The GovernmentofMozambique has receivedfinancing from the World Bank toward the cost of the Miningand Gas Technical Assistance Project (MAGTAP), and intends to apply part of the proceeds forconsulting services.
The consulting services ("the Services") include:(i) Review the most up-to-date data available on risk, considering offshoreE&P, shipping and upstream activities; (ii)Review Mozambique oil spill programs, including the National Contingency Planand action plan(s), to determine their responsive involvements and potentialgaps; (iii) Review the six elements of preparedness(Legislation, Planning, Equipment, Training, exercises, and Forces forimplementation) in four provinces of Mozambique: Maputo, Sofala, Nampula andCabo Delgado; (iv) Undertake the duties of Stakeholder mapping and communicationto determine entities that are either relevant or will potentially beaffectedwithin the scope of the objective; and (v) Consultation to all relevant stakeholders,including the public sector, through workshop in Maputo or Cabo Delgado provinces.
The Ministry of MineralResources and Energy now invites eligibleconsulting firms ("Consultants") to indicate their interest in providing theServices. Interested Consultants should provide information demonstrating thatthey have the required qualifications and relevant experience to perform theServices. The shortlisting criteria are:(i) experience in assessment of oil spill risk from upstream oil, gasand shipping activities and identification of gaps; (ii) experience in developingoil spill preparedness contingency plans and high level implementation cost; and(iii) international and regional experience in oil shipping and spillpreparedness.
The attention of interestedConsultants is drawn to paragraph 1.9 of the World Bank's Guidelines:Selection and Employment of Consultants under IBRD Loans and IDA Credits &Grants by World Bank Borrowers, January 2011 ("Consultant Guidelines"), setting forth the WorldBank's policy on conflict of interest.
Consultants may associate with otherfirms in the form of a joint venture or a sub consultancy to enhance theirqualifications. When expressing interest in association, consultants areencouraged to state the form of association.
A Consultant will be selected in accordance with the Quality and Costbased Selection (QCBS) method set out in the Consultant Guidelines.
