc data analysis and socioeconomic assessmentContribute to preparation of a report on socioeconomicindicators.Edit the report on socioeconomic indicators
Qualifications and Experience Required.
At least a Master's Degree in Economics or related field from an Internationally RecognizedUniversity.Proven conceptual, analytical, evaluative and research skills and demonstrated ability to conduct independent studies and toformulate recommendations, At least 5 years' experience in data analysis or/and socioeconomic assessment studiesDemonstrated ability to effectively establish priorities and plan, coordinate own work assignments in amultiple priority environment Demonstrated econometric skills, including proficiency of one or more of the following databasesoftware: STATA, SPSS, GRETL, E-VIEWSDemonstrated computer skills, fully ITliterate including proficiency in word, excel, access processingFluent written and spoken EnglishDemonstrated knowledge in economic, legal and historical backgroundsof South-East Asia and Cambodia in particular would be an advantageDemonstrated, intermediate or higher level of French language will bean advantage
