Flintshire County Council is seeking to commission a comprehensive private sector housing, stock condition and energy survey, incorporating owner occupied, private rented and empty properties.
The survey is required to provide up to date and accurate information, which will be used to inform future strategies, private sector housing policies and investment programmes.
The survey will include property conditions, home energy efficiency assessments and a socio-economic profile of surveyed households.
Flintshire is located in northeast Wales, sharing geographic boundaries with Wrexham, Denbighshire and Cheshire. It has a small number of urban settlements, with the remainder of the County being both semi-rural and rural. There are over 66,000 properties across the County.
The successful organisation will be required to undertake this work in accordance with WG guidance and best practice. It is anticipated the consultants will be appointed in February 2016, with the project lasting six months.
Consultants may be required to attend an interview in February 2016.

Evaporative Cooling System at Alltami Depot

The data centre at Alltami Depot (highways/streetscene depot) contains a number of server cabinets and currently uses air conditioning refrigeration equipment to maintain internal temperatures. In order to reduce energy spend and increase energy efficiency Flintshire County Council is looking to install a direct evaporative cooling system such as Eco Cooling or equivalent to provide cooling to the data centre. The current refrigeration system will remain in place to provide backup cooling. A 50 kW IT load cooling system is suggested to allow for potential future IT load however this must be confirmed. The County Council will be using an internal invest to save/recycling fund scheme hosted by Salix, therefore predicted energy savings are required for this tender. The equipment should be installed and commissioned by 29th February 2016. As part of this tender details of a maintenance and servicing package for the equipment for 2 years should be included.

Flintshire County Council have appointed a number of suppliers for the provision of materials to complete improvement works to Richard Heights tower block located in the centre of Flint. Following the completion of works to the this tower Flintshire Country Council reserves the right to extend the contract for the upgrade of two further towers; Bolingbroke Heights and Castle Heights. Flint town centre has been earmarked for redevelopment and through the Flint Strategy and Master Plan 2021. It is an immediate priority to strengthen the identity and image of the town and bring a better housing offer to the heart of the town and in doing so repair the damage caused from earlier planning and development work. The energy upgrade of the tower blocks marks the first steps in the overall development of the town centre with procurement for a development partner for a new town centre layout and new build programme imminent. This opportunity has been advertised through the European Journal. The key objective of this project is to improve the energy efficiency of the tower blocks in order to provide residents with a better quality home with lower running costs.
