Construct an 18-foot by 24-foot pre-manufactured communication building, with reinforced concrete foundation and floor slab, insulation and finishes, hollow metal doors and frames, overhead cable ladder, single-ply membrane roofing, HVAC, and electrical systems. Install a new Government-furnished generator set and automatic transfer switch (ATS); providing the new generator pad, new piping, new LPG container pad, new 500-gallon propane tank, and regulator enclosure. Install new meter and buried conduit/cable. Co-ordinate with the local electrical company for permanent electrical power. Install a Government-furnished 100-foot communication tower, antenna mounts, and waveguide bridge; providing foundations for communication tower, and waveguide bridge. Sitework includes trenching, grading, a grounding system for the new communications building and tower, replacement of the existing LPG system, buried utilities, and other items. LPG undertakes this mission through a systems approach, integrating genetics with multiple high-throughput molecular characterizations enabled through bioinformatics. LPG's systems strategy utilizes experimental design and analytic approaches that result in reduced data complexity which allows identification of amplified relative signal to noise ratios, making it feasible to extract insights from the complex adaptive system that underpins cancer etiology. In order to validate and extend these findings, the LPG will be carrying out whole genome sequencing - both at the DNA and RNA levels. In order to accomplish this goal and continue ongoing research, the LPG seeks to purchase a SOLiDTM EZ BeadTM System to enable execution of the experiments that are critical for our ongoing research projects at LPG. This bead system will allow LPG to carry out automated preparation (library construction, bead preparation, and bead amplification) for the next generation sequencing experiments with the current staffing resources. LPG requires that this bead preparation system be compatible with the existing SOLiD NextGen Sequencing instrument currently in the laboratory. The contractor shall provide one SOLiD EZ Bead System (4448417) which includes: EZ Bead Emulsifier (4448419), EZ Bead Amplifier (4448418), and EZ Bead Enricher (4448420. The Government also has six, 30 gallon tanks which are used to operate fork lifts at the facility, which would also need fuel service. The estimated delivery of propane is required by every second and fourth week of the month. The Government contemplates award of a Firm Fixed Price Purchase Order with Economic Price Adjustment resulting from this solicitation. If funds are available the Government could increase the quantity for the base period accordingly. All interested vendors must provide pricing in a per unit basis. ICE will conduct a streamlined evaluation of the quotations submitted in response to this request for quotations. The overall mission of the Laboratory of Population Genetics (LPG) is to gain a better understanding of the genetic etiology of cancer and its related phenotypes. The LPG undertakes this mission through a systems approach, integrating genetics with multiple high-throughput molecular characterizations enabled through informatics. The LPG's systems strategy utilizes experimental design and analytic approaches that result in reduced complexity. Reduced complexity amplifies signal relative to noise, making it feasible to extract insights from the complex adaptive system that underpins cancer etiology. The genetic basis of cancer is unquestionably complex. It is a disease of altered genes, manifested at the cellular level. It generates and requires systemic changes in the individual. Factors affecting individuals define susceptibility at the population level. To effectively treat and prevent the disease, insight must be gained and integrated from each of these dimensions. The LPG synergistically employs common strategies to achieve its mission. Using Affymetrix gene chip methodologies, the Buetow Laboratory has determined that aberrant gene regulation may be important in the etiology of hepatocellular carcinoma (HCC). The Laboratory of Population Genetics, of the Center for Cancer Research, of the NCI requires the use of the Affymetrix exon and microRNA chips to continue its ongoing studies to better understand gene dysregulation in the etiology of hepatocellular carcinoma. The purchase of these reagents will enable the LPG to further validate and extend its findings on how gene dysregulation contributes to the etiology of hepatocellular carcinoma. Affymetrix is the only known source for these proprietary reagents which are required to continue the LPG's studies. This is not a solicitation for competitive quotations.
