Several AES Corporation subsidiaries in Europe, AES Ballylumford, AES Kilroot Power and AES Maritza (AES) are seeking a contractor to provide the services to cover Steam Turbine and Generator maintenance and overhauls for a fixed outage period.
Provide overhaul services for the following:
AES Kilroot Power: 2 off Alstom (GEC) 300 MW Impulse reaction, axial single flow HP/IP. Double flow LP, single reheat, tendem compound Steam Turbine — Base Load Machine overhauls,
AES Ballylumford: 2 off Steam Turbine, 200 MW. 3RH24-485, Alstom (GEC) — Steam Turbine — Peak Lopper overhauls.
Provide overhaul services for the following Generators:
AES Kilroot Power: 2 OFF — 300MW, 17kV, 50Hz, 2 Pole, Hydrogen Cooled, Alstom (GEC) — Base Load,
AES Ballylumford: 2 OFF — 250 KVA. 94/157/40 1/8 — Alstom (GEC) — Peak Lopper.
Conduct overhauls of the following Steam Turbines and Generators:
2 OFF — Steam Turbine — D20LO-MD3K-ND41BS, Alstom — Base Load machine,
2 OFF — Generator — 50WT21H-120 — Base Load Machine.
Delivery of spare parts for turbine equipment, in 2 lots, as follows:
I lot - "Delivery of spare parts for pumps turbine equipment";
Lot II - "Supply of spare parts for high-pressure heaters."
Delivery of spare parts for pumps turbine equipment according to specifications and technical requirements.
Delivery of spare parts for high-pressure heaters, according to specifications and technical requirements.
For manufacturing, transportation and delivery of site "NPP Kozloduy" modernized flow of CVP turbine K-1000-60 / 1500-2, factory № 112008, to ensure work TG9 nominal capacity of 1 100 MW.
This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities, in the European Bank for Reconstruction and Development website, Procurement Notices (http://www.ebrd.com) on 20th January 2016, and in the Bulgarian newspaper “Trud” on 20th January 2016.
State Enterprise Radioactive Waste (SERAW) hereinafter referred to as “the Employer”, intends using a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF), administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the Restoration of Hydro Insulation of Turbine Hall and Reactor Building of Kozloduy NPP Units 1-4. The project is being managed by the Decommissioning - Repository Project Management Unit (D-R PMU) and all questions regarding this Tender should be directed to the Head of D-R PMU as noted below.
The Employer now invites sealed Tenders from Contractors for the following contract to be funded from part of the Grant:
The Design, Engineering, Supply of Materials and Equipment, Demolition works, Construction and Installation of Roof Hydro Insulation of Turbine Hall and Reactor Building of Kozloduy NPP Units 1-4, together with associated services and civil construction and mounting works.
The estimated contract award is August 2016. The work shall be completed in no more than 12 (twelve) calendar months after Contract award.
Procurement will be carried out in accordance with EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

To be qualified for the award of a contract, Tenderers will have to demonstrate to the Employer that they substantially satisfy the requirements detailed in the Instructions to Tenderers and Tender Data regarding their recent relevant experience and capabilities to provide required facilities, plant and equipment and associated services.

Bank commissions and fees shall be to the expense of the Tenderer. The Tender Documents will be dispatched promptly by e-mail and by courier at the first opportunity, following confirmation of receipt of the fee by the Employer, but no liability will be accepted for loss or late delivery. In the event of discrepancy between electronic and hard copies of the documents, the hard copies shall prevail.
The Tenderer’s formal request for the Tender Documents shall include details of the postal address and email address of where the tender documents are to be sent and a contact name, telephone and fax numbers, email address for future correspondence, invoice details and VAT number of the tenderer.
All Tenders must be accompanied by a Tender Security of €30,000.00 (Thirty Thousand Euros).
Tenders must be delivered to the office at the address below on or before 14.00 hrs. (local Bulgarian time) on Monday, 11 July 2016. Tenders will be opened on the same day Monday, 11 July 2016 at 14.00 hrs. (local Bulgarian time) in the presence of those tenderers’ representatives who choose to attend.
Tenders delivered after this deadline will be rejected and returned unopened.
