Directive 2002/49 / EC "on the assessment and management of environmental noise" (EU Environmental Noise Directive) shall inform the European Commission about the noise pollution in the Member States and primarily reduce the noise in Europe. The Directive contains detailed requirements for the extent of the detected noise sources and the data to be reported. The Environmental Noise Directive was implemented by the "Law for the implementation of the EC Directive on the assessment and management of environmental noise" in German law. In §§ 47c and 47d of the Federal Pollution Control Act (BImSchG) the competent authorities of the states are obliged to provide data "to the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety or a designee" to ensure that the federal government their reporting obligations with respect to the European Commission can meet. The Federal Environment Agency was notified by the BMU compared to the provinces, notified body within the meaning of § 47c para. 5 and 6 and § 47d para. 7 BimSchG. As part of this project technical assistance in the preparation and implementation of data reporting for mapping extent on noise mapping and noise action planning should be done. Since 1 January 2007, Bulgaria joined the European Union (EU) and thus obliged to implement EU legislation into national law. This also applies to the Marine Strategy Framework Directive (2008/56 / EC; MSFD). Art. 13 MSFD calls on the Member States to create regionally coordinated and coherent action programs until the end of 2015. To 31 March 2016, the Member States shall inform the Commission about their programs of measures. Until 31 December 2016, the reported measures shall be started. In Bulgaria, 13 is the development and implementation of Maßnahmenpro-programs according to Art. MSFD an object of the Black Sea Directorate (Black Sea Basin Directorate, BSBD). The Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety Construction (BMUB) agreed to support the involvement of the expertise of the Federal Environment Agency (UBA), the creation of programs of measures according to Art. 13 MSFD in Bulgaria. A contractor will take over for organizational as well as additional technical tasks. The aim of the project is to advise the competent Bulgarian authorities in their decisions to improve the local marine environment and with them national programs of measures according to Art. 13 MSFD to establish by 2016. For this purpose, the Bulgarian government worked with the contractor and with the assistance of German professionals a guidance document and is accompanied in both technical and organizational implementation process. The goals of the PFEM Project are to increase effectiveness, transparency and accountability of Partner Institutions, raise domestic tax revenues and improve taxpayers demand for accountable and transparent institutions on a national level until 2017. The consultancy company shall monitor and evaluate how the interventions of the PFEM Projects contribute to those goals. The specific objectives of this assignment are: 1) to measure whether, how and under what conditions the interventions are able to strengthen the financial management systems, and thereby improve accountability and transparency of the public finance system in Malawi. The selected research institution should identify direct and indirect mechanisms of how the process outcomes of the interventions have an impact on the effectiveness, transparency and accountability of the public finance system, and ultimately on the link to improved service delivery. 2) to make recommendations as to whether, how and under what conditions the lessons learnt from this evaluation can be transferred to other country contexts in sub-Saharan Africa as part of the Governance Impact Initiative Africa. The consultancy team will consist of two international short term experts (up to 6 month per person over a period of 2.5 years) and two short-term local experts (up to 5 months per person over a period of 2.5 years). Both international experts should be highly skilled in impact and process evaluations and shall have applied experience in the field of public finance / Good Financial Management / Good Governance. The two local short-term experts are expected to add local expertise in data collection and use of local Monitoring and Evaluation Systems. The assignment of all short-term experts is to be coordinated with GIZ and the partner. Qualifications of the team • The team leader and the second international expert should preferably hold a PHD Degree and have 10 years of work experience in Monitoring and Evaluation; • The team members must have applied experience in the field of public finance / Good Financial Governance / Good Governance and accountability. Specialization by one of the team members in one or more of the field of public finance / Good Financial Management (IFMIS, accountability/audit, domestic resource mobilization) is preferred. • The team members must be used and able to work in a multi-stakeholder environment and must be excellent communicators. Stress resistance and high social skills are of equal high importance. • Proficiency in English language (both written and spoken) is a key to this assignment. • The local experts must have the necessary experience in process and impact evaluation and at least 5 years of experience in their areas of expertise. • For the local experts client and partner orientation, efficient work practices, interdisciplinary thinking, sociocultural skills and training experience are mandatory.
