The Government of theUnited Republic of Tanzania has received a credit from the International Development Association (IDA) and the Global EnvironmentFacility (GEF) toward the cost of the TANZANIAENERGY DEVELOPMENT AND ACCESS EXPANSION PROJECT (TEDAP), and it intends to apply part of the proceeds of this creditto payments under the agreement(s) resulting from this IFB: Supply, Installation, Implementation, Commissioning and Ongoing Support Services of a National Customer Contact Systemincluding High-Value Customer Cell #NCCC.
TANESCO serves as theimplementing agency for the project and now invites sealed bids from eligible Bidders for the Supply, Installation,Implementation, Commissioning and Ongoing Support Services of a National CustomerContact System including High-Value Customer Cell(NCCC including HVCC), to be procuredthat shall include:installation and configuration of Contact Centre system, training and other necessary technical support. The Implementation willinclude installation of the NCCC system at two sites (for resilience), both in Dar es Salaam.
Bidding will be conductedusing the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loansand IDA Credits, edition of specialized procurement for supply and installation of Information Systems (2008), and is open to allBidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria as stipulated in theBDS, ITB Clause 6.1 (a) and ITB Clause 6.1 (b).
Interested eligibleBidders may obtain further information from TANESCO and inspect the bidding documents at the address given below from09:00 Hours to 16:30 Hours # Monday to Friday (exclusive of public holidays). A pre-bid meeting which potential bidders may attend will be held on Wednesday, 19th August, 2015.A complete set of biddingdocuments in English may be obtained by interested Bidders on submission of a writtenapplication to the Secretary TANESCO Tender Board, TANESCO Head Office,Umeme Park Building, Ubungo ? Morogoro Road, Room G15, P.O. Box 9024, Dar es salaam, Tanzania and upon payment of a non-refundable fee of USD 100 or equivalent amount in convertible currency. The method of payment will beby internationally accepted forms of payment to TANESCO Ltd A/C No. 0100235013 for TZS and A/C No. 0100235021 forUSD at CITYBANK, Swift Code CITITZTZ P.O. Box 9024 Dar es Salaam. The document will be sent by courier services for overseas delivery,at bidder's own arrangement and cost.
Bids must be delivered to the Secretary TANESCO Tender Board, TANESCO HeadOffice, UmemePark Building, Ubungo ? Morogoro Road, Room G15, P.O. Box 9024, Dar es salaam, Tanzania at or before 14:30 Hrs, Thursday 10th September, 2015 accompanied by a Bid Security. The amount of Bid Security requiredis: USD 15,000 and will be valid upto 28 days after expiry ofbid validityperiod. Electronic bidding will not be permitted. Late bids will berejected. Bids will be opened immediately after closing time 14:30 Hours, the same dayin the presence of Bidders' representatives who choose to attend at the Twiga Board Room located at Ground floor, TANESCO HeadOffice, Umeme Park Building, Morogoro Road, Ubungo.
The attention of prospective Bidders is drawn to (i) the fact that they will be required tocertify in their bids that all software is either covered by a valid license or was produced by the Bidder (Bidders are requestedto provide an Original Manufacturer's Authorization Form # MAF) and (ii) thatviolations are considered fraud, which can result in ineligibility to be awarded World Bank-financedcontracts.
