The purpose of this project and the specifications associated (to be distributed to candidates who have been selected for the second round), is to realize the needs expressed by the different people involved in the project, an information system reflects the realities of current and future trades Romande Energy. The tasks of ETRM provider that will ultimately selected will be the following: Company Analysis and optimization of internal processes directly related departments with ETRM. Establishment of a detailed implementation schedule of tests and postimplémentation with Romande Energy, which will take into account project management from Romande Energy but also that of the provider. IT implementation and integration of ETRM system with the needs of Romande Energy (as defined in the specification, but also as discussed and analyzed during the hearings of the second round). It should be noted that during this phase (but also the previous one, if necessary), it will be necessary for employees of the provider to be there (ie in the offices of Romande Energy, Morges).

This specification includes the supply, installation, complete wiring, commissioning and maintenance and monitoring over 5 years of the photovoltaic system installed on flat roofs of buildings Anthropole, Amphimax and Geopolis of UNIL, in Chavannes-près-Renens and Ecublens.

Anthropole:
The photovoltaic system will produce an annual energy of 230 MWh / year.
The east-west orientation of the panels is mandatory.
The UPS system will be positioned in different superstructures of the roof.
The electrical room is in the basement (lvl. 00) of the building.
The roof has a bituminous seal type and is covered with gravel, the panels can not be installed directly on the gravel.

Amphimax:
The photovoltaic system will produce an annual energy of 340 MWh / year.
The east-west orientation of the panels is mandatory.
The UPS system will be positioned in the attic (level 04) in the local access to the roof, one or more openings and one or gooseneck to the cables will be needed (to achieve with a roofer).
The electrical room is located on level 02 of the building.
The roof has a bituminous seal type and is covered with gravel, the panels can not be installed directly on the gravel.

Geopolis:
The photovoltaic system will produce an annual energy of 180 MWh / year.
The UPS system will be positioned outside on the roof of the building against the central superstructure of the roof, a cap in sheet will be expected.
The electrical room is in the basement (lvl. 00) of the building.
The roof has a bituminous type seal and is covered substrate and extensive type of vegetation, the panels can be placed directly on this substrate.

The present procedure is a selective procedure of parallel study mandates for pool of representatives (architects and landscape architects) at 2 degrees. The aim of the Project Managers is to develop and construct an architectural complex on the urban part B of the Plaines-du-Loup ecoquartier PPA1, comprising housing and activities. This new district will have to offer a convincing answer to the desire to create a dense and pleasant neighborhood, offering a functional and social mix, creating an urban continuity, being exemplary from an energy and environmental point of view and fully investors. The urban part B allows the construction of 37'400 m2 SPd, distributed at the maximum in 33'650 m2 SPd of housing and at least in 3'750 m2 SPd of activities.
