Developing Energy Efficiency Standards and Labelling for Morocco

Project Description:
Industry and Tertiary sectors represent 30% of total energy consumption in Morocco (2013). Given the significant and rising cost associated with this energy use, it is critical that Morocco encourages investments in energy efficiency in these sectors. An analysis of the efficiency of the energy systems in use in Morocco shows that considerable progress is required to reach the level of energy efficiency observed in OECD countries.

In response to this challenge, the European Bank for Reconstruction and Development (the 'EBRD' or the 'Bank') has launched two instruments to support energy efficiency: MorSEFF, a dedicated credit line for energy efficiency and FINTECC, a facility for promoting climate technologies.

Following experience in other countries such instruments such as MorSEFF and FINTECC are made much more effective if complemented with government-established minimum energy efficiency performance standards and labels.

Experience in many countries has shown that energy efficiency standards & labelling (S&L) is one of the most effective policy instruments to support energy efficiency investment. Energy efficiency S&L are sets of procedures and regulations that prescribe minimum performance for manufactured products and require labels to indicate the products' performance for energy use. Energy efficiency S&L will help phase out environmentally harmful products and incentivise energy efficient technology. These technologies are important because they account for around 60% of the Energy Efficiency (EE) potentials in Morocco.

Assignment Description:
The Bank now intends to engage a consulting firm or group of firms (the 'Consultant') to support Morocco's National Agency for the Development of Renewable Energy and Energy Efficiency (the 'Client') establish best practice EE S&L policies and regulations in Morocco (the 'Assignment') in a manner that is fully aligned with, and complements, the MorSEFF and FINTECC.

The expected outcome of the Assignment is to support Morocco to transform its markets for energy efficient technology through designing and implementing best practice energy efficiency S&L policies, standards, regulations and programmes.

The contracting entity will be the Bank.

The selected Consultant is expected to provide the following services:

1. Selection of four priority equipment types
This task will involve the selection of four priority equipment types based on a range of considerations, including:
a) an analysis of the main energy-related equipment types used in Morocco;
b) an estimate of the total annual energy use of the main energy-related equipment types in Morocco;
c) an estimate and ranking of the energy saving potential of the main energy-related equipment types in Morocco;
d) the appropriateness of selecting this equipment in light of the coverage by EBRD's MorSEFF and FINTECC.

2. Energy efficiency standards legislation
Provide assistance to the Client with drafting any necessary legislative amendments required for minimum energy performance standards to be effective for the four priority equipment types and to ensure the legislation is consistent with international best practice and, where appropriate, the MorSEFF and FINTECC.

3. Technical energy performance standards
Provide support to the Client to draft the regulations establishing the technical resource performance standards for the four priority equipment types as well as standards for the necessary testing regimes to ensure compliance.

4. Labelling legislation and regulations
Assist the Client to draft any necessary legislative/regulatory amendments and/or instruments to implement best-practice energy efficiency labelling for the four priority equipment types in Morocco.

5. Monitoring, verification and enforcement protocols
Support the Client to design an appropriate monitoring, verification and enforcement protocol for Morocco for the four priority equipment types.

6. Capacity building and Global awareness raising
Organise up to 5 half-day workshops aimed at raising the awareness of the importance of energy efficiency standards and labelling. The consultant will also be required to provide support to the Client to elaborate/develop guides or communication support/flyers on main EE equipment/process or experience/good practices in industry.

Status of Selection Process:
Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration:
The Assignment is expected to start in June 2016 and has an estimated overall duration of 24 months.

Cost Estimate for the Assignment:
USD 445,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant, and the specific needs of the Bank and/or the Client, the Assignment may be extended beyond the current scope.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source:
It is expected that the Assignment will be funded by Korean – Technical Assistance and Cooperation Fund. Please note selection and contracting will be subject to the availability of funding.

There are no eligibility restrictions.

Consultant Profile:
Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to

1. The successful implementation of energy efficiency S&L industry projects of a comparable nature, scale and complexity to this Assignment;
2. The provision of support to public administrations in the development and implementation of energy efficiency policy recommendations across any sectors, including assisting with development of primary and secondary legislation;
3. Assistance to countries with development and implementing monitoring, verification and enforcement for energy efficiency policies and delivering related capacity building training; and
4. Energy efficiency projects in Morocco or other countries with comparable conditions.

The Consultant's Expert Team is expected to include key experts as follows:

(a) 1 x Team Leader with
- Preferably 10 years or more of previous professional experience in leading the implementation of policy energy efficiency S&L industry projects;
- strong project management skills;
- strong knowledge of cultures in Morocco or other countries with comparable conditions; and
- language skills (fluent spoken and written English, French and Arabic would be considered an advantage).

(b) Senior International Legal/Policy Experts with
- Preferably 10 years or more of previous professional experience in energy efficiency policies; and
- language skills (fluent spoken and written English, French and Arabic would be considered an advantage).

(c) Senior International Economists with
- Preferably 10 years or more of previous professional experience in energy efficiency policies; and
- language skills (fluent spoken and written English, French and Arabic would be considered an advantage).

(d) 1 x Senior International Energy Efficiency S&L Policy Expert with
- Preferably 10 years or more of previous professional experience in energy efficiency S&L policy development and implementation in industry; and
- language skills (fluent spoken and written English, French and Arabic would be considered an advantage).

(e) 1 x Local Technical Economist Expert with
- Preferably 5 years or more of previous professional experience relating to energy efficiency in Morocco; and
- language skills (fluent spoken and written English and French would be considered an advantage).

(f) Local Technical Energy Efficiency Experts with
- Preferably 5 years or more of previous professional experience in the development and implementation of energy efficiency policies/projects in industry in Morocco; and
- language skills (fluent spoken and written English and French would be considered an advantage).

(g) 1 x Local Energy Efficiency Policy Expert with
- Preferably 5 years or more of previous professional experience in the development and implementation of energy efficiency policies/projects in industry in Morocco; and
- language skills (fluent spoken and written English and French would be considered an advantage).

In order to determine the capability and experience of Consultants seeking to be selected for this Assignment, the information submitted should include the following:

1. Company/group of firms' profile, organisation and staffing (max. 1-2 page);
2. Details of previous project experience or similar assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives (max 3 pages);
3. Summaries of CVs of key experts who could carry out the Assignment outlining qualifications, experience in similar assignments, particularly preferably undertaken in the previous ten years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), experts months provided, assignment budget, main activities, objectives (max 5 pages);
4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:
