Contract for the Creation of a Consumer Spring Kickstart Campaign for Waterways Ireland

Waterways Ireland's vision is to 'deliver vibrant and living waterways now and into the future', growing recreational and commercial communities along the navigations, enriching people's lives and providing a healthy, active, diverse environment treasured by people as a source of wellbeing and pride of place. The Marketing vision is to increase awareness and promote greater use of Ireland's inland waterways. In a changing tourism environment, Waterways Ireland is aware of the need to compete for a greater share of the domestic visitor market. With so many holiday offerings within the Island of Ireland, it is imperative that we launch an inspirational campaign that makes the target audience wonder why they have never considered a holiday on the inland waterways of Ireland. To this end, we are looking to work with an agency that offers a dynamic, strategic thinking, intelligent and proactive team. It is proposed that the campaign will commence in Mid March 2017, ahead of the boating season and to allow visitors to plan ahead.
Waterways Ireland wishes to appoint an agency to help Waterways Ireland achieve and maintain heightened awareness among our key audience, the connected family.
The main components of this campaign, involves Media buying expertise with some creative input.

This project involves the strip out of all existing electrical services and the installation of a complete new electrical installation at Causeway Comprehensive School, Causeway, Co. Kerry

This project involves electrical upgrade works to Causeway Comprehensive School and Sports Hall. The main school building is a single story structure with classroom ‘wings’ set out in a radial manner from the main circulation ‘core’. The approximate area of the main school building is 3,800sq.m. These works involve the strip out of all existing electrical services and the installation of new sub-distribution boards (the existing main distribution board and plant room distribution board are to remain), new lighting and emergency lighting installation, new general services installation, new security (CCTV and intruder alarm) installation, new data installation. These works are to take place in a ’live’ school environment. The successful contractor must consult with the school authority to agree a phasing plan for the works. The works will need to take place outside of school hours (i.e. after 16.00 Monday-Friday) and at weekends/school holidays and tendering contractors should allow for this in their tender price.
It is the responsibility of the contractor to visit site prior to submitting a tender, in order to ascertain for themselves the full extent of the works, the layout and construction of the building and the extent of electrical strip out that is required.

EirGrid and RTE have completed the Feasibility Phase of the Celtic Interconnector project and have recently entered into the Initial Design & Pre-Consultation Phase of the project.

There is now a requirement to procure a marine consultant to provide technical expertise for the development of the offshore elements of the project, in particular the planned marine surveys and marine engineering studies.

The marine consultant expertise should cover following fields:

— Marine engineering studies for cable installation. Developed knowledge of the related technical, environmental and legal constraints, plus the associated detailed studies.

— Submarine power cable installation (laying and protection). Experience of installation works methods and equipment.

— International offshore power cable project management.

EirGrid is the Transmission System Operator (TSO) and Market Operator (MO) in the wholesale trading system in Ireland, and is the owner of the System Operator Northern Ireland (SONI Ltd), the licensed TSO and market operator in Northern Ireland.

RTE is the French TSO; it owns, operates and develops the French Electricity Transmission System with the primary objectives of balancing electricity generation with consumption, guaranteeing the secure operation of the power system

EirGrid and RTE have recently completed the Feasibility Phase of the Celtic Interconnector project and have recently entered into the Initial Design & Pre-Consultation Phase of the project.

The marine surveys carried out in the Feasibility Phase confirmed that a feasible route existed between Ireland and France, albeit with several areas of challenging geology. Based on an in depth analysis of the findings of the marine survey in conjunction with that of recently available third party data that has become available, the project team have identified several opportunities to carry out route development to further refine the route and potentially avoid some of the areas of challenging geology.

There is now a requirement to procure a marine consultant to provide technical expertise for the development of the offshore elements of the project, in particular the planned marine surveys and marine engineering studies.

The marine consultant expertise should cover following fields:

— Marine engineering studies for cable installation. Developed knowledge of the related technical, environmental and legal constraints, plus the associated detailed studies.

— Submarine power cable installation (laying and protection). Experience of installation works methods and equipment.

— International offshore power cable project management. Communication and reporting to clients. Contractor coordination in a multicultural environment. Schedule, risks and Health, Safety and Environment (HSE) issues management. Counselling services and contracting strategy.

The objective of this Pre-Qualification Questionnaire (PQQ) process is to produce a short-list of suitably qualified companies who will be invited to tender for the provision of marine consultancy services as required by EirGrid and RTE.

EirGrid will lead the procurement process for this piece of work on behalf of EirGrid and RTE. The contract will be awarded on a tripartite basis with split 50:50 invoicing.

