F--LAND HAUL SERVICES

The Fleet Logistics Center Puget Sound intends to solicit, in support of Puget Sound Naval Shipyard (PSNS), a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ), service type contract for offload and land haul services for nuclear reactor compartments from the Port of Benton, WA to Hanford, WA in accordance with the statement of work. The services are to include performing pre-arrival underwater diver inspections and surveys of the barge slip bottom and structure at the Port of Benton and to perform any maintenance necessary to keep the facility in an acceptable condition. The contractor shall also construct a transition ramp to assist in the offloading of the nuclear reactor package from the barge to the transporter. Once the slip has been prepared and the PSNS barge has been towed to the Port of Benton, the contractor will be responsible for providing crew and equipment to dock and ballast the barge carrying the decommissioned nuclear reactor compartment weighing approximately 1680 short tons, provide a Marine Chemist to test and certify the barge tanks safe for entry, carbon arc cut the attachment welds attaching the package to the barge, off-load the package from the barge to the transporter using hydraulic jacks and the transition ramp, de ballast the barge, and release the barge to the towing contractor. The transporter will need to be a modular platform transporter with hydraulic suspension capable of lifting, supporting, and transporting a package weighing 1680 short tons approximately 26 miles to the burial trench at the Department of Energy Hanford site for disposal. Complete statement of work requirements will be included in the solicitation. A technical proposal and past performance information are required with each offer. The anticipated period of performance is from 1 May 2015 to 30 April 2016, with the possibility of three one-year options. The anticipated posting date of the solicitation is on or about 4 December 2014 with a closing on 15 January 2015. A site visit is tentatively scheduled for 15 December 2014. The proposed contract action is for services for which the Government intends to solicit on a full and open competitive basis. This requirement to be solicited using non-commercial acquisition procedures in accordance with FAR Part 15 utilizing Best Value Tradeoff evaluation process. The acquisition will be solicited anticipating award of a Firm, Fixed-Price IDIQ, Service type contract.
