The object of this contract is a framework agreement with the aim to develop an automation system based on RFID. By means of office automation, the operation of the library should be optimized. The goal is to make the library client as autonomous as possible and in a simple way to independently make material borrow and deliver. It will also focus on theft detection and security in general items that are available in the library. Other expected results of this implementation are: - efficient use of time of personnel, - smoother handling of loan and return - better service. It is started to look for an existing solution. Customers of the framework contract expect a working solution. They may under no circumstances - unless with explicit permission - not be used as a kind of test environment. A supplier is expected that during the whole process responsible for the coaching at the different elements: - supply and installation of hardware and software, - conversion, - commissioning, - training, - coordination with other departments of the buyer, - coordination with other suppliers. A working group of representatives from libraries and IT managers of administrations involved determines the contents and conditions of the contract and will also do the analysis and the award. The contract is divided into the following lots: - lot 1 "RFID system (software and hardware)", - Lot 2 "RFID system (software and hardware) with additional requirements", - Lot 3 "Payment Systems", - Lot 4 " RFID tags. The subject of the contract is to draw up a design including the succession of works on the construction of a new multipurpose building. The contract includes a complete architecture command and includes:

- Architecture Study,

- Stability study, this includes the study's calculations, the preparation of plans and execution of all documents and the inspection of all structural elements of the building.

- The study of the climate and the special techniques,

o HVAC, plumbing, electricity, telephony, data, fire detection and security, intrusion and access control, acoustics and lifts.

o This includes the conceptual study, calculations, drawing up the plans and all execution documents and control of all technical systems and any terminal equipment appropriate for the use of the building.

o Mapping of existing utility lines and connections in the field. Research into existing sewers. Drawing up a plan on which the new connections (water, gas, electricity, telephony and data) are displayed.

o The study of the expansion of the utilities (gas, water, electricity, telephony, data, ...) in consultation with the utility companies.

- Working Environment: these are limited to the immediate area around the construction work.

- Safety coordination (design and implementation)

This will file preparation and follow-up in close consultation with the client happen.

Target date for the commissioning of the building is 31.12.2018.
