It has been agreed between Tekes and the Ministry of Employment and the Economy (TEM) that Tekes impact and the achievement of objectives will primarily be monitored through impact analyses and studies of individual target areas. Tekes has two main target areas, which are 1) Globally competitive business and industry; 2) Attractive innovation environment. Assessments implemented in each target area and impact studies presenting their results comprise the actual and official method for monitoring Tekes success and impact.
The purpose of this procurement is to produce a combined forward looking (ex ante) evaluation analysis of how Tekes and Team Finland collaborators with Tekes will succeed in reaching its objectives related to goals of this Tekes target area. However, several ex post evaluation insights should be used to measure already produced results and impacts.
The subject of the contract is a joint project work environment, which provides common tools and practices of project management. The contract includes an overall solution with required functionality and integration.

Finpro's practices have been left analog level. O365 environment is currently not utilized effectively enough. Current SharePoint-based intranet does not support the new way of working.
Finpro has acquired O365 products. The introduction of these products has not had the desired kind and utilization has remained at a low level. Storing, sharing and finding information is a challenge. There is no clear information about the life cycle.
Current Intranet, workspace platform, developed in stages, where Finpro's operation is very different compared to the current situation. Defined approach did not meet the requirements and thus does not function properly in the new work of the Finpro. Challenges have brought, among other things, the following: menu structure is deep and difficult to understand, the knowledge there is no clear place, the search can not find the essential things, the potential is to know how to use or improperly used. Another challenge is the unwillingness to change, the old out of learning.
One of the challenging factor is also Finpro's wide geographic environment. Activities have been nearly forty countries and the respective units are small. Fragmentation brings the challenge of implementing our new ways of working.
Finpro manages about forty growth in the program, each of which has several, even dozens, the organization's partners. Growth Programs requiring workspaces and user management to be able to spread each program self-manage.
