Energy Savings Performance Contract (ESPC) at Hill Air Force Base

DLA Energy will utilize the Department of Energy (DOE) Super Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (TO) for the customer's requirement. The DOE Super ESPC IDIQ contracts were awarded to sixteen Energy Service Companies (ESCOs) based on their capability to meet specified ESPC terms and conditions, with a contract term up to 25 years allowed under 42 USC 8287. Through ESPCs, prequalified ESCOs finance, develop and implement energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of TO, the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECM and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract. The DOE Super ESPC IDIQ contact will be used to award a TO to design, install and operate and ESPC project at Hill Air Force Base in Utah. The purpose for pursing an ESPC project is to help Hill reach its mandated energy conservation goals.

Market Research performed showed that no other company has all the data rights to specification and standards necessary to perform this integration (upgrade). Also, market research findings showed that no other company could offer a compatible system able to combine with the existing EDX system from Oxford and it's components. SSO programs are most often not application-specific, but concentrate instead on creating the foundations of a powerful and robust infrastructure for the IC that can maintain its integrity over time. This BAA solicits research that explores or demonstrates the feasibility of revolutionary concepts in computation, trust establishment and maintenance, and detecting and deflecting hostile intent. The following topics (in no particular order) are of interest to SSO: • Computational methods, including algorithms, based on models other than digital Turing machines and platforms other than CMOS whose attributes are matched to efficient or secure solution of intelligence problems (e.g., optical, analog, biomolecular, neuromorphic, quantum, and hybrid computing systems); • Novel ideas for technologies enabling energy-efficient computation beyond the efficiency projected for end-of-roadmap silicon, as well as strategies for using existing computing technologies to compute with lower power budgets; • Design tools for non-traditional computing architectures/technologies and non-traditional materials; • Robotized research methods; • Approaches to operating securely with imperfect equipment, error-prone users, compromised components, and/or within an environment of unknown trustworthiness. Constructing systems that can perform reliable and secure computations when some fraction of their components is unreliable or insecure; • New techniques and applications for algebraic statistics (AS) and software development for AS with an emphasis on user interface; • New algorithms and techniques that take advantage of quantum entanglement to perform tasks (excluding quantum annealing) that are inefficient or impossible with classical algorithms and/or current platforms; • Methods (including compilers and programming languages) for performing complicated computations securely, e.g. multi-party secure functional computation, full homomorphic encryption (HE), and HE applications, but with low overhead; • Detection, classification, and mitigation of attempts by adversaries to compromise safety and security, including, but not limited to penetration and manipulation of electronic infrastructure; and • Assurance techniques that take advantage of emergent enterprise architectural constructs, e.g. software-defined networking, multi-tenancy, and virtual hosting. This announcement seeks research ideas for topics that are not addressed by emerging or ongoing IARPA programs or other published IARPA solicitations. Bosch Crash Data Retrieval (CDR) Unit & Accessories

Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Crash Data Group, Inc. (CDG) to purchase a Crash Data Retrieval (CDR) unit and accessories. CDG is the only available source that provides the CDR, which is a device needed in support of a two-year pilot study of in-service performance evaluation of energy absorbing end terminals. FHWA has partnered with NHTSA Special Crash Investigations (SCI) and state partners. SCI is legally unable to release electronic data recorder data output by crash data recorder. In an effort to conduct this work at a substantial savings to the Federal government, FHWA believe that CDG is the only entity that can perform this work. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $20,000. The anticipated award date is in March 2016. The intent of this notice is not to request competitive quotations, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. W909MY16RH00613 April 2016FSC 6115 NAICS 335312 with a business size of 1250It is the intent of the US Army Contracting Command APG-Belvoir Division to issue a Request for Proposal (RFP) to a small business using full and open competition after exclusion of sources. The RFP shall be issued on behalf of the Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2), for manufacturing, assembly, inspection, testing, and production of the Power Platoon Generator (PPG). The Platoon Power Generation (PPG) will provide small units with sufficient portable power to sustain Modified Table of Organizational Equipment (MTOE) unit power demand in support of 48 to 72 hour missions. If using a combustion engine, system must be capable of operating using a common logistical fuel (JP-8). It will be used primarily for charging batteries and powering various small types of Army communications and electronics devices in order to fulfill residual power gaps at the Squad and Soldier level. The PPG will provide power to Stryker Brigade Combat Teams (SBCT), Armored Brigade Combat Teams (ABCT), and Infantry Brigade Combat Teams (IBCT) in austere environments.  The intent of the Army is to award a single award, 84 month contract. Phase I and Phase II shall be Cost Plus Fixed Fee and Production (Phase III) shall be Firm Fixed Price. Engineering and Manufacturing (EMD) Phase shall be 24 months; Phase I lasting 15 month and Phase II lasting 9 months. The Production Phase (Phase III) will include five (5) 1-year Option Periods. EMD Phase I will have a minimum of one (1) award, with a down select to one vender for EMD Phase II and Production (Phase III). The contract will be awarded to responsible offeror(s) whose proposal is determined to be the best overall (i.e. best value) proposal that is determined to be the lowest price technically acceptable (LPTA).
