Invitation for Bids
1. The People’s Republic of China has received a loan from the Asian Development Bank
toward the cost of Yunnan Chuxiong Urban Environment Improvement Project and it
intends to apply part of the proceeds of this loan to payments under the Contract for
construction of No. 10 road, No. 49 road and related infrastructures (Contract No.:CCX2&3)
under the Chuxiong Urban Infrastructure and Environment Improvement Subproject.
2. Instrimpex International Tendering Company Co., Ltd (CNIITC, the Procurement
Agent), authorized by and on behalf of Chuxiong Development and Investment Company
Limited (the Employer), now invites sealed bids from all eligible and qualified Bidders for the
The civil works for No. 10 road, No. 49 road and related infrastructures. The length of No. 10
road is 1397.894 meters. No. 10 road is designed as urban secondary main road with 4 lanes,
the width is 36 meters and the design driving speed 30 km/h. The length of No. 49 is 1612.056
meters. No. 49 road is designed as urban feeder road with 4 lanes, the width is 24 meters and
the design driving speed 20 km/h.
The construction period is 17 months.
3. National Competitive Bidding will be conducted in accordance with ADB’s Single-
Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as
described in the Bidding Document.
4. Interested eligible bidders may obtain further information and inspect the bidding document
from the Procurement Agent’s office at the address given below until 01 March 2017 excluding
weekends and holiday during working hours 9:00-11:30, 13:30-16:30.
5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest
provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest
shall be disqualified.

6. Only eligible Bidders with the following key qualifications should participate in this bidding:
(1). Financial Requirement:
(i) The Bidder’s net worth for the last three years (2013-2015) calculated as the
difference between total assets and total liabilities should be positive;
(ii) Minimum average annual turnover of CNY 153.3 million calculated as total certified
payments received for contracts in progress or completed, within the last three (3)
(iii) The Bidder shall demonstrate access to, or availability of, financial resources such as
liquid assets, lines of credit, and other financial means, other than any contractual
advance payments to meet: (i) the following cash-flow requirement of CNY 15.33
million and (ii) the overall cash flow requirements for this contract and its concurrent
(2). Experience Requirement
(i) General Experience: Experience under contracts in the role of contractor,
subcontractor, or management contractor for at least the last five (5) years prior to
the applications submission deadline;
(ii) Specific Experience: Participation as contractor, management contractor, or
subcontractor, in at least two (2) contracts within the last three (3) years (2014, 2015,
2016), each with a value of at least CNY 69.5 million, that have been successfully
and substantially completed and that are similar to the proposed works. The
similarity shall be based on the physical size, complexity, methods/technology or
other characteristics as described in Section VI, Employer’s Requirements;
(iii) Domestic bidder should have Grade I or above Qualification Certificate for General
Contractor in Municipal Public Construction (issued by Ministry of Housing and
Urban-Rural Development of the People’s Republic of China). Foreign bidders shall
have an equivalent certificate issued by their country of incorporation

7. A complete set of Bidding Documents in Chinese may be purchased by interested bidders
upon submission of a written application to the address below and upon payment of a
nonrefundable fee of CNY 1500. The method of payment will be on cash, cashier check or direct
deposit (Name of Account: Instrimpex International Tendering Company Co., Ltd, Account:
Headquarter Office of Bank of China, A/C: 778350008768). The Bidding Documents will be sent
by courier, and the bidder needs to pay an additional postage fee of CNY 200. No liability will be
accepted for loss or late delivery.
8. Bids must be delivered to the address (iii) below at or before 9:30 a.m. on 1 March 2017. Late
bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who
choose to attend in person at the address below at 09:30 a.m. (Beijing Time) on 1 March 2017. All
bids must be accompanied by a bid security as specified in the bidding documents.
9. Any questions or complaints regarding the bidding process or contract award should be sent

email@example.com. Bidders are free to send copies of their communications on
issues and questions to the institution named in the BDS at e-mail account of firstname.lastname@example.org.
When the Employer does not respond promptly, or the communication is a complaint against
