TheTianjin Urban and Ural Construction Commission (TURCC) has applied for financingin the amount of US$ 100,000,000 equivalent fromthe World Bank toward the cost of the Tianjin Urban Transport ImprovementProject, and intends to apply part of the proceeds for consulting services.
Theconsultingservices ("the Services") include building an environmental-friendly,energy-saving and service-efficient green transportsystem and to boost the sustainable development of urban transport in Tianjin. (1) To develop goals, targets and strategies forgreen transport development in Tianjin; (2) To improve the travel environment for NMT (pedestrian and cycling) and promote urbanvibrancy; (3) To improve the public transit system and promote a level of public transit service attractive even to car drivers;(4) To formulate rational motor vehicle developmentpolicies aimed at alleviating traffic jam and at reducing greenhouse gasemissions; (5) To formulate effective measures for travel demand management and corresponding mobility plans and to encouragetravel by green transport; (6) To enhance professional levels of technicians in transport/urban planning, construction andmanagement; (7) To raise public awareness of bus priority, green travel, and low-carbon transportdevelopment as extensively aspossible; (8) To introduce a scientificand replicable approach to design, test and evaluate a combination ofinvestments to supportgreen transport through pilots in Tianjin with citizen engagement at the planning, design andimplementation stages, by providing technical support to the implementation of the urban transport improvement project supported byWorld Bank.
Thetotal estimated input of this contract is 20 person-months of international experts and 78 person-months of national experts,including experts of urban traffic model, slow traffic, TOD, media volume public transit, policy and institution, road and trafficengineering, investment and finance and public consultation. The estimated time of commencing is about March of 2016, and thecontract duration is about 18 months.
The PMO(The World Bank Project Office of Tianjin Urban and Ural Construction Commission) now invites eligible consulting firms to indicatetheir interestin providing the Services. Interested Consultants should provide information demonstrating that they have therequired qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1?at least 1 WB or ADB financed contracts related to Urban Transport Improvement Project in last 5 years and complete 3contracts within last10 years; 2) complete 2 city level (population larger than 1 million)Green Transport Plans (including NMT, Public transportationand connections); 3) complete 2NMT designs; 4) have connection designs experiences.
Theattention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment ofConsultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [May 2004 and revised in July 2014]("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance theirqualifications.
AConsultant will be selected in accordance withthe QBS method set out in the Consultant Guidelines.
