The Order of the Walloon Government of 30 November 2006 on the promotion of electricity produced from renewable energy sources or cogeneration, as amended subsequently defines the trajectory of the Walloon energy mix until 2024 and certificates of envelopes green for the different sectors. The Walloon energy mix provides, in particular the establishment of unit (s) Central (s) of production of electricity with an installed capacity exceeding 20 MW (support provided to an electric power of 200 MW) fed (s ) through sustainable solid biomass (envelope 1028160 green certificates in 2021). This solicitation is the support via the mechanism of green certificates to the Walloon Region implementation of one or more power generation facilities from solid biomass for maximum cumulative capacity of 200 MW.

Hovedmålet med udbuddet er udvikling af virksomhedscases og gennemførelsesplaner for forskellige løsninger baseret på brint og brændselsceller på markeder, hvor de offentlige myndigheder fungerer som den primære efterspørgsel.

I betragtning af at regioner og byer er de vigtigste drivkræfter i gennemførelsen af initiativer til at dekarbonisere lokale energi- og transportsystemer, anser fællesforetagendet for brændselsceller og brint 2 en forbedret koordinering af prioriteter og aktiviteter med europæiske regioner og byer som et vigtigt skridt for at opnå sine mål. Udover dette vigtige aspekt er det klart, at de offentlige myndigheder på regionalt og lokalt niveau udgør en vigtigt markedsmulighed for en bred vifte af produkter med lav eller nul emission, eftersom mange af myndighederne bliver mere og mere ambitiøse i deres planer om dekarbonisering i de kommende år og søger avancerede produkter, der skal hjælpe dem med at gennemføre disse planer. I denne sammenhæng opstår brint og brændselsceller som centrale støtteteknologier, der enestående tackler udfordringerne med drastiske reduktioner i CO2-emissionerne til endelig anvendelse i opvarmning, elproduktion, industri og transport.

Wesentliches Ziel der Beschaffung ist die Entwicklung von Business Cases und Umsetzungsplänen für verschiedene Lösungen mit Wasserstoff und Brennstoffzellen, und zwar in Bezug auf Märkte, in denen die Nachfrage vorrangig von öffentlichen Behörden ausgeht.

Da Regionen und Städte bei der Umsetzung von Vorhaben zur Umstellung auf CO2-arme lokale Energie- und Verkehrssysteme wesentliche Triebkräfte sind, erachtet das Gemeinsame Unternehmen „Brennstoffzellen und Wasserstoff 2“ eine verbesserte Koordination von Prioritäten und Tätigkeiten mit Regionen und Städten in Europa als zentralen Schritt zur Erreichung der Ziele des Gemeinsamen Unternehmens. Neben diesem wichtigen Aspekt zeigt sich eindeutig, dass öffentliche Behörden auf regionaler und lokaler Ebene wichtige Marktchancen für eine Vielzahl an Produkten mit geringen Emissionen oder emissionsfreien Produkten bieten, da viele dieser Behörden immer ehrgeizigere Pläne im Hinblick auf die Umstellung auf CO2-arme Systeme in den kommenden Jahren ausarbeiten und auf der Suche nach fortschrittlichen Produkten sind, die ihnen dabei helfen, diese Pläne zu verwirklichen. In diesem Zusammenhang entwickeln sich Wasserstoff und Brennstoffzellen immer mehr zu Schlüsseltechnologien, um der Herausforderung einer drastischen Verringerung des CO2-Ausstoßes im Hinblick auf ihre Verwendung zu Heizzwecken, zur Stromerzeugung, in der Industrie und im Bereich Verkehr in spezifischer Weise zu begegnen.

The main objective of the procurement is to develop business cases and implementation plans for various hydrogen and fuel cell solutions, in markets for which public authorities act as the primary demand.

Considering that regions and cities are key drivers in the implementation of initiatives to decarbonise local energy and transport systems, the FCH 2 JU considers an enhanced coordination of priorities and activities with European regions and cities as a key step to achieve the JU's goals. Besides this important aspect, it is clear that public authorities at the regional and local level represent an important market opportunity for a wide range of low or zero emission products, as many such authorities are becoming increasingly ambitious in their plans to decarbonise over the coming years and are looking for advanced products that will help them implement these plans. In this context, hydrogen and fuel cells are emerging as key enabling technologies, uniquely addressing the challenge of drastic reductions in CO2 emissions for final use in heating, power generation, industry and transport.

El principal objetivo de la licitación consiste en desarrollar argumentos comerciales y planes de ejecución para diversas soluciones de hidrógeno y pilas de combustible en mercados para los que las autoridades públicas representan la principal demanda.

Considerando que las regiones y ciudades constituyen los motores clave en la aplicación de iniciativas para descarbonizar los sistemas de transporte y energía locales, la Empresa Común FCH 2 considera que una coordinación reforzada de las prioridades y las actividades con las ciudades y regiones europeas es un elemento clave para alcanzar los objetivos de la Empresa Común. Aparte de este aspecto importante, es evidente que las autoridades públicas en el ámbito local y regional representan una importante oportunidad de mercado para una amplia gama de productos de emisiones bajas o nulas, dado que muchas de esas autoridades son cada vez más ambiciosas en sus planes de descarbonización para los próximos años y están buscando productos avanzados que les ayuden a aplicar dichos planes. En este contexto, el hidrógeno y las pilas de combustible están emergiendo como tecnologías facilitadoras esenciales, abordando exclusivamente el desafío de las reducciones drásticas en las emisiones de CO2 para el uso final en la calefacción, la generación de energía, la industria y el transporte.

This contract is for the supply of natural gas and electricity to provincial institutions and local partners (see annex E list SCC). It will be passed in the form of a central market accessible to local partners who have signed the convention.L successful bidder agrees therefore to give them the benefit of the technical terms and market conditions, particularly as regards the conditions price, and, throughout the market. The contract is for the supply of electricity and natural gas are: -195.6 GWh of natural gas; -35.4 GWh of electricity high voltage; -26.8 GWh low voltage, -34 , 6GWh electricity for public lighting. For electricity, the market focuses more specifically on the provision of power and supply of electricity at high voltage and low voltage lighting to delivery points specified in the contract performance.
