The objective of this Request for Tenders (‘RFT’) is to appoint a panel of service providers, under 3 Lots, to deliver energy management training courses and other communications supports commencing in 2017 over a maximum of a 3 year period. Specific services required are to deliver energy management training and communications supports for SMEs, large industry, the public sector and other related training courses– www.seai.ie/business_training/

Specific details of courses are outlined in the RFT.

This will result in the appointment of a panel of experts to provide technical support for 3 categories or ‘Lots’ as follows:

Lot 1 — EMAP, Small Business and ISO 50001 tasters, Energy Efficient Design.

Lot 2 — Measurement and Verification (M&V), Monitoring and Targeting (M&T), Basics of Energy Auditing.

Lot 3 — Other Communications Supports, including awareness training and delivery programmes.

These courses are largely based on the ISO 50001 energy management standard and will be useful for organisations looking to strengthen existing energy management system or seeking full ISO 50001 certification.

SEAI would expect to appoint 5 service providers to deliver 180 days training in Lot 1.

These short courses would provide participants with insights into auditing and commonly used performance analysis techniques.

SEAI would expect to appoint four service providers to deliver up to 70 days training to Lot 2.

The development and delivery of guides and studies and raising awareness are an important element of SEAIs work to share knowledge and demonstrate best practice to the wider business and public sectors.

SEAI would expect to appoint three service providers to provide up to 50 days in Lot 3.

The ESB group has a strategic objective to develop wind farms in the UK and Ireland. Within the ESB group, ESB Wind Development Ltd (ESB WD) has been given the responsibility to develop wind farms. ESB International (ESBI) provide project management and engineering services to ESB WD. As a result of this development strategy, ESBI has a requirement for wind energy consultancy services. It is ESBI's intention to appoint consultants to a framework agreement to provide expert wind consultancy services for a 3 year term with an option to extend for a further 1 year subject to satisfactory performance and agreement between both parties. The proposed time scale for the works is expected to be on an intermittent basis as determined by project requirements and workload. The scope of work which is referred to as ‘Wind Energy Consultancy Services’ will cover the following to provide specialist wind energy consultancy services alongside other services provided separately during the planning, development, construction and operational stages of wind farm projects. It is imperative that the consultant can provide expert advice and guidance at all stages. The objective of this TPQ is to establish a list of suitable Candidates with the required capability to participate in a tendering competition for inclusion in a multi-supplier framework for the supply of Wind Energy Consultancy Services. ESB will evaluate submissions in relation to the stated candidate selection criteria to establish a list of suitable candidates to participate in the tendering competition. This TPQ constitutes a formal part of the ESB competition for the Wind Energy Consultancy Framework as advertised in the supplement to the Official Journal of the European Union. A short listing of selected Candidates who are successful at the pre qualification stage will be invited to participate in a tendering process to be operated under the negotiated procedure. Depending on the quality of pre qualification submissions received, ESB intend to invite up to 6 candidates to participate in the tendering competition for inclusion in the multi-supplier framework.

Dublin City Council is interested in exploring energy conservation measures for 3 leisure centres by way of an Energy Performance Contract (EPC). EPC is the provision of energy services with a guaranteed outcome. This means that the successful candidate will provide Dublin City Council with a contractual guarantee of achieved savings and return on investment. For the purposes of this contract, Dublin City Council proposes to enter into a competitive dialogue procurement process (for which candidates must pre-qualify). Dublin City Council is seeking to identify the most appropriate energy conservation measures for all 3 buildings in question that will secure guaranteed improved energy performance outcomes. The energy conservation measures will be implemented by means of an EPC for which the candidate will provide an energy performance guarantee to Dublin City Council. The performance of the implemented energy conservation measures will be verified by a recognised Measurement and Verification methodology (such as IPMVP).
