The main objectives under these consulting services on energy audit, Design Estimates Documentation (DED) development, designer supervision andcommissioning of energy efficiency renovation of 19 public buildings (schools, kindergartens) include detailed energy audits ofselected subproject sites and renovation proposals on energyefficiency of public buildings and renovation of existing systems,detailed engineering designs and technical specifications of approved renovation proposals, and designer supervision andcommissioning of subprojects. "Electricity and Energy Efficiency DevelopmentInstitute (Kazakhenergoexpertiza)" JSC invites eligiblecompanies to indicate their interest in providing consulting services on energy audit, Design Estimates Documentation (DED) development, designer supervision andcommissioning of energy efficiency renovation of 19 public buildings (schools, kindergartens): in ?tyrau (2), Mangystau (4), Karaganda (5), Kyzylorda (1), Pavlodar (5), East-Kazakhstan oblasts (2). Interested companies should provideinformation demonstrating that they have the required qualifications and relevant experience to provide these services. The short-listing criteria are: - Legal entity with experience in the development of technical specificationsand DED for buildings and structures; in designer supervision of construction works as well as experience of at least 2 years inenergy audit; - Availability of qualified personnelwith experience in DEDdevelopment for buildings and structures, designing of electricity and water supply, heating and ventilation systems; experts fordesigner supervision, experts of at least 2 years' experience in the field of energy audit. Though the below is NOT acondition for shortlisting, itwill definitely be a condition for contract award. The scopeof work for this assignment includes: Task 1 ? Inception Mission and initialconsultants with stakeholders The Consultant will review existing material to gain an in-depthunderstanding of the local context for EE in Kazakhstan. As part of this task, the Consultant will also conduct an inceptionmission to meet with key stakeholdersand collect data/relevant information. Task 2 ? In-depth assessment of key issues relevant for establishing an EE Fund As part of this task, the Consultant is expected toconduct an in-depth assessment of the technical, financial, economic, organizational, policy and legislative/regulatory frameworkrelevant forthe establishing and designing the EE fund that serves the needs to its target markets. The findings and results ofthis task are expected to help the Consultant identify the key local market considerations and barriers to take into account whendesigning and implementing an EE Fund in Kazakhstan. Task 3 ? Develop and design EE Fund for the public and industrial sectors. Based on the outcomes of the stakeholder consultationsand the decision of the MID (Ministry for Investments and Development) /EEDI, the Consultant is expected to provide specificrecommendations on the design of the EE Fund, including: Task 3.1 ? Specific options/recommendations for structuringthe EE Fund; Task 3.2 ? Organizational structure of the EE Fund; Task 3.3 ?Legal and operational documents for the selected financing mechanisms.