Electric Ireland’s Energy Services division will continue to develop new innovative
product and service offerings to deliver to Customers. To do this the team will take
two approaches:
1. Electric Ireland or one of its agents will engage with firms / parties with
innovative products and service offerings that Electric Ireland would work with to
modify and/or customize to meet the needs of the Irish market.  The purpose of
Electric Ireland engaging with such firms / parties will be to trial the product or
service in an end user environment in order to prove all aspects of the proposition
and/or to establish the most appropriate way to deliver such a product or service.
This may include adding it to, or integrating it with other offerings to provide it as
part of Electric Irelands overall product or service offering, which may be fully
branded as an Electric Ireland product or service.
2. Electric Ireland will continue to engage with firms / parties who can provide
proven Smart products and services, which are already fully developed, tested
and proven propositions and are already being offered to market.
This notice addresses the first of the two approaches described above and
therefore Electric Ireland is seeking expressions of interest from firms / parties of
products and services which can support our Smarter Living innovation
developments. In order to qualify for consideration for this programme, Electric
Ireland has chosen to use Supply-Line the Qualification System
operated by Achilles for vendor management of the parties interested in being
considered.
Requirements: Supply-Line, the vendor management system operated by Achilles
Procurement Services will be used as the qualification system for the potential
award of contracts for supply of Smart Homes and Buildings product and service
offerings including microgeneration and energy storage solutions, as and when
they arise.

Provision of Courseware and Resources to support the delivery of Online Training

The object of the contract is to provide a suitable range of resources and
instruments to our online learners to enable them to achieve certification in a
range of subject areas. Individual contracts may be awarded per subject area or
for multiple subject areas.
Due to the evolving technology developments, that affect the design of online
resources and systems, SOLAS eCollege will engage in a competitive dialogue
procedure to progressively reduce the number of candidates to finally issue
Invitations to selected candidates to submit tenders for their proposed solution.
SOLAS eCollege (www.eCollege.ie) provides online training courses to
unemployed clients to enable them to update their skills and gain the
competencies and certification required to re-enter the workforce. These courses
are also available to employed clients on a fee basis.
Online courses are delivered through Moodle (www.moodle.org ) populated with
content and resources (SCORM and AICC Learning objects, podcasts, video,
eBooks, quizzes etc. virtual labs) and supported by an eTutor service.

In September 2016 the Minister for Transport, Tourism and Sport announced details of the manner in which EU Regulation 598/2014 is to be implemented in Ireland, including the designation of the Irish Aviation Authority (IAA), by way of a Statutory Instrument, as the independent competent authority to oversee the delivery of the new approach to airport noise management with the requisite powers to implement the Regulation in Ireland.

In preparation for the IAA's designation to oversee the delivery of the new, more prescriptive approach to airport noise management, and to supplement the IAA's considerable expertise in the field of aviation (including flight operations, pilot skills, air traffic control operations, regulatory procedures, aerodromes, aircraft technology, etc.), the IAA is seeking Environmental Planning consultancy services to support the Irish Aviation Authority's independent Aviation & Airport Noise Regulatory Unit in making its determination on noise and operating procedures at Dublin Airport.

The IAA requires consultancy support in relation to the development of the necessary Appropriate Assessment, Environmental Impact Assessment (EIA) and the review of the Environmental Impact Statement (EIS).

It is envisaged that the service provider will be a subject matter expert in Environmental Planning procedures and policies within Ireland. Experience in aviation and/or noise related projects is desirable.

Sewage, refuse, cleaning and environmental services

The National Parks and Wildlife Service manage their core central data holdings using a number of software solutions. The main repository of NPWS protected sites information is the Sites Registry Database (SRD) which comprises a dbase relational database that stores the attribute information pertaining to NPWS protected sites. It forms the hub of protected site related data workflows in NPWS which are central to the protected site designation process and also the NATURA 2000 reporting workflow to the Commission and other priority reporting areas. The related protected sites boundary spatial data is created and maintained in-house in an ESRI enterprise geodatabase by the NPWS GIS Unit. The NPWS protected sites datasets are published as Open Data using bulk data downloads and OGC and ESRI web services.

The NPWS run a wealth of scientific surveys and research projects in support of their ongoing work programme. The NPWS commission habitat and species survey projects regularly as part of their mandate to create and manage protected sites, Site Specific Conservation Objectives, management plans, and monitoring assessments. All of these survey projects are underpinned by spatial data and GIS. The NPWS species survey records are compiled in a Recorder 6 application database, and are published where applicable to the National Biodiversity Data Centre.

The role of the NPWS GIS Unit and NPWS Conservation Systems and Informatics Unit is to manage the full data management lifecycle for NPWS protected sites, research and scientific surveys projects. The data resources and products are quality controlled and validated data against the NPWS Project Data Standards and guidelines https://www.npws.ie/maps-and-data/data-standards/npws-project-data-standards. They are documented using the NPWS Resource Metadata profile and are subsequently archived in the NPWS Data repository.
