WS-5/7 Supply of vehicles and related services
This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com )on 11 February 2015.
Production and operational management unit (POMU) “Bishkekvodokanal” hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Bishkek Water Supply Project.
The Purchaser now invites sealed tenders from Suppliers for the following contract[s] to be funded from part of the proceeds of the loan:
Lot 1 – Telescopic vehicle platform
Two row cabin, number of sits – 5, diesel engine, formula of wheels – 4x4, Type of installation – Telescopic jib with cradle, Load capacity of the cradle – 200 kg, Rotation angle of the jib – 295 degrees, working lift height – 18m.
Lot 2 – Electrical laboratory
Vehicle with diesel engine, wheel arrangement 4x4, special color graphical scheme, autonomous mobile electric generator, electrical laboratory – wagon with compartments.
Lot 3 – Bus
All metal body, 36-43 sits, 4x2 wheel arrangement, petrol engine, Y-type carburetor engine, 4 steps manual gearbox.
Lot 4 Maintenance vehicles:
4/1 - Four-wheel drive minivan, 4x4 wheel arrangement, petrol, carburetor engine, 11 sits, manual gearbox – 1 item
4/2 - Cargo and passenger universal four-wheel drive minivan, 4x4 wheel arrangement, two units body, petrol, carburetor engine,7 sits – 1 item.
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
The tenderer has to present with a “Letter of Authorization” that he is duly authorised by the goods’ manufacturer or producer to supply the goods in the Purchaser’s country;
The tenderer has the financial, technical and production capability and capacity necessary to perform the Contract. The annual turnover should not be less than 200.000 Euro per year for each lot. The local tenderer shall submit the information about the outstanding tax and social fund payments, profit and loss statements, auditors' reports, etc. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than Euro 100.000 equivalent, taking into account the Tenderer's commitments for other contracts.
The tenderer has satisfactorily performed at least 3 contracts within the last 3 years, that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements;
The tenderer or its agent will be able to carry out the supplier’s obligation on maintenance during the warranty period of the manufacturer or producer and spare parts stocking obligations prescribed in these tender documents. The tenderer has to provide the necessary certificates, licenses or letter of authorization.
Criteria for Joint Ventures, Consortiums and Associations (JVCA):
In case the tender is submitted by JVCA, it shall meet the following qualification requirements:
The lead member firm of the JVCA shall have the experience as a principal, in execution of at least two (2) contracts, specified in the qualification criteria (3), specified above and meets at least 70% of the qualification criteria (2) above;
Each member firm of the JVCA shall have the experience as a principal, in execution of at least one (1) contract, specified in the qualification criteria (3) above and meet at least 30% of the qualification criteria (2) above. The JVCA as total has to meet all qualification criteria listed above’.
If the Supplier is a joint venture, consortium, or association (JVCA) of two or more persons, all such persons shall be jointly and severally bound to the Purchaser for the fulfilment of the provisions of the Contract, unless otherwise specified in the PCC, and shall designate one of such persons to act as a leader with authority to bind the JVCA. The composition or the constitution of the JVCA shall not be altered without the prior consent of the Purchaser.
Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of 640 KGS or equivalent in a convertible currency.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
Tenders must be delivered to the office at the address below on or before 14:00 on 11 June 2015, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
A register of potential tenderers who have purchased the tender documents may be inspected at the address below.
