The geoexchange energy system is designed as a balanced energy storage where the outlet of heating and supply of surplus energy is almost identical. In stage 1, the system will require approx. 70 geoexchange wells with a depth of 250 metres (efficient drilling metres). The number of wells can be reduced by drilling each well deeper into the ground.

Investment in an Energy management system (EOS) for the Norwegian National Rail Administration, henceforth abbreviated and referred to as JBV. The Energy management system, henceforth referred to as EOS, shall provide the users a clear, updated and reliable information, notify abnormal operational conditions, contribute to an increased consciousness about the actual energy consumption and facilitate analyses of the energy consumption.

Annually JBV uses approx. 110 GWh electricity for operation of infrastructure and own buildings, and approx. 2,5 GWh fossil fuel for heating buildings. JBV's action plan for energy efficiency in the period 2014-2017 gives guidelines for prioritising measures and funds during the period. JBV has since 2003 worked with energy efficiency and is now implementing the 4th energy efficiency project in cooperation with Enova. The following installations/buildings/facilities represent the largest consumptions of energy in JBV:

— Points heaters,

— Lighting,

— Ice melting systems on platforms/stairs,

— Technical systems/railway signalling plants,

— Building,

i. Stations,

ii. Train workshop halls,

iii. Engine sheds,

iv. Rooms for station controllers,

v. Electrical installation technical buildings,

vi. Other buildings.

At present JBV has 2 100 electricity meters, of which approx. 750 meters are measured every hour. These are electricity meters and they represent more than 80 % of the electricity consumption for The Norwegian National Rail Administration. All hourly measured electricity meters belonging to JBV shall in this project be registered in an energy management system with automatic transmission of consumer data on hourly basis. The data shall be collected from the Norwegian National Rail Administration Energy's settlement system, Elwin/Frost. The Norwegian National Rail Administration Energy is JBV's own energy company. 4 locations have already installed purpose divided measuring with individual meters. The hourly registrations from these meters shall also be collected from the energy management system and necessary equipment in order achieve this based on GPRS communication must be included. JBV will be in charge of installation and connection based on a circuit diagram from the supplier of the Energy Management System. Any configuration of the equipment shall be made by the supplier of the Energy Management System. The meters are manufactured by Scandinavian electric and have pulse output. The current meter structure is a mixture of various consumer groups.

The Norwegian Defence Estates Agency invites suppliers to submit tenders in a negotiated procedure with pre-qualification for the procurement of environmentally friendly energy and it is now inviting private actors to a cooperation for heating and cooling the Norwegian Defence Estates Agency's new and existing buildings and sites at Ørland air station. The Norwegian Defence Estates Agency is announcing energy services as this will provide cost efficient solutions, and efficient energy production operation. If the Norwegian Defence Estates Agency decides that constructing and running the energy services themselves will, in total, be more favourable than procuring from an external supplier, this will be preferred. Furthermore, it is a prerequisite that the granting authority approves the procurement of the energy services.

ROAF, hereafter called the contracting authority, shall establish delivery contracts for electrical energy with 1 energy supplier. The energy supplier shall see to the contracting authority's total need for electrical energy. The contracting authority would like to obtain price offers for the delivery of electrical energy to all sites that the company is responsible for. The sites are located in different places in the owner municipalities. The aim of this competition is to make it possible for the contracting authority to achieve competitive prices in the coming years and so that the supplier facilitates the delivery of the physical electrical energy that the contracting authority needs at any one time. The contracting authority expects to be treated as a major customer. The price of the delivery shall be calculated against the joint nordic energy exchange Nord Pool's daily area price out to the contracting authority's geographical location. The contracting authority would only like tenders for spot price based on Nord Pool's spot market with invoicing in arrears. The total consumption of electrical energy for the sites that the contracting authority uses is estimated to a minimum of 2 GWh/annum. The consumption of electrical energy is based on historical figures in the period 2013 up to and including September 2014. The stated volume is only a guideline and is not binding for the contracting authority. The amount is subject to changes in the real need and the number of stated measuring points. The supplier shall coordinate any change of supplier connected to the establishment of the contract. It is a prerequisite for the contracting authority that the supplier ensures that relevant information flow and key data is continually maintained, updated and properly stored at the supplier, and is available via a web portal. The supplier requirements are described in annex 1: ‘Specifications’ The annum need for electrical energy is calculated to approx. 2 GWh. The volume is subject to change, both up and down. The contracting authority currently has supplier contracts for electrical energy without being locked for a fixed period. The estimated volume in this procurement is meant to be used for evaluating the tenders. The contracting authority will choose 1 supplier for the entire delivery. The contract will start January 2015 and the contract period will be 2 years. In addition to the stated contract period there will be an option for 1+1 year. The contract shall not be locked for a fixed period. Standard energy delivery contract prepared by the Conumer Ombudsman and Energi Norge will form the basis for this delivery — Annex 4 ‘Standard energy delivery contract’.

Kristiansand Eiendom has a great focus on energy efficiency (Enøk), energy management and energy efficient buildings and operations

The results have been very promising and Kristiansand Eiendom is a leading capacity on this field in Norway.

Kristiansand Eiendom is the first municipality in Norway that is ISO 50001 certified for energy management.

Kristiansand Eiendom is responsible for approx. 360 000 m2 building area, divided into approx 125 purpose-built buildings. All these buildings are included in Kristiansand Eiendom's energy management system

The Contracting Authority requests tenders for energy management services for a contract period of 2 years + option for 1+1 year extension. The assignment manager's office will be situated in the Municipality's town hall and the manager shall work closely with Kristiansand Eiendom employees.

The contracting authority is free to reject all tenders if the price and/or quality does not meet our requirements.
