(2) An integrated detector capable of operation over a photon energy range of 10 to ~10,000 electron volts (eV). (3) This system, by physical necessity based on the range of extreme UV wavelengths being dispersed and detected shall operate under vacuum conditions (light at these wavelengths will not transmit through air). The system shall be contained in a suitable vacuum housing, with appropriate port connectors (4.5" Conflat flange, an industry standard) to mate with an existing vacuum system. (4) Entrance and exit slits to the spectrometer shall be variable in width (range of 0.01 to 3 millimeter) and height (2 to 20 millimeter) to accommodate a range of experimental conditions. (5) The spectrometer shall include two (2) holographic gratings for wavelength dispersion, one each at 1200 grooves/millimeter and the other at 2400 grooves/millimeter, mounted on a grating turret for selection of one or the other grating. (6) The gratings shall have a coating suitable for work in the extreme UV wavelength range of 30 to 150 nanometer. (7) The spectrometer and detector shall be matched for focal length to provide maximum detection of dispersed extreme UV light. (8) The detector shall be of the Charged-Coupled Device (CCD) type, in a pixel array of 1024 x 255 elements, to provide adequate resolution of the dispersed extreme UV light. (9) The detector shall include a complete thermoelectric cooler, with power supply. (10) The shutter assembly shall be vacuum compatible. (11) The system shall include all control cables, power cords, mechanical linkages, stepping drive controllers, and ancillary controls for complete and unified function of the spectrometer and detector as one system   (vii) Delivery is required: twelve (12) weeks After Receipt of Order (ARO). This is a PRESOLICITATION notice of intent. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for the operation of the National Defense Center for Energy and Environment (NDCEE). The NDCEE supports environmental, energy, safety, and occupational health technology demonstration/validation of processes, practices, prototypes, proof-of-principle efforts, and technology transfer. The NDCEE functions as a national resource for the development and dissemination of state-of-the-art innovative environmental technologies and provides a means for transitioning those technologies as solutions for environmental problems in support of the Department of Defense (DOD), other Government agencies, and private industry needs. The Government anticipates awarding multiple Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts with Cost-Plus-Fixed-Fee and Firm Fixed Price task orders. The type will be determined based upon the work requirements of the individual task. This requirement will be procured through full and open competition. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), in support of Program Executive Office - Soldier (PEO Soldier) Product Manager Soldier Power has a requirement for a Universal Battery Charger (UBC) that meets all technical requirements outlined in the DRAFT Performance Specification PM-SWAR-SP-UBC-061614 Revision 5 dated 12 March 2015. This synopsis is a follow-on notice to previous notice W91CRB-13-R-0059 for the Universal Battery Charger (UBC) requirement. Based on market research conducted between March 2013 and February 2015, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in the UBC solicitation. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within fifteen (15) days of this notice. In addition, this market research revealed there are not two (2) or more small businesses (SB) capable of meeting the UBC requirement. Therefore, adequate competition among SB does not exist in accordance with Federal Acquisition Regulations (FAR) 19.502-2(b)(1). The Government intends to solicit the immediate requirement using full & open competition under North American Industry Classification System (NAICS) code 335999 - All Other Miscellaneous Electrical Equipment and Component Manufacturing. All items being procured under this acquisition are subject to the Buy American Act. The Government anticipates awarding a single, firm, fixed price (FFP), indefinite delivery, indefinite quantity (IDIQ) type contract using the acquisition procedures at FAR Part 15, Contracting by Negotiation. The UBC shall be a state of the art battery charger that is able to charge a wide variety of battery chemistries/configurations; is small enough to be carried in a rucksack; utilizes advanced, commercially available charging protocols; and can be operated using power sources ranging from solar panels to the commercial energy grid. The UBC shall provide a charging capability for the batteries used in Soldier carried equipment and the overall UBC architecture will require open standards for all firmware and mechanical interfaces in order to allow for maximum interface flexibility and future system compatibility. The function of the UBC is as a man-portable charger for various rechargeable battery configurations and chemistries (primarily lithium ion and select nickel metal hydride and nickel cadmium batteries). The UBC will be deployed at the squad or platoon level for use in remote (Tier 1) locations where there is no commercial power grid or reliable power generation infrastructure. Therefore, it is extremely critical that the UBC must be of minimal weight and volume, survive use in a tactical environment (i.e. pass MIL-STD 810 tests) and be able to charge batteries using alternative and/or renewable energy sources along with standard AC and platform DC power sources. The UBC's main requirement is to provide charging capability to different batteries for Small Unit missions greater than 24 hours in tier 1 operations (most austere). It is unlikely that the UBC will be used for missions less than 24 hours. The UBC supports battery usage without resupply by facilitating the use of rechargeable batteries by providing a lightweight battery charger for use in the Tier 1 environment. Critical performance/capabilities include: * Provide the required capabilities in a minimized size and weight. * Interoperability between various tactical and base camp energy sources. * Easily upgraded to allow for new battery designs. * Energy monitoring and management tools that allow the Soldier to determine and report status of remaining battery energy. Potential Offerors will have 30 calendar days following the release of the solicitation to submit their proposals and three (3) fully functional bid samples. Source selection considerations will base the award on a single responsible offeror whose proposal is determined to be the most beneficial and provide the best value to the government. (a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually. (b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. (c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. (l) When electronic forms are used, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. 