General Procurement Notice The People'sRepublic of China has applied  financing in the amount of US$ 100 million equivalent from the World Bank toward the cost of theHebei Clean HeatingProject (the Project), and it intends to applypart of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The Project has the following twocomponents: Component 1:District Heating Subprojects. This component will finance the construction andrehabilitation of district heating facilities in the four project cities (four subprojects) with a total heating area of 38.7million m2, including 13.5 million m2 of new buildings. Each subproject is tailor fit to the needs of the participating city, butwill also have common features aiming to modernize operations and make them more efficient. It has four sub-components shown asbelow: Subproject 1.1. Chengde District Heating andEnergy Efficiency Subproject The subproject is located in the Shuangqiao (oldtown) district of Chengde, a city in northeast Hebei Province.  It will rehabilitatedistrict heating (DH) facilities that serve the existing DH area of about 12.3 million m2, and expand DH to additional 2.5 millionm2. The latter will include replacement of six small coal fired boilers that serve about 87,000 m2 of existing buildings, and some2.4 million m2 of new buildings. The main investments will comprise: (a) extension of a DH primary network by about 5km; (b)renovation of some 3 km of the primary network and 57 km of asecondary network; and (c) construction of 20 group substations, and114 BLS. The implementing entity is the Chengde Heating Group Company,Ltd., a state-owned enterprise that is the largest DH companyin Chengde. Subproject 1.2. Zhangjiakou District HeatingSubproject The subproject is located in Qiaodong District ofZhangjiakou, located in northwest Hebei Province. It will rehabilitate DH facilities that serve the existing DH area of about 3.5million m2, and expand DH to additional 5 million m2. The latter will include connection to DH ofabout 2.6 million m2 of existingbuildings that are currently served by 99 small coal fired boilers, and 2.4 million m2 of new buildings. The main investments willcomprise: (a) extension of a DH primary network by about 20 km; (b) construction of 58 group substations, and 17 BLS; (c)conversion of two coal-fired boilers (2x64 MW) to natural gas (2x70 MW) for peak load supply and backup capacity; (d) constructionofa pressure isolation station; and (e) installation of a Supervisory Control and Data Acquisition (SCADA) system. The implementingentity isthe Zhangjiakou Dongyuan Heating Company, a state-owned enterprise and subsidiary of the Qiaodong Urban Construction andInvestment Company. Dongyuan owns the 4x64MW coal-fired HOB plant, which will be partially converted togas. Subproject 1.3. Pingshan Xian (County) DistrictHeating and Energy Efficiency Subproject The subproject is located in the urban area ofPingshan County, about 30 km west of Shijiazhuang, the capital of Hebei Province. It will rehabilitate DH facilities that serve theexisting DH area of about 4.5 million m2, and expand DH to additional 3 million m2 of new buildings. The main investments willcomprise: (a) extension of the DH primarynetwork by about 6 km; (b) renovation of some 4 km of the primary network (c) installationof 27 group substations, and nine BLS, as well as rehabilitation/expansion of five group substations to eight group substations;(e) installation of heat meters for 1.9 million m2 of the residential heating area (including horizontal piping renovation), andabout 0.27 million m2 of public buildings (e.g. schools, government offices); (f) automatic control systems for 46 existingsubstations; and(g) installation of a SCADA and central monitoring and control systemfor the DH system. The implementing entity isthe Pingshan County Urban and Township Heating Co. Ltd. Heating Company, a state owned enterprise under the Pingshan MunicipalConstruction Bureau. Subproject 1.4. Xingtai Xian (County) IndustrialWaste Heat District Heating Subproject The subproject is located in the northwest urbanarea of Xingtai Ciounty, in southern Hebei Province. It is one of the most polluted cities counties in the Province. It willconstruct DH facilities to serve about 8 million m2, including some 2.3 million m2 of existing and about 5.7 million m2 of newbuildings. The subproject will use industrial waste heat from nearby industrial (coking) facilities. The project investments willbe split in two phases. Phase I is under implementation and comprise: construction of a waste heat water network of about 17 kmwithin the coking plant area and some 24 km of the primary DH network