GENERAL PROCUREMENT NOTICE
REPUBLIC OF ALBANIA
ENVIRONMENTAL SERVICES PROJECT
Project ID No.P130492
The Republic of Albania has received financing in the amount of US$ 23,205 equivalent from the World Bank toward the cost ofthe Environmental Services Project, and it intends to apply part of the proceeds to payments for goods, works, related services andconsulting services to be procured under this project. This project will be jointly financed by the Global Environment Facility (GEF) and SwedishGovernment.
The project will include the followingcomponents:
Component 1-Strengthening Institutional Capacity to improve environmental services from integrated landscapemanagement
The component aims to build a stableinstitutional environment that facilitates sustainable upland management, thereby improving environmental service provision.Consultants will be hired using QCBS, CQ and IC to support the development of a National Forest Inventory (NFI) and further strengthen national forest sector institutions by registering land ownership and by supportingimplementation of the institutional reform and development agenda within the MOE Directorate of Forest, the National EnvironmentAgency (NEA), Regional Forestry Directorates (FRD) and District Forest Offices (DFO) and providing assistance and further legal gapanalysis ofregulations and guidelines. Goods and non-consulting services will beprocured using ICB, NCB and Shopping.
Component 2- Planning and Provision of IPARD like Grants to improve land management
The component aims to increase the provisionof environment servicesto downstream beneficiaries and society as a whole, whilst increasingthe return and livelihood opportunitiesto the owners/users/managers of the land through improving forest, pasture and micro-catchment management. Consultants will behired using CQ and IC to support (i) Preparation of Communal Micro-Catchment Plans (CMCMPs), including the upgrading of Forest andPastures Management Plans (CFPMCs) into CMCMPs, (ii) Provision of IPARD like grants to finance implementation of CFPMPs and CMCMPsand improve land use management practices and provide targetcommunities and farmers with alternative livelihood opportunitiesandincome, (iii) Strengthening the capacity of ARDA, technical bodies and applicants through the training of DFO forest and pastureextension service staff.
Component 3-Introducing Payments for Environmental Services
The component will help establish financingmechanisms to reduce land degradation and support sustainable livelihoods through provision ofand compensation for environmentalservices.
Consultants will be hired using QCBS, CQ andIC to support (i) Development of Carbon Projects, through baseline analysis, reviews of methodologies, approaches and standards, abuyer scooping study, a project design document, and Monitoring, Reporting and Verification (MRV) systems designed to quantifycarbon sequestered by the project activities,(ii) Development of Payments Mechanism for Watershed Services to explore mechanismdesigns for both public and private payment schemes, (iii) Piloting of Payments forWatershed Services
Component4-Supporting Project Implementation
The objective of the component is to supportthe MOE to carry out mainstreamed project implementation and overall coordination according to agreed arrangements.
Consultants will be hired using CQ and IC tosupport the establishment of a MIS to efficientlytrack Project activities, measure intermediate outcomes, procurement and other inputs, financing, documents, schedules ofimplementation, risks and assumptions, and corrective actions.
Procurement of contracts financed by the WorldBank will be conducted through the procedures as specified in the World Bank's Guidelines:Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected inaccordance with the World Bank's Guidelines: Selection and Employment of Consultants underIBRD loans and IDA Credits & Grants by World Bank Borrowers (January 2011edition).
Specific procurement notices for contracts tobe bid under the WorldBank's international competitive bidding (ICB) procedures and for contracts for consultancy services will beannounced, as they become available, in UN Development Business, Website of MOE (www.mjedisi.gov.al) and in Bulletin of PPA (www.app.gov.al).
