Invitation for Bids 1. The Republic of Uzbekistan has received a loan from the Asian Development Bank (ADB) towards the cost of Takhiatash Power Plant Efficiency Improvement Project. Part of this loan will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB. This Contract will be jointly financed by Asian Development Bank and Uzbekistan Fund for Reconstruction and Development (UFRD). The eligibility rules and procedures of ADB will govern the bidding process. 2. JSC “Takhiatash TPP” of Joint Stock Company (JSC) Uzbekenergo (the Employer) invites sealed bids from eligible bidders for the construction and completion of “Construction of two combined cycle gas turbine units with the capacity of 230-280 MW at Takhiatash TPP” (the Facilities). International competitive bidding will be conducted in accordance with ADB's "Two-Stage" Bidding Procedure and is open to all Bidders from eligible countries as described in the Bidding Documents. 3. Qualification requirements include: i. All pending litigation shall be treated as resolved against the Bidder and so shall in total not represent more than fifty (50) percent of the Bidder’s net worth. ii. The Bidder must have average annual turnover of US$200 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (calendar year 2012, 2013 and 2014). In case of a JV, one partner must have an average annual turnover of USD80 million and each partner must have an average annual turnover of US$50 million, within the last three (3) years and all partners combined are required to meet the aggregate average annual turnover requirement. iii. The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the cash flow requirement of US$48 million, and (ii) the overall cash flow requirements for this contract and its current works commitment. The Bidder must meet the following key experience requirement: (i) satisfactory service of proposed model gas turbine generators in at least three (3) different projects over a minimum period of five (5) years (ii) successfully completed the construction of at least two (2) combined cycle power plant of a minimum of 300 MW during the last ten (10) years as EPC Main Contractor. The bidder shall have (i) a minimum average annual construction turnover of US$ 130,000,000 within the last three (3) years; and (ii) as a minimum, the bidder’s net worth should be positive; ii. The bidder must demonstrate access to, or availability of, financial sources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet a cash-flow requirement of US$ 21,700,000 plus bidder’s cumulative financial resources for current contract commitments for two months. The bidder must have specific construction experience by participating as contractor, management contractor, or subcontractor, in at least one (1) contract within the last five (5) years, with a value of at least US$ 140 Million that has been successfully or is substantially completed and that are similar to the proposed works. ii. Within the last five (5) years, the bidder must have a minimum quantity of construction experience for public roads in any 1 year: (i) 1,000,000 m3 of earthworks, (ii) Cement concrete pavement placed – 200,000 m3 (M400/B30 or higher class) in any one year, (iii) 450,000 m3 of aggregate base course works, and (iv) construction of concrete bridges for public roads of at least 25 m length and a minimum of 8 bridges per year. (c) Pending Litigation: i. All pending litigation shall be treated as resolved against the Bidder and so shall in total not represent more than 50% of the Bidder’s net worth. 4.
