The Mining Infrastructure Investment Support Project now invites eligible consulting firms("Consultants") to indicate theirinterest in providing the Services. Consulting services ("the Services") shall conduct i) RegionalEnvironmental Assessment and ii) Detailed Environmental & Social Impact Assessment of a Coal-to-Synthetic Natural Gas (Coal toSNG) plant project. The proposed FS Project couldbe both technically and economically feasible, however it cannot be consideredfurther without taking into account environmental and socialimpacts. The assignment isexpected to commencein January 2016. Duration of the assignment is expected for 15 months(a total of 150 man months). This assignment requires very high qualifications, since it will be critical for determination of the overall projectimplementation strategy. Consultants may associate with other firms inthe form of a joint venture or a sub consultancy to enhance their qualifications. The short listing criteria for selecting the eligible consultants are:The firm or the leading firm/main consultant in case of associations must have experience inthe coal sector field of ESIA in the last 10 years. Interested Consultants should provide informationdemonstrating that they have the required qualifications and relevant experience to perform the Services. Tsetsii Wind Farm

EBRD and the Japan International Cooperation Agency (JICA) are working closely together to finance the 50 MW Tsetsii Wind Farm in Mongolia, located approximately 542 km to the south of Ulaanbaatar in the Gobi desert. Tsetsii Wind Farm Project is being developed together by the Mongolian Newcom Group and Japanese SB Energy Corp. The Project will have a positive benefit through the displacement of greenhouse gas emissions produced through coal-fired plants in Ulaanbaatar.

 

The Tsetsii Wind Farm project is expected to be completed in late 2017. A fundamental pre-requirement for the Project is, however the completion of the extension of the Tavantolgoi substation. This substation will connect the Tsetsii Wind Farm to grid of the Central Energy System of Mongolia.  

 

The National Power Transmission Grid Company (NPTG) owns and operates the substation and would be responsible for its extension. The NPTG intends to apply Japanese funds to bridge this funding gap and facilitate the connection and finally indirectly also the construction of Tsetsii Wind Farm.

 

The proposed project will require the procurement of the following goods, works and services:

 

  • Supply and Installation of Plant and Equipment for Extension of Tavantolgoi Substation including switchgear foundation as well as quality control and design

Tendering for the above Contract is expected to commence during Q3 2016

 

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
