The Contracting Authority wants to use this competition to enter into agreement on the procurement and physical structure of EOS for municipal buildings. Bergen kommune shall run effective energy management of the municipality's buildings and therefore has a need to build a system that can collect, process and present energy data. The procurement shall comprise EOS for monitoring of municipal buildings such as schools, health buildings, sports buildings, large sheltered accommodations, nursery schools, neighbourhood and leisure buildings and office buildings.

In the long term, EOS shall also be able to safeguard energy and climate accounts for facilities (pumping stations, parks, road lighting, sports facilities etc.).

The implementation shall be executed in stages where the building groups named above are connected sequentially. Thereafter, the operations/maintenance agreement (SSA-V) will begin.

Bergen kommune's Department for Buildings and Property manages approx. 1 000 buildings and approx. 1 000 000 m². Of these, initially approx. 290 buildings will be established in the EOS, with automatic meters, as well as approx. 95 manual meters. This number is expected to increase.

Bergen kommune has big ambitions in relation to reducing their own energy use and EOS is considered to be an important tool in this work.

There will still be a significant proportion of residual waste after sorting to energy recovery. ROAF have carried fuel analysis, and the result is attached. Follo clean has awarded ROAF monopoly on their household waste by October 2017. Following clean introduces exactly the same sorting solution that ROAF which means that residents of Follo starts with sorting of food waste in green bags and plastic together with municipal waste.

Residential want to be involved in developing the business, and wants to bring the latest technology solutions to the Norwegian market. We hereby invite you to provide input for a research project in cooperation with the EU and SINTEF, where among other facade elements with possible integrated technical solutions to be developed. The West Nordic areas and the Artic refer to Greenland, Iceland, Faroe Islands, Jan Mayen, Svalbard and Arctic ocean areas nearby these lands.

The focus area for this task is to explore the energy system and development of this towards 2035 in the West Nordic areas and the Arctic. The energy system covers the potential for different renewable energy resources, the infrastructure, the demand for energy in different sectors, and relevant policies. The supplier will gather data on these topics, the data shall be published and they shall be utilized for scenario analyses.

The study consists of two parts:

1. Collecting and publishing data on renewable energy resources in West Nordic area and the Arctic

2. Scenarioanalyses towards 2035. This includes describing relevant scenarios and models to analyse them, conducting the analyses and discussing the results.

Ruter has adopted a target for changing to renewable energy on buses by 2025. Electrical propulsion is expected to be dominant in the future and Ruter is now laying the basis for the electrification of buses. The school's gross area is 6 700 m², as well as development of the accompanying outdoor areas.

Halden municipality would like to be a leader as regards low energy and the use of wooden materials. The school shall fulfil the current requirements in TEK 10, as well as ensure a low energy standard in accordance with NS 3701.

Lyse Elnett AS shall now hold a competition for framework agreements for excavation services.

The framework agreements apply for the excavation of ditches and the laying of cables and pipelines for the companies in the Lyse group, for the development, maintenance and troubleshooting of infrastructure. The assignments will be in the Lyse companies' supply area in Nord-Jæren. The main user of the contracts will be Lyse Elnett, but other Lyse companies shall also be able to make call-offs on the contracts. The size of the assignments will vary, troubleshooting and minor assignments that require a short response time will have direct call-offs on the framework agreement. Major assignments will be awarded after mini-competitions have been held.

The European Commission has put forward a proposal for a new renewable energy directive for the period 2021-2030. The proposal includes sustainability criteria for all types bioenergy regardless of end use.

The purpose of the project is to provide analyses of some key components in the proposed EU policy for bioenergy sustainability (30.11.2016) in order to facilitate national processes and a mutual understanding of the consequences of the proposed policy to Nordic countries.

The study will explore the implications of the proposed EU sustainability policy in the Nordic countries in order to facilitate national and EU processes.

The project includes the demolition of 2 pavilions, parts of the central building and the existing transformer station.

The central building shall be completely renovated. The renovation works include both internal areas, as well as facades and roofs. The completed building shall be in accordance with energy class B. Approx. 3 570 m2.

2 new school buildings and 1 new gymnasium building shall be constructed. These buildings shall be delivered as passive buildings. Approx. 7 480 m2.

A new Transformer station shall be constructed on a different location of the site.

The outdoor areas shall be upgraded and the existing artificial grass field shall be demolished/relocated to a different location on the site.

A pavement connected to the school site shall also be constructed in Haraldsvei. The pavement is situated at the property of the Agency for Urban Development.

The engineering design group has prepared a sketch and preliminary project with the accompanying tender documentation.

The users have participated in the project throughout the preliminary project phase.

The engineering design group shall be transported to the turnkey contractor in accordance with the contract with the builder.

PGL can also be transported if required.

The detailed engineering design services will start when the turnkey contractor has been contracted.

Turnkey contractors shall include all costs in their tender for the complete engineering design services and shall bear the responsibility and risk that the prices will cover all the necessary engineering design services.

The turnkey contractor will be responsible for the detailed engineering design services for and the construction of the school, including outdoor work, in accordance with the function description, concept notes and drawings, as they appear in the tender documentation. The turnkey contractor will be responsible for compliance with the current laws, rules and regulations for all work in the contract. The turnkey contractor will also be responsible for ensuring that all those under their contract comply with these requirements, both during the engineering design services and the execution.

The tender price shall be complete.

However, tenderers who are able to substantiate network latency better then 4 ms on lines for the operation centre to the centre of Bergen, and up to 200 km from the centre of Bergen, are invited to dialogue meetings.

The offered area shall be minimum 50 m2 with option for an extension with up to 100 %.
