Mauritius is heavily reliant on fossil fuels to power its economy. The Government of Mauritius (GoM) has prepared an Action Plan for the Energy Strategy 2011 - 2025 for the energy sector so as to address the sustained increase in energy prices and GHG emissions. The GoM recognizes energy efficiency and energy conservation as proven means to deal with the energy and environmental challenges lying ahead, so as to be able to promote sustainable development. In line with the strategy of the Government of Mauritius(GoM), the UNDP-supported, GEF-financed project on ‘Removal of Barriers to Energy Efficiency and Energy Conservation in Buildings’ is being implemented with the overall goal to sustainably reduce greenhouse gas emissions. This project intends to overcome barriers to energy efficiency and energy conservation in buildings, and to reinforce the development of a market approach for improving energy efficiency in both existing and future new buildings. The main achievements of the project up to now are as follows: an Energy Efficiency Act; setting up of an Energy Efficiency Management Office under the aegis of the Ministry of Energy & Public Utilities; a Building Control Act; development of an energy audit software tool MBEAT; drafting of an Energy Efficiency Building Code and Energy Efficiency Building Regulations. The Ministry of Energy and Public Utilities (Energy Efficiency Management Office) now intends to hire a suitable team of Consultants to assist the EEMO in Energy Audit Management and to develop an Energy Efficiency Building Code Compliance Scheme. UNDP Mauritius will be the agency responsible for overseeing the effective and timely completion of the project. This assignment is being financed with a grant received by the GoM from AOSIS/SIDSDOCK, with the assistance of UNDP. The main beneficiaries of this project are the Energy Efficiency Management Office (EEMO) and the Ministry of Public Infrastructure, National Development Unit, Land Transport and Shipping (MPI, NDU, LT&S). The TOR comprises of two lots as follows: Lot 1 - Consultancy services to assist the Energy Efficiency Management Office in Energy Audit Management; and, Lot 2 - Consultancy services to develop an Energy Efficiency Building Code Compliance Scheme The bidders should take into consideration that the two softwares under Lot 1 and Lot 2 are inter-related and the successful bidder/s should ensure that the softwares are consistent. Bidders should submit proposals for each Lot separately. A Combined Scoring Method, using the 70%-30% distribution for technical and financial proposals for each Lot would be applied. The technical evaluation for Lot 1 would be carried out as per table 2 and that for Lot 2 would be carried out as per table 3.  In order to determine the lowest priced offer for Financial evaluation purposes for Lot 1, the proposals containing either option 1 or option 2 for the Software Development in section 2.2.2 would be put on an equal footing by using the formula provided in Table 4.  Based on the technical and financial evaluations, contracts for each of Lot 1 and Lot 2 may be awarded to two different bidders. 22 additional supporting documents related to this RFP are accessible on the Country Office Website on  http://www.mu.undp.org/content/mauritius_and_seychelles/en/home/operations/procurement/

