"Organisation, infrastructure and proof of concept of a Water Data Infrastructure for Next-Generation e-Water-Services". The upcoming tender concerns activities towards the technical and organizational aspects of a Water Data Infrastructure (WDI) in Flanders for Next Generation flexible (modelling)tools in the field of hydrometry, hydrology and hydraulics. A WDI is defined as a framework of water data, models, tools and users that are interactively connected in order to use the data in an efficient and flexible way. This implies that the water data and tools must be sourced from a wide variety of locations, at a wide variety of scales, and integrated on as needs basis. Hence, the output by the WDI should comprise web-services, like “web map service”, “sensor observation service”, “model as a service”, etc., and are grouped under the common terminology of ‘e-Water-Services’ This project will explore how a WDI for Flanders needs to be organized, what technical infrastructure is necessary, and investigate the state of art in web enabled modelling. A first subtask will analyze the organizational aspects for a WDI in Flanders. It entails the interaction of many levels of government, cooperation between multiple water actors, organization of data and tools, short vs long term strategies, open business models, etc. A second subtask focusses on the technical side. WDI concepts and IT-architectures are examined, which offer an open alternative for the actual modelling and information systems and provide the Next Generation e-Water-Services. In a last and third subtask, prototype implementations of modelling tools (hydrological, hydrodynamical and flood mapping) are developed within web environment. The models, results, simulations, etc. should be integrated within the worldwide web.

The adoption is subject to the restoration of multi-wells of the phreatic groundwater monitoring network managed by the Flemish Environment Agency. Purpose of the contract is approximately 120 wells already damaged making operational again in order to use them in the context of the existing monitoring programs. The wells of the phreatic groundwater monitoring network are a function of the quantitative and qualitative-condition and trend determination in application of existing European and Flemish environmental legislation (eg Water Framework Directive (2000/60 / EC), Groundwater Directive (2006/118 / EC) Nitrates Directive ( 1991/676 / EEC), Flemish Decree on Integrated Water ...). The recovery of the wells is to make again accessible overwhelmed, clogged or damaged wells, to clean and repair it. In many cases, the ground-old well completion, consisting of a steel sleeves, and a concrete base, first be removed and then restarted. For wells where recovery of the monitoring wells is not possible, the plant is taken out of operation, in other words, the well is filled and the ground-well completion is removed, so that the site is put back in its original state (for installation of the pit). A reborn of the wells is not provided under the contract.

The fifth phase of the restoration work on the Saint Martin Aalst mainly relate to the following works:

- Restoration facades, roofs, stained glass windows of the northeast corner,

- Restoration of the flowers basement (Bn)

- Placing of heating and installation underground pathways function of techniques

- Archaeological supervision of the works.

The works in the interior and the facades of the church have no impact on the destiny of the Church as it functions now. The construction of a heating system will increase the comfort for the user and create a stable environment for the interior elements.

On the occasion of the restoration works (+ partial reconstruction) flowers basement will house additional features. The flowers basement operates so all storage was originally made as a boiler room. After the work this space will also (in part) are wheelchair accessible and 2 toilets will be installed which will be wheelchair accessible. The storage and the flower arranging room will be set up at an elevated level (= level church floor). The boiler room and the gas meter room will be located on the northern side of the flowers basement and has a level + 24 cm compared to the current level. These rooms will be equipped with a new exterior door.

The church will be open during the work phase V to the public except for the period 1.7.2017-31.12.2017. During this period, heat stations and pipelines will be laid in the interior. During this period, is anticipated to receive regular open the interior to the public.