1194.31 Functional performance criteria. (a) At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for assistive technology used by people who are blind or visually impaired shall be provided. (b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for assistive technology used by people who are visually impaired shall be provided. (c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for assistive technology used by people who are deaf or hard of hearing shall be provided. (d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. (e) At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for assistive technology used by people with disabilities shall be provided. (f) At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided. 1194.41 Information, documentation, and support. (a) Product support documentation provided to end-users shall be made available in alternate formats upon request, at no additional charge. (b) End-users shall have access to a description of the accessibility and compatibility features of products in alternate formats or alternate methods upon request, at no additional charge. (c) Support services for products shall accommodate the communication needs of end-users with disabilities. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria (Lowest Price Technically Acceptable) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-price factors. All non-price factors and sub-factors will be evaluated as "Acceptable/GO" or "Unacceptable/NO GO". There are three (3) Evaluation Factors: Factor I-Technical; Factor II- Past Performance; Factor III-Cost. The Technical sub-factors are considered GO/NO GO. If the offeror's proposal does not meet any of the requirements in Factor I, they will be immediately removed from contention for award. Technical: The technical acceptability factor of the evaluation will be a determination as to whether the offeror's proposal meets the Salient Characteristics in the solicitation. There are many aspects which may affect an offeror's ability to meet the solicitation requirements and these aspects will be included as sub-factors of technical rating factor; to include technical approach, corporate experience, and personnel requirements. The Technical element of the evaluation shall be based solely on information furnished by the offeror. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish, as part of their proposal, all descriptive material (such as cuts, illustrations, drawings, certifications, personnel credentials, or other information) necessary for the Government to determine if the offeror's approach meets the performance characteristics and specifications of the solicitation. In a case where an offeror fails to provide enough information to determine their proposal meets the performance characteristics and specifications in the solicitation, a technically "Unacceptable/NO GO" rating will be assigned. The evaluation team will assess the offeror's proposal against this requirement to determine whether the proposal is "Acceptable/GO" or "Unacceptable/NO GO", using the ratings and descriptions outlined in Table A. Table A - Technical Acceptable/Unacceptable Ratings Rating Description Acceptable/GO Proposal meets all technical requirements and indicates an adequate approach and understanding of the requirements. Unacceptable/NO GO Proposal does not meet requirements and/or contains one or more deficiencies. Proposal is unawardable. a) Subfactor I: Technical Approach: Proposals will be evaluated to determine if the technical approach conforms to the performance requirements set forth in the solicitation. Offerors' proposals shall address each portion of the Salient Characteristics and indicate an adequate understanding of the areas set forth in the Solicitation. b) Subfactor 2: Corporate Experience: Proposals will be evaluated to determine if offerors meet the minimum corporate experience required in performing efforts of similar size and scope. Corporate experience is defined as the offeror's experience in the area of Thermal Diffusivity & Thermal Conductivity Measurement Systems as a corporation, not individual personnel experience. In order to be considered for award, an offeror must have twelve (12) months of continuous, recent, and relevant experience selling Thermal Diffusivity & Thermal Conductivity Measurement Systems that is the same as or similar to, the scope, magnitude, and complexity of the work described by this solicitation. If an offeror fails to meet any of these criteria, they will be assigned an "Unacceptable" rating for experience. Past Performance: The Government will evaluate the offeror's record of past performance and current performance to ascertain the probability of successfully performing the required effort of the Salient Characteristics. This assessment will be based on the Offeror's record of relevant and recent past performance information that pertains to the services outlined in the solicitation requirements. "Relevant" is defined as the offeror's performance of a requirement(s) of similar scope, magnitude, and complexity as compared to the current requirement. "Recent" is defined as an offeror's performance of a requirement(s) within the past twelve (12) months. The past performance information will be reviewed to determine how well the offeror performed during the previous effort(s). Sources of past performance are as follows: • Past performance information may be provided by the offeror • Past performance information will be obtained from any other sources available to the Government to include, but not limited to, Past Performance Information Retrieval System (PPIRS) or other databases; interviews with Program Managers, Contracting Officers, and Fee-Determining Officials; and the Defense Contract Management Agency Past performance will be rated on an "Acceptable/GO" or "Unacceptable/NO GO" basis using the ratings in Table B. Table B - Past Performance Evaluation Ratings Rating Description Acceptable/GO Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. Price: It is the intention of the Government to award a Firm Fixed Price contract. The Government will not award a contract to an offeror whose proposed rates are determined to be unreasonable or unrealistic. The Government will evaluate price reasonableness for this fixed priced effort on the basis of the competitive offerors received in accordance with FAR 15.404-1(b)(2). Price will be evaluated based on the total proposed price, including options. This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Baltimore District to inform interested/potential contractors of the District's imminent issue of a Request for Proposal (RFP) Package for its construction project, entitled "Renovation of the 20th CBRNE Command Headquarters Facility."
