Single Turbine Engine Airplane Purchase

The Government has a requirement to purchase one to ten single engine turbine powered fixed wing aircraft in support of US Forest Service missions as described in the solicitation. The Aircraft shall be a new manufacture (less than 25 hrs), turbine single-engine powered, 14 CFR Part 23 airplane certified in Normal Category. The Multi-Mission Aircraft shall:
• Be an FAA Type Certificated 14 CFR Part 23 airplane in accordance with Part 21. • Hold a FAA Airworthiness Certificate issued under 14 CFR Part 21.183. • Be Certified for Visual Flight Rules (VFR), Instrument Flight Rules (IFR), and for flight into known icing conditions in accordance with 14 CFR for all weather operations, including day and night operations, and icing conditions IAW 14 CFR Part 23.1419. • Have a maximum Gross Take-Off Weight (GTOW) not to exceed 12,500 lbs. • The Multi-Mission Aircraft must have an OEM inspection program that ensures continued airworthiness while performing the missions defined in the solicitation.
The Aircraft shall meet the following requirements (Performance Requirements shall be calculated using a 200 pound pilot):
• Capable of operating from unimproved landing strips. • Multi-Mission Usable Load of at least 2,000lbs, with a non-stop range of 300 nm at 10,000 feet ISA. • Air Attack/Air Tactical Mission: Useable Load of at least 1,000 pounds plus 4 hours and 30 minutes (4.5 hours) of useable fuel, including reserves, per manufacturer's direction while considering fuel management at 10,000 feet ISA. • Minimum Cruise airspeed of 160 knots true airspeed at 10,000 MSL. • Stall Speed. Aircraft shall have a stall speed of 70 KIAS or less with flaps up and zero degree bank angle. • Have a minimum capacity of 6 passenger seats excluding the pilot and co-pilot seats.
The resulting contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a five year period with pricing for aircraft based on ordering periods identified in the solicitation. This requirement is not set aside for small business. The solicitation will be a Request for Proposals (RFP) issued in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. Solicitation will be awarded using tradeoffs between the price and non-price factors identified in the solicitation. Estimated award date is April 15, 2017.

DURATION OF CONTRACT ORDERING PERIOD: 12 MONTHS. Contractor First Article Testing (FAT) is required. The required delivery is 120 days ARO for FAT report and 210 days after FAT approval for production units. This is an Air Force identified Critical Safety Item. Configuration Control item.
