Under the Component 1of the project, it is planed the first registration of forests and pastures that are transferredto the ownership of LocalGovernment Units (LGU). Ministry of Environment (MOE) will be the lead Implementing Agency for thisactivity, supported by Immovable Property Registration Office (IPRO) for the registration of the forest and pasture type ofimmovable properties. TheMinistry of Environment in collaboration with IPRO is seeking to hirea qualified and experienced consultant tosupervise the work process and the products of the First Registration of Forests and Pastures. TheSupervisor, acting for and on behalf of Central Immovable PropertyRegistration Office (CIPRO)will monitor and control the quality of the first registration product on a Cadastral Zone bases. The First Registration Supervision Consultant will calculate and certify the Bills ofQuantities (BoQ) for the volume of work realized by the Contractor for each Cadastral Zone. This calculation is to bebased on theBoQ Items included in the First Registration Contracts. The specific objectives of this consulting service are: i.         Monitor and control the first registration process, the activities and products of the first and second phase,according to the schedule and work plan of the first registration activities approved by the Employer. Monthly supervision plansshall be alsoprovided and approved by the Employer. ii.         Provide the First Quality Control Reports within 15 working days from the delivery of the first registration productof the both phases, in accordance with the procedures establishedin "First Registration Control Procedures". The number of theproperties, which should be controlled in a cadastral zone, should be 5 % of the properties by CIPRO/Supervisor and 5% of theproperties by LIPRO, but in any case, not less than 10 properties for each CZ. In case deficiencies and mistakes are identified during the First Quality Control of thefirst and second phase product, a second quality control shall be conducted for the corrected products. The Second Quality ControlReports will be provided within 10 working days from the delivery of the corrected first registration product of the both phases,in accordance with the forms established in "First Registration Control Procedures". The Supervisors should control if the errorsascertained by the First Control are corrected and must control other 5 % of all properties within a cadastral zone.Report for BoQ calculation for each CZ in eachphase.Provide monthly reports with evidence of controlled productsaccording to CZ, timing forthe control of each product, used resources for the control, conclusion andrecommendations. The assignment will be implemented over 15 month period andits cost is estimatedat Euro 215,000. Albania has been making a real progress in social, economic and environment development over the last 20 years;however the rural areas are facing with the acute social, economic and environmental issues affectingquality of life of ruralpopulation. Decreasing and ageing population, low incomes of rural families depending on small-scale farming and forestry,unsustainable management of natural resource, lacking of diversification of rural economy, and underdeveloped infrastructuredeepenthe problems of the rural areas and increase the poverty and social exclusion. As the national, regional and local government policies are not often capable to tackle withthese problems,the involvement of the local community into the decision-making can assist in changing the situation. The EU memberstates apply LEADER approach for tackling the similar rural problems and increasing the quality of life in rural areas anddiversification of rural economy. The LEADER is an instrument where three key sectors ? public, private and NGO ? work in apartnership for increasing the quality of life and rurallivelihoods through involvement of local community into the all stages ofthe area development - from the needs analysis and decision making to the action implementation. Although some LEADER type initiatives in Albania have been experienced already; the completeapproach was never implemented. TheEnvironmental Services Project (ESP) will support the development of Local Action Groups in three selected areas.Preferably the LAGs couldbe formed at municipality level with the population of 10-50 thousands. It is not necessary to follow theadministrational borders but their territory cannot overlap. In order to save the time and use the experience and skills built byother donor projects, the pilot LAGs can beformed on the bases of the LAG type organizations established by SNV,MADA and Oxfam orat least some persons from those LAG type organizations could be involved into the pilot LAGs in order to use the capacities buildand experience gained through the previous LEADER type initiatives in Albania. Training is an integral part of theconsultancy. The main objective of this assignment is to establish and make operational a prototype LAGsfor ensuring sustainable management of