NAVSUP Fleet Logistics Center Puget Sound will be soliciting for Laboratory Reagents to support medical diagnostic efforts in accordance with specifications to be provided in the solicitation. A firm, fixed-price contract with one base year and two one-year options is anticipated.
Reagents will be utilized in support of various Naval Hospitals and Clinics throughout Japan and Diego Garcia.
The acquisition shall be negotiated on a sole source bases per FAR 6.302-1 with the following manufacturers: Alere, Bayer Diagnostics, Bio Laboratories, American Master Tech Scientific, Beckman Coulter, Bio Test Medical, Azer Scientific, Becton Dickinson, BioMerieux Vitek, Cancer Diagnostics, Fisher Scientific, Immucor Gamma, Lav Pulse Med/Energy Beam Sci 2, Ortho Clinical Diagnostics, Polymed Co, Remel, Simmler, Terumo, Trinity Biotech, Whatman, Dynarex, Globe Scientific, Kimberly Clark, LifeSign, Pacific Hemostasis, Quantimetrix, Sakura Finetek, Smiths Medical, Thermo Scientific, Wampole Lab/Inverness, Wilkens Anderson Co, EN Sciences, HemoCue, Kimble Chase, Orasure Tech, Phlebotic, Quidel, Siemens Medical, Streck Laboratories, Triangle Biomedical, and Wescor.
Specific items will be noted in the solicitation.
Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to the offer due date, which will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government.
There will be various delivery times – information will be detailed in the solicitation.
Terms will be F.O.B. Destination to the following possible locations: Naval Hospital Yokosuka, Japan; Naval Hospital Okinawa, Japan; Branch Medical Clinic Atsugi, Japan; Branch Medical Clinic, Sasebo, Japan; and Health Service Department, Diego Garcia.
The period of performance for the base year shall be 01 October 2015 through 30 September 2016. Option Year 1 shall begin 01 October 2016 through 30 September 2017. Option Year 2 shall begin 01 October 2017 through 30 September 2018.
It is anticipated that the solicitation will be posted to the NECO website on or about 18 August 2015 with proposals due on or about 09 September 2015.
This firm-fixed-price supply type contract will be awarded in accordance with FAR Part 12 and FAR Subpart 13.5, utilizing Low Price Technically Acceptable evaluation procedures.
All responsible sources may submit a bid, proposal or quotation which shall be considered by FLC Puget Sound. The solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil.
