Clare County Council (CCC) hereby seeks expressions of interest for development of lands at Deerpark/Glen North, Ennistymon, Co. Clare (the ‘Site’). This Request to Participate (RTP) is the first stage in a competitive dialogue procedure. This stage of the process will consist of an assessment of the suitability of applicants to participate in the process. Those applicants who are deemed suitable will then be invited to participate in the dialogue stage of the process. It is anticipated that the dialogue stage will consist of two phases. The successful applicant following completion of the competitive dialogue procedure will be granted a right to develop, manage and realise the Site under an agreement. The interest will be granted to the tenderer who has submitted the most economically advantageoue tender based on the contract award criteria to be set out in the tender documents. Further information regarding the operation of the process can be found in the RTP document.

Clare County Council (the ‘Contracting Authority’) wishes to seek expressions of interest from parties (each an ‘Applicant’) to undertake the development of lands at Deerpark / Glen North, Ennistymon, Co Clare. The subject lands extend to approximately fifteen (15) acres (6 hectares) and are zoned residential in the current Clare County Development Plan. While subject to change following discussion with the Contracting Authority during the competitive stage of this process, the development of the Site is required to deliver a minimum of 25 — 30 social housing units within a sustainable community environment for Clare County Council. Development proposals including private housing, recreational uses and other uses normally permissible under residential zoning will also be considered by the Contracting Authority. It is anticipated that the completed development will accommodate private and public housing units and opportunities for health and community type building accommodation, subject to zoning, although again this is subject to discussion during the competitive process.

— Provision of an end-to-end managed support service for the external hosting environment supporting ABP's suite of applications up to the application layer including management of the operational relationships with other third party suppliers.

— Provision of a mechanism, based on daily rates, to instigate necessary change, enhancement, improvements etc. to the infrastructure (virtual and physical) to support the needs of the organisation into the future for the duration of the framework.

Both species of seal which breed in Ireland, Harbour seal Phoca vitulina (or Common seal) and Grey seal Halichoerus grypus, are protected under Irish and European legislation (i.e., the Wildlife Acts 1976 to 2012, the EC Habitats Directive, and associated Statutory Instruments). As part of Ireland's conservation obligations concerning seals there is a significant requirement for the monitoring of populations of each species. In August 2003, and again in August-September 2011-2012, extensive aerial surveys for Harbour seals were undertaken around the coast of Ireland during the species' annual moult period. Since seals are camouflaged and those lying on rocky or seaweed covered shores are difficult to detect, the nationwide surveys employed helicopter-mounted thermal imaging, video technology and stills photography to locate, identify and facilitate the collection and review of Harbour seal count data. An element of independent ground-truthing at selected sites was also included within the survey design in each case.

The 2003 and 2011-12 surveys delivered minimum population estimates for Harbour seal in Ireland, provided localised spatial information on population distribution and established an effective baseline from which continued population monitoring is proceeding. As part of its ongoing monitoring programme for the species, the Department of Arts, Heritage, Regional, Rural and Gaeltacht Affairs (DAHRRGA) now invites tenders for the provision of an aerial thermal imaging survey for Harbour seals in Ireland, to be undertaken in 2 parts between 2017 and 2018 (refer to rft).

This competition is not subject to the European Communities (Award of Contracts by Utility Undertakings) Regulations 2007 and is being undertaken in accordance with the rules and procedures set out in this Qualification Panel Questionnaire (QPQ) only.

This Qualification Panel will be designed to allow for the assembly of a multi-supplier Minor Works Qualification Panel with competent entities with capabilities in one or more of the 7 lots, to be established for a period of 2 years. For each of the 7 lots in scope, each Qualified Applicant will be required to have the competence to carry out the relevant works within or in the vicinity of a live gas environment, including within hazardous or potentially hazardous areas.

The Minor Works Qualification Panel will be used to execute works on the gas transmission and distribution networks owned and/or operated by Gas Networks Ireland and its subsidiary GNI (UK) Ltd in Ireland, Northern Ireland in South West Scotland as the case may be.

The Contracting Entity is undertaking a competitive tender process to establish a multi supplier framework agreement that will provision for all IT infrastructure and related services across Ervia, its subsidiaries and business units. It is the intention to appoint service providers to support the delivery of these requirements in the eight areas referenced below, each of which will constitute a separate lot.
