Aberdeen City council intend to award a contract to the successful tenderer to implement a multi-application power-to-gas facility with a central controller feeding excess renewable power to the electrolyser and sending the produced hydrogen where it is most needed. The following applications are foreseen: 1. Renewable fuel for transport 2. Filling hydrogen cylinders at industrial pressure that can be used, for example, in data centres and cellular tower backup systems running on Proton Exchange Membrane (PEM) fuel cells. 3. Injection of surplus energy in the Natural Gas network in a subsequent phase of work. Note that this is subject to legislation and currently not included in the scope of work of this project 4. Any other application that could be added at a later stage The resulting contract shall provide: One (1) Turnkey 350 and 700 bar hydrogen fuelling station with: a) On site hydrogen production by electrolysis of water (PEM or Alkaline) using renewable electricity. The capacity of the electrolyser will be no less than 130kgpd. b) Compression, storage and dispensing. The dispenser must be equipped with at least two hose assemblies used to refuel FCEV automobiles and buses, in accordance with the latest technical standards for both the station as well as the refuelling of applications such as: - SAE International J2719: 2011 Hydrogen Fuel Quality for Fuel Cell Vehicles - SAE J2601 and SAE J2799: One hose shall be capable of H70-T40 including communication for light duty FCEVs and the other hose shall be capable of refuelling buses at 35MPa. c) The station design shall be as modular as possible and the electrolyser and compression systems must be containerised separately to minimise the on-site installation activities. The containers must be designed to operate outside in the climate of Aberdeen. 1. One (1) x 10 kWe PEM fuel cells system for backup power application (a) The fuel cells must come installed in a rack with quick connect rear interfaces and designed with a –48V DC distribution panel for load connections; (b) The fuel cells must include an Integrated System Controller providing constant system monitoring and system status to a central office and local monitoring through USB port. 2. One (1) Hydrogen Bottle Filling system (a) The system must include two (2) x bundles of 16 bottles of 50 Litres each for storage of hydrogen at an industrial pressure of 200bar. Each bundle of 16 bottles shall be capable of storing a minimum of 140Nm3 (12.6kg) of hydrogen produced by the electrolyser at the hydrogen fuelling station. The bundles are to be mounted on a rack and come complete with manifold. (b) It is intended that the fuelling station and hydrogen bundles be located in the same project area to make use of a single compression system for both filling the high pressure cylinders and the bundles at the industrial pressure of 200 bar. 3. 1 x Systems controller dispatching hydrogen to the most valuable application at any time with priority sequencing. 4. Buffer Storage Capacity The system must have capacity for the storage of a minimum capacity of Hydrogen which would allow the refuelling of two buses within 30 minutes at 30kg per bus at 350Bar. In addition there will be a need for the successful tenderer to provide training over the course of the contract to Aberdeen City Council. The ITT also offers the tenderer the opportunity to put forward their proposal with regards to maintenance of the facility and also for the design of a suitable canopy for the refuelling station.