outside the plant to provide DH to an existing heating area.It is entirely financed from the counterpart funds, and therefore procured based on the Chinese procurement rules. However, all theproject relatedactivities of Phase I will need to comply with the Bank safeguards requirements. Phase II will include constructionof additional 28 km of the primary DH network, 130 group substations and 14 BLS, and installation of a SCADA system. Theimplementing entity is the RISUN Anneng Heating Company, Ltd, a new joint venture (JV) company, established for thisproject. Component2: Institutional Capacity Building and Project Management Support The component will finance technical assistance,training, workshops and study tours for the Hebei Project Management Office (HPMO) and the four heating companies, including: (a)project management support to the HPMO and the four heating companies; (b) capacity building support to the heating companies indistrict heating management, operation and maintenance, and World Bank project implementation procedures; (c)training, workshopsand study tours to exchange and learn about good practices in the DH sector; and (d) technical assistance activities totailor fitthe needs of project's companies. The project has the following fourcomponents: Component 1. Environmental Remediationand WaterManagement This component will remediate and preserve theoverall environment at the former JiuDa Mining Site through cleaning up, controlling pollution sources, improving the storm waterdrainage system, vegetation remediation and landscaping. It has three sub-components. Subcomponent 1.1. Environmental remediation:Environmental remediation and preservation of the JiuDa Mining Site, through the carrying out of, inter alia: (a) clean-up ofmining and waste dump sites, including environmental and landscape rehabilitation, and closed mine shafts reinforcement; (b)re-vegetation activities; and (c) development of a green path system with basic sanitation service facilities for recreationpurposes. Subcomponent 1.2. Water Stream Rehabilitation:Rehabilitation of the local water system for storm water drainage, rainwater harvesting and landscaping through the carrying outof, inter alia, rehabilitation of drainage channels, connecting streams,storage ponds, cross structures, and irrigationfacilities. Subcomponent 1.3. Datong Dumpsite Closure:  Closure of the Datong municipal waste dumpsitelocatedwithin the JiuDa Site, through the carrying out of, inter alia: (a) reshaping and final capping activities; (b) constructionof dump boundary dikes and vertical barrier walls; (c) construction of a leachate collection and treatment system; and (d)construction of a landfill gas collection and treatment system. Component 2. Infrastructure Improvement andSite Utilization This component has two sub-components,and willimprove the accessibility of the JiuDa Mining Site (Project Area/Site) and connection between the central district and the newShannan district with an emphasis on increasing non-motorized transport (including walking and biking). It is also intended toutilize the remediated site and local resources available for community livelihoods development. Sub-component 2.1. Urban InfrastructureImprovement:  Construction of roads and associatedbasic infrastructure, including water supply pipelines, sewerage pipelines and storm water pipelines. Subcomponent 2.2. Site Utilization forCommunityDevelopment:   Provision of support foreconomic redevelopment activities in the Project Area, including the establishment of: (a) tree nurseries (including sales) andassociated facilities supporting the maintenance of the environmental remediation site; (b) a flower market and associatedsupporting facilities; (c) a bonsai tree area and associated supporting facilities; and (d) visitor centers. The visitor centerstogether with the re-vegetation work, green paths under Sub-component 1.1 and part of the water structures under Sub-component 1.2,form the key elements of the recreation park to be created under the Project. Component 3. Capacity Building and TechnicalAssistance Carrying out of capacity building activities(including domestic and international training and study trips)and provision of technical assistance for, inter alia: (a) Projectimplementation support, including project management, detailed designs, construction supervision, project monitoring, and provisionof incremental operating costs for the Project; (b) the long-term management andredevelopment of coal mining subsidence areas inHuainan Municipality; and (c) the development of the Shungengshan Scenic Area Implementation Plan for project site and neighboringarea.