natural resources and development of rural areas. To achieve this objective, the projectwill commission an international consulting company tosupport the MoE to develop three pilot LAGs. TF 017364 Assignment Title:      Payments for Environmental Services / Scoping Study of the Potential for Carbon Payments Reference No.:ESP-CS-IC-18.1 TheGovernment of Albania has received a loan of International Bank for Reconstruction and Development (IBRD) whichprovides EUR 7,693,000; a grant from the Swedish Government EUR 7,692,000 and a grant from the Global Environmental Facility (GEF)EUR 2,215,000, to finance the Environmental Services Project (ESP). The International Bank for Reconstruction and Development("World Bank") is acting as administrator of the amount provided. These Terms of Reference serve to define the responsibilities, tasks and qualifications required for an individualconsultant that will undertake a study on scoping of the potential for carbon payments. Component 3 of the ESP is designed to encourage the paymentsfor some of the environmental services providedby the improved management by the traditional users of the Albanian upland areas bythose that benefit from these services. The continuation and extension of the improved management of degraded forest, pastureandabandoned land will sequester carbon through the afforestation ofbare lands, improved forest management, and improved landscapemanagement in areas where more sustainable activities will be undertaken. Unfortunately, since the previous successful partnership with the BioCarbon fund, thefunds managed by theWorld Bank would for a number of reasons find it difficult to purchase emission reductions from Albania goingforward. The scope of this consultancy therefore is to assess the potential for carbon payments forimproved management of areascovered by municipal forest and pasture management plans and municipal micro-catchment plans. Theobjective of this assignment is to assess the feasibility of, and to identify potential purchasers for, the sale ofsequestered carbon and emission reductions (in boththe CDM regulated and voluntary markets) resulting through the bettermanagementof forest, pasture and micro-catchments. Thework will include: assess the feasibility and potential of carbonsequestration/emission reduction activitiesincluded in the  municipal forest and pasture management plans (MFPMPs) and  municipal micro-catchment plans (MMCPs) for inclusion in future emission reduction purchaseagreements, based on voluntary or regulated standards;make general, best estimate projections of theamount of sequestered carbon that maypotentially be sold and the likely revenue from the activities identified under i) above, for both regulated and voluntarymarkets;recommend how the proposed activities can be optimized to both increase the carbonsequestered/emissions reduced andthe potential marketability increased;recommend the most appropriate methodologies by product and market to validate, measure andverify the emission reductions to be followed, and also the appropriate validation / verification schemes that may bechosen;based on iii) above, prepare a detailed, time bound and costed action plan, clearlyidentifying the actions requiredby the different stakeholders, to facilitate the sale of carbon sequestered from ESP supportedactivities;investigate the current and predicted carbon markets for the sale of sequestered carbon fromESP supported activities; recommend how potential buyers can be identified and the steps needed to enter into purchaseagreements and the identify specific potential buyers; The assignment will be implemented over 3 month period andthe estimated number of working days is 30 (man days). Various organization and projects have collected, stored and reported forestry data as designed in eachindividual project or organization. Much of the data is stored in individual computers, CD-ROMs, and even in paper files. The goalis to createa permanent (not a project based) system for recording and reporting forest and pasture information and avoidingduplication of work. The system establishment is a four-stage process: 1)Planning and design; 2) Programming and installation, 3) Implementation and 4) System quality assurance. The Project will commission an international consultant to plan and design thesystem with the AlFIS management team. The overall objective of the consultancy is to support the forestry sector to complete theplanning and design stage as well as monitor the implementation phase and quality assurance of the System. Theassignment is estimated to include 10 working months over a period of 3 years of which 7 to 8 monthsfor the system design and 1 to 2months for the project management during the programming and installation. The mandate for the implementation of the project shall be awarded to a third party through this open tender process. The subject of this tender concerns phase 3 of the project which takes 18 months (1.12.2016-31.5.2018), as well as the following 4-year phase (phase 4), from 2018-2022.