Country of project : Mauritius Funding source: AOSIS/SIDS-Dock Project:  Removal of Barriers to Energy Efficiency and Energy Conservation in Buildings and in Industry Background In line with the strategy of the Government of Mauritius, the UNDP supported and GEF financed project entitled “Removal of Barriers to Energy Efficiency and Energy Conservation in Buildings” was implemented with the overall goal to sustainably reduce greenhouse gas emissions. This project intended to overcome barriers to energy efficiency and energy conservation in buildings, and to reinforce the development of a market approach for improving energy efficiency in both existing and future new buildings.  The main achievements of the project are the setting up of an Energy Efficiency Management Office (EEMO); drafting and enactment of an Energy Efficiency Bill; drafting and enactment of a Building Control Bill; drafting of an Energy Audit Management Scheme (EAMS) for the energy auditing of existing non-residential buildings; development of a Software (MBEAT) for use as a tool for the energy auditing of existing non-residential buildings; and, drafting of the Energy Efficiency Building Code and the Energy Efficiency Building Regulations for the Republic of Mauritius. The Energy Efficiency Bill has been enacted in March 2011, and enactment of the Building Control Bill was done in June 2012. The Building Control Act and the Energy Efficiency Act will regulate the design and construction of buildings to incorporate energy efficiency and energy conservation measures, as well as indoor air quality and comfort standards, for different types and categories of buildings. The EAMS should now be set up and operationalised by the EEMO within the legislative framework of the Energy Efficiency Act. The follow up to this project is the SIDS-Dock project. It is intended to continue to overcome barriers to energy efficiency in buildings and address those in industries and to stimulate the market for energy efficiency in non-residential buildings. In setting out to do so, the project activities will ensure that energy is used cost effectively and rationally throughout the island. The project will allow for the completion and reinforcement of the ongoing initiatives under the GEF/UNDP project to tackle market barriers in energy efficiency in the non-residential buildings, and will be extended to the industrial sector as well. The UNDP intends to recruit a suitable team of Consultants to assist the Ministry of Energy and Public Utilities (MEPU) in the operationalisation of the Energy Efficiency Management Office in line with the provisions of the Energy Efficiency Act and Building Control Act and to strengthen local capacity in the field of Energy Efficiency. REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) MAURITIUS Technical Assistance and Capacity Building for Dam Development Water Sector Financing Agreement reference: 5500155007601 Project ID No.: P-MU-EAZ-001 The Government of Mauritius/Ministry of Energy and Public Utilities has received financing from the African Development Bank toward the cost of the Technical Assistance and Capacity Building for Dam Development, and intends to apply the agreed amount for this grant to payments under the contract for the appointment of an International Independent Panel of Experts for Technical Assistance and Capacity Building for Dam Development. The Government of Mauritius/Ministry of Energy and Public Utilities intends to hire the services of an International Independent Panel of Experts (hereinafter referred to as the ‘Panel’) on an “as and when required basis” to provide expert services and advice on dam development, including dam design and construction under a proposed Middle Income Country grant provided by the African Development Bank over a period of 24 months from the date of commencement of services, tentatively scheduled for mid of 2015. The EOI is expected to lead to a call by the Ministry of Energy and Public Utilities (MEPU) for a request to quote for the said Expert Services from those experts who would be shortlisted. Selection of the experts will be made by the MEPU on an individual basis. The composition of the Independent Panel of Experts is as follows: (i) One Dam Design and Construction Expert (Team Leader) (ii) One Engineering Geology/Geotechnical Expert (iii) One Hydrologist (iv) One Environmental and Social Safeguard Expert The services included under this project are mainly that the Experts on the Panel shall be expected to perform the following activities: (i) Riviere des Anguilles Dam:  review existing feasibility study report;  review and advise on the Terms of Reference of the design consultancy;  review and advise on reports submitted by the Consultant including Inception, Geotechnical and Hydrological reports on dam design; and  review and advise on prequalification and bidding documents prepared by the Consultant. (ii) La Ferme Dam:  review existing feasibility study and design reports; and  review and advise on prequalification and bidding documents prepared by the Consultant. (iii) Bagatelle Dam:  provide technical advisory services during construction works, as and when required; and  advise on claims submitted by the Contractor. Project Description and Objectives

In 2011, the Global Environment Facility (GEF) funded project entitled ”Removal of Barriers to Solar PV Power Generation in Mauritius, Rodrigues and Outer Islands” was signed between the Government of Mauritius, Ministry of Energy and Public Utilities (MEPU), the Ministry of Finance and Economic Development and UNDP Mauritius with the support of GEF.

As detailed in the UNDP project document referenced PIMS 4333, the objective of the above-mentioned project “is to accelerate sustainable on-grid PV electricity generation in Mauritius by leveraging $ 17.5 million in private sector investment over its four-year implementation period. This, in turn, is expected to generate direct global benefits of almost 13,295 tons of CO2 over the same period and almost 5,318 tons CO2/yr thereafter in avoided greenhouse gas (GHG) emissions. The project will do this by introducing a conducive regulatory framework that will facilitate private sector participation in supplying the national grid with PV-generated electricity at market-determined prices and assist the Government in closing private sector funded PV investments. It is envisaged that this project will enable Mauritius to meet (and maybe even surpass) its target of 2% of electricity generation from on-grid PV by 2025, as established in its ‘Long Term Energy Strategy 2009-2025’.

This assignment is carried out under the ambit of Components 1 and 2 of the project document which include the formulation of a streamlined and comprehensive market-oriented energy policy,  a review of the Small Scale Distributed Generation Scheme and sustainable financing mechanisms to attract private sector investors.

Aim of the Consultancy Services

In a nutshell, the aim of this consultancy services is to lay down the foundation of a new economic subsector in the main Energy Sector in the Republic of Mauritius. In accordance with the scope of the consultancy services being sought, the outcomes of each task shall ultimately be harmonised to form part of a holistic framework that will interlink all the key elements of the new economic subsector.

For this consultancy services, the Consultant shall carry out six main tasks. These are as follows:
