SPN – Makambako Wind Power Project Page 1 of 2 SPECIFIC PROCUREMENT NOTICE Africa Renewable Energy Fund Makambako Wind Power Project, Tanzania 1. Berkeley Energy (http://www.berkeley-energy.com) is a renewable energy investment manager that invests in Asian and African emerging markets. Berkeley Energy currently manages the Africa Renewable Energy Fund (AREF). AREF is a USD $200m fund (final close in Q1 2015) cornerstoned by the African Development Bank (AfDB) to invest into development stage renewable energy projects in Sub-Saharan African markets, excluding South Africa. A General Procurement Notice for AREF was published on 30th September 2014. 2. AREF is considering an investment into a potential 100MW in Tanzania, which may be built intwo 50MW phases. 3. This Specific Procurement Notice (SPN) is in relation to services to be provided under the EPC package for up to 100MW), which includes the provision of the design, manufacture, supply, transportation, installation and commissioning of wind turbines and all other associated works and spare parts, which will be detailed in the Tender Documents, Specifications, Drawings and Employers Requirements. 4. The site has an average wind speed of 8.8m/s at a hub height of 80m based on data from a 50m met mast located on site. 5. The proposed site is located south west of Makambako town, close to the junction of the Tanzania – Zambia Highway and Makambako – Songea road. Adjacent to TANESCO’s 220kV Makambako substation. 6. AREF invites suitably experienced Companies (Original Equipment Manufacturers) to indicate their interest in providing the above services and being invited to tender, and to be included on the electronic issue of the Tender Documents when they are made available. The tender is intended to be run as a restricted tender and, where reasonably practicable, in accordance with the African Development Bank Procurement Rules and Procedures. 7. Africa Renewable Energy Fund (AREF) hereby invites Consulting Firms to indicate their interest in the following Assignment: Desktop based wind Assessment. 2. The services to be provided under the Assignment include: AREF requires the undertaking of a wind modelling exercise of a potential wind project in Tanzania (further information to be provided during Request for Proposal (RfP) phase) and for existing wind data (at 50m height) to be extrapolated to 100m and a virtual wind model to be prepared. 3. AREF invites firms to indicate their interest in providing the above-described services. GENERAL PROCUREMENT NOTICE TANZANIA JUMEME Rural Power Supply (Mini Grid) in Tanzania 1. The JUMEME Rural Power Supply Ltd, based in Tanzania, has received a grant from the Sustainable Energy Fund for Africa (SEFA) managed by the African Development Bank to support the development of solar-hybrid mini-grid systems in rural Tanzania. 2. The principal objectives of this project are to: Develop and operate a large portfolio of independent solar-hybrid mini-grids in rural growth centers in Tanzania using the Micro-Power Economy business and risk management model developed by one of the partners. The initial phase includes at least 16 villages and will provide 24/7 AC electricity to 82,000 people and 2,600 shops and small businesses in northwest Tanzania characterized by a low electrification rate (<6%), high population density and significant economic growth potential. 3. the project includes following components: (i) technical development: this component involves activities that support provision of inputs will facilitate complement financial closure. sub-components include: a) verification village selection: activity entails definition selection criteria using a customized analysis jumeme’s rural electrification approach best suitable sites for solar-hybrid systems. b) gis based areas customer tagging: entails: creation settlement plans each village; (iii) establishment data base target villages; (iv) integration geographical information to smart metering system. c) detailed design distribution network: carrying out targeted villages networks. d) development monitoring & evaluation system preparation baseline study: an m&e expected optimize scale up (ii) study provides against which monitor assess progress effectiveness during implementation project. transaction advisory sponsor: provide legal jumeme towards reaching close. modeling: robust model with comprehensive set assumptions on legal, financial, technical, social environmental aspects project; continued update results energy demand assessment, the detailed technical design and the tender process results; (iii) modification of the financial model based on the requirements of the equity and debt providers. b) Legal Support for equity & debt closing: this activity entails Preparation of financial agreements for equity & debt closing and assistance in financing process.
