ADVANCE PROCUREMENT NOTICE BASE PROGRAM FOR FISCAL YEAR 15/16 EDMONTON, ALBERTA (WITH SECURITY REQUIREMENTS) PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed. DESCRIPTION OF THE PROJECT The Base Program will consist various engineering, infrastructure and environment projects. Construction projects will be multi-trade and single trade, of varying sizes and complexity. The program may include, but is not limited to new construction, repairs, renovations and maintenance (including associated architectural, engineering and environmental services) of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations in Edmonton and associated satellite sites, including Whitehose & Yellowknife. Additional technical services supporting the program may also include, but not limited to land surveying, materials testing, geological and environmental studies and environmental training. Overall program value is estimated at $10,000,000.00, with the maximum value of any individual project $5,000,000.00. DESCRIPTION OF THE SERVICES The program will consist of infrastructure and environment projects (including associated architectural, engineering and environmental services) that may include, but are not necessarily limited to the following: • Asphalt and concrete paved parking lot expansion projects • Asphalt and gravel road upgrade projects • Potable water system upgrades and repairs • Fuel Storage Tank System upgrades • Demolish various buildings and structures • Replace and / or repair roof sections on various buildings • Upgrade or replace segments of storm and sanitary sewer system • Building mechanical and electrical system upgrades • Upgrade intrusion and fire alarm systems • Replace boilers in various buildings • Upgrade high voltage distribution system • Provide temporary (three to five years) office accommodation • Various upgrades and improvements to recreational facilities including ice arenas and swimming pools • Assess & remediate contaminated sites • Complete hazardous materials assessments including hazardous materials abatement • Complete environmental assessments, including habitat and species surveys and conduct environmental training. It is anticipated that the procurement for these projects will be initiated in the period of April 1, 2015 through March 31, 2016. This is conditional on the project receiving approval to proceed by DND. Nature of the Work:

The proposed work will include the installation of a new 34,350L aboveground horizontal double walled stainless steel vacuum monitored storage tank, a new Jet A1 aviation fuel-dispensing cabinet and associated stainless steel pipe, valves and fittings, signage and fire extinguishers.

Due to the expected long lead for the dispensing cabinet, the work is to be completed in a phased approach, with the tank being replaced as Phase 1 of the work, and the aviation fuel dispensing cabinet being replaced as Phase 2 of the work pending its delivery from the manufacturer.

Work shall be completed as per applicable codes and regulations, such as, but not limited to the following:

  • Canadian Environmental Protection Act, Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations, 2008 (CEPA);
  • CSA Standard – B836-14; Storage, handling, and dispensing of aviation fuels at aerodromes, 2014 (B836);
  • The National Fire Code of Canada, 2010 (NFC); and,
  • Canadian Council of the Ministers of Environment – Environmental Code of Practice for Aboveground and Underground Storage Tank Systems Containing Petroleum and Allied Petroleum Products, 2003 (CCME).

The site is located at the Canadian Coast Guard Helicopter Hangar, 101 Magnificent Avenue, Shearwater, Nova Scotia

Site Visit (Non-Mandatory)

A Site Visit will be held on December 30, 2015 at 3:00 pm by the Departmental Representative. The site visit is optional for potential contractors. There will be no extras for failure of the contractor to verify site conditions.

Contractors wishing to visit the site must contact the Contracting Authority to confirm their attendance.

Start Date: Upon Contract Award

Completion Date: All work shall be completed and invoiced by March 31, 2016. If delivery of the fuel-dispensing cabinet is anticipated to be beyond March 31, 2016, a project hold back will be applied until the cabinet has been installed.

Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy:  Comprehensive Land Claim Agreement: No Nature of Requirements:   Manolis L Wreck Assessment  Public Works and Government Services Canada on behalf of the Canadian Coast Guard (CCG),   St. John's, NL, requires an experienced salvage/offshore contractor to conduct an assessment on the wreck of the Manolis L which is located at Notre Dame Bay, Newfoundland in a water depth of approximately 70 meters.  The purpose of this assessment is to identify where the bunkers and oils are located and estimate the quantity thereof.  In addition, an assessment of the hull and how the wreck is resting on the seafloor is also required.  Period of contract is estimated to be date of award to September 30, 2016.   Background: On 17th January 1985, the general cargo vessel MANOLIS L was on voyage from Botwood Newfoundland and Labrador (NL), loaded with 2,990 tonnes of newsprint. She ran aground and  sank in an area known as Blow Hard Rock, Notre Dame Bay, Newfoundland in a water depth of about 70 meters.   At the time of sinking the vessel had approximately 462 tonnes of Bunker C fuel oil (HFO), 60 tonnes of diesel and 22.5 tonnes of lube oil in various tanks, according to a Transport Canada Report dated April 1985.    For 28 years the wreck lay dormant on the seabed, but in April 2013 oil (Bunker C) was reported on sea birds and on the shoreline in the Change Island area. CCG conducted an assessment and identified the wreck of MANOLIS L as the source of the oil. Subsequent surveys of the wreck identified three areas where oil was being released. Sealing devices were installed on the hull and have proven successful in controlling and containingthese releases. However, the presence of oil in the wreck poses a risk to the marine environment. As such, the CCG is initiating measures to conduct a detailed assessment of the wreck and its associated risks. Scope of Work:

The works consist in general in covering the walls and painting the ceiling and doors of Sherbrooke RDC Pigsty #7 Section G rooms (18 rooms). The type of wall covering will be HDPE plastic laminated on plywood. Multiple services located on the walls and the ceilings will have to be removed or detached and afterwards reinstalled or reattached. For example: water pipes, electrical conduits, junction boxes, electrical outlets, fire alarm devices, ventilation opening release mechanisms, hooks, shutters, etc.

Site Visit:

A site visit will be held on Monday, July 4th, 2016 at 10:00 AM (EDT) at 2000 College Street, Sherbrooke, QC J1M 0C8. Offerors who do not attend or send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. These Environmental Services may include phased environmental site assessments, site remediation, risk assessments, compliance related work, sustainability services and environmental management systems support, and environmental impact assessments, related permitting and scientific studies (e.g. biology, oceanography, archeology).    PWGSC is intending to issue Four (4) RISOs in response to this Request for Standing Offer (RFSO). This requirement will be evaluated in accordance with pre-set mandatory, technical and price criteria. Offers will be rated with regard to the: Proposed Team Approach and Management of Services, Past Experience of the Offeror, Senior Technical Specialist Expertise and Experience, Project Personnel Expertise and experience, as well as the proposed price of services.  The four (4) highest ranked offers will be recommended for issuance of a RISO based on ideal business distribution percentages, which have been pre-established as follows: 30% of business volume to the top ranked consultant, 27% to the second, 24% to the third and 19% to the fourth. Should we receive less than four (4) responsive offers, the values of the business distributed will be adjusted accordingly.  The period for placing call-ups and rendering services against these RISOs will be two (2) years from the date of issuance, on  an as and when requested basis.
