Invitation for Bids
1. The People’s Republic of China has received a loan from the Asian Development Bank
toward the cost of Guangxi Baise Integrated Urban Environment Improvement Project, and
it intends to apply part of the proceeds of this loan to payments under the contract for Civil
Works for Guihua Road 3, Road 4,Road 20,Guihua Road 3 Bridge, Guihua Road 4 Bridge
and Guihua Road 20 Bridge  (Contract No.: T-C03) under the project.
2. Instrimpex International Tendering Company Co.,Ltd (CNIITC, the Procurement
Agent), authorized by and on behalf of Guangxi Baise Development Investment Group Co., Ltd
(the Employer), now invites sealed bids from all eligible and qualified Bidders for the following
works:
The civil works for Guihua Road 3, Road 4, Road 20, Guihua Road 3 Bridge, Guihua Road 4
Bridge and Guihua Road 20 Bridge. The construction content  include the road engineering,
bridge engineering, water supply and drainage engineering, traffic engineering, landscape
engineering, lighting engineering. The contract includes three roads with length 2266m. The
length of Guihua Road 3 A section is 1325m, the length of bridge is 83m.The length of Guihua
Road 4 is 786m, the length of bridge is 98m. The length of Guihua Road 20 is 155m, the length
of bridge is 37m.
The construction period is 24 months.
3. National Competitive Bidding will be conducted in accordance with ADB’s Single-
Stage: One-Envelope bidding procedures and is open to all Bidders from eligible countries as
described in the Bidding Document.
4. Interested eligible Bidders may obtain further information and inspect the bidding
document from the Procurement Agent’s office at the address given below from December 1,
2016 to December 29, 2016 excluding weekends and holiday during working hours 8:30-11:00,
13:30-16:30.
5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest
provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest
shall be disqualified.

6. Only eligible Bidding with the following key qualifications  should participate in this bidding:
(1) Domestic bidder should have Grade I or above Qualification Certificate for
General Contractor in Municipal Public Engineering Construction and the Grade
II or above Certificate of Bridge Engineering (issued by Ministry of Housing and
Urban-Rural Development of the People’s Republic of China). Note that the
qualification certificates mentioned above should be updated in accordance with
the Construction Enterprise Qualification Standard issued by MOHURD taking
effect from Jan. 2015.
(2) The Bidder’s net worth for the last three years (2013-2015) calculated as the
difference between total assets and total liabilities should be positive.
(3) Minimum average annual turnover of CNY 118 million calculated as total certified
payments received for contracts in progress or completed, within the last three (3)
years (2013-2015).
(4) The Bidder shall demonstrate access to, or availability of, financial resources
such as liquid assets, lines of credit, and other financial means, other than any
contractual advance payments to meet: (i) the following cash-flow requirement of
CNY11.5 million and (ii) the overall cash flow requirements for this contract and
its concurrent commitments.
(5) General Experience: Experience under contracts in the role of contractor,
subcontractor, or management contractor for at least the last five (5) years prior
to the applications submission deadline.
(6) Specific Experience: Participation as contractor, management contractor, or
subcontractor, in at least one (1) contract within the last three (3) years (2013、
2014、2015), with a value of at least CNY75 million, that has been successfully
and substantially completed and that is similar to the proposed works. The
similarity shall be based on the physical size, complexity, methods/technology or
other characteristics as described in Section VI, Employer’s Requirements;

7. A complete set of Bidding Documents in Chinese may be purchased by interested
Bidders on the submission of a written application to the address below and upon payment of a
nonrefundable fee of CNY 1000. The method of payment will be on cash, cashier check or direct
deposit (Name of Account: Instrimpex International Tendering Company Co., Ltd, Account:
Headquarter Office of Bank of China, A/C: 778350008768). The Bidding Documents may be
sent by courier, and the Bidder needs to pay an additional postage fee of CNY 100. No liability
will be accepted for loss or late delivery.
8. Bids must be delivered to the address (iii) below at or before 9:30 a.m. on December 30,
2016 (Beijing Time). Late bids will be rejected. Bids will be opened in the presence of the
bidders’ representatives who choose to attend in person at the address below at 09:30 a.m.
(Beijing Time) December 30 , 2016. All bids must be accompanied by a Bid Security as described
in the bidding documents.

Invitation for Bids
1.  The People’s Republic of China has received a loan from the Asian Development Bank
toward the cost of Wuhan Urban Environmental Improvement Project and it intends to apply
part of the proceeds of this loan to payments under the Contract named above. Bidding is open
to bidders from eligible source countries of ADB.
2. China International Tendering Co.,Ltd. (ITC, the Procurement Agent), authorized by and
on behalf of Wuhan Urban Drainage Development Co., Ltd (the Purchaser), now invites sealed
bids from eligible bidders for the goods and related services to be procured as briefly described
as follows,
Sludge Equipment Supply and Installation for Huangjiahu Sludge Treatment Plant (scope
of the contract is detailed in section 6 “schedule of supply” of the bidding document )
3.  International Competitive Bidding will be conducted in accordance with ADB’s Single-
