1. The 670 AESS (Battlefield Airmen) is soliciting proposals for the acquisition of field components for lightweight power generation and management. The project is called Battlefield Renewable Integrated Tactical Energy System or BRITES. This system is part of the broader Battlefield Air Operations Human Machine Interface (BAO HMI) program. The purpose of the BAO HMI program is to upgrade the current equipment suite of the Battlefield Airmen in five (5) different areas: communication, computers, human input/output (human i/o), power generation and management and software. 2. The requirement consists of 521 power managers and 1042 battery systems, with an option for up to an additional 521 power managers and 1042 battery systems. At a minimum, the system shall meet the Key Performance Parameters (KPPs) located in the System Requirements Document. The respondent must be capable of demonstrating the offered product in a tactical, field-ready configuration suitable for use in combat within 30 days of any contract that would be awarded. In addition, the offeror must demonstrate ability to rapidly manufacturer/deliver systems in large quantities. 3. SUMMARY DESCRIPTION The contractor shall furnish to NSPA Power Generation Sets (PGS) and related equipment to provide electrical power, to a rapidly deployable NATO DARS (Deployable Air Command and Control) Unit, over a wide range of geographic environments and climatic conditions. Accordingly, NATO expects the equipment to be robust and of high quality, capable of being mounted and dismounted, rapidly and often, at two Points of Presence (PoP), under difficult climate and terrain conditions. The acquired equipment will be stored at a NATO base in Poggio Renatico, Italy when not deployed for operations or training and will be refurbished there, as necessary, between deployments. This equipment will consist of:1. Two diesel power generation sets (sized from 250 to 275 kVA) complete with earthing system, fuel storage bladder and lightning protection system.2. Primary and secondary distribution equipment and camp cabling.3. Walkway lighting.4. Specialized storage equipment used to facilitate the transport and storage of the power generation system inside ISO shipping containers. The contractor will be required to implement an Integrated Logistic Support (ILS) program that will ensure that logistics support matters are considered in the development of the preliminary design concepts through the subsequent design and production of the equipment and associated support materials, training and documentation.
