SUBJECT: Pre-Solicitation Notice (PSN) Electrical Power Transformer 1. NUMBER AND TITLE OF THE PROJECT: Project E8-41071-2J, Upgrade Electrical Power Transformer up to 250kW, Torri di Quartesolo, Italy 2. DESCRIPTION: This is a design-build project to furnish and install a new concrete prefabricated building consisting of three rooms: two ENEL dedicated Rooms and one User Room for the U.S. Government, including all the required electrical equipment, underground conduits and related fence modification. 3. BACKGROUND: The current ENEL Commercial Power Delivery Point in quote mark Via Primo Maggio, 2 quote mark , Comune di Torri di Quartesolo (VI), is 138 kW. This power level was set a long time ago, but over the years various equipment has been added (refrigerators, air-conditioners, exterior lights, security barrier, and so on), the admin facility is going to be doubled and an existing building needs to be renovated, therefore a power upgrade up to 250 kW has became mandatory. Currently the Commercial Power Delivery Point is in Low Voltage, but to grant such power increase ENEL requires the construction of a new Transformer Station, because the Delivery Point will be necessarily in Medium Voltage. 4. SOA : OG 10 CATEG. I 5. FUNDING: The project is funded at this time. 6. PERFORMANCE SITE: The site for the work will occur on a satellite military installation in Torri di Quartesolo, Italy. 7. PROJECT AMOUNT: The project amount is between $250,000 and $500,000. This amount is informational only. The offerors are not bound to submit an offer within that range. 8. SELECTION CRITERIA: Will be established in the solicitation. 9. TYPE OF CONTRACT: Design/Build, Firm-Fixed Price 10. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum.
