THE DEADLINE DATE FOR SUBMISSION OF EXPRESSIONS OF INTEREST HAS BEEN EXTENDED UNTIL 12 JANUARY 2015.

It is anticipated that the assignment will be financed by the Ministry of Energy (“MoE”) or the “Ministry” under the EU Operational Programme “Technical Assistance”.

Assignment Description: The Government of Bulgaria (the “Government”) has committed to improving the performance of the Bulgarian energy sector and strengthening the capacity of the sector regulator, the State Energy and Water Regulatory Commission (“SEWRC” or the “Regulator”). The energy sector is characterised by system inefficiencies: overproduction of electricity, overstressed and inefficient transmission and distribution functions, unexploited export potential and tariffs that do not cover the sector costs. The country has failed short of implementing the market liberalisation required under the EU Third Energy Liberalisation Package.

Recent public protests have also unveiled the issue of affordability by a number of end users. The Government has placed high on the political agenda the energy market regulatory reform recognising its crucial role for the economic development of the country and political stability. In pursuance of its strategic objectives, the Government has adopted a number of measures aimed at stabilisation of the energy system including setting out the Energy Board and adoption of rules for implementing a real balancing energy market in the country.

The Ministry of Energy (“MoE”) has requested the European Bank for Reconstruction and Development (“EBRD” or the “Bank”) to provide technical cooperation support to MoE and SEWRC aimed at a) performing a benchmarking study on sector cost structure and performance against international competition, b) identifying the gaps and inefficiencies in the energy sector policy, laws and regulations and developing recommendations for addressing these gaps; c) review of recent good practices from other countries on renewable energy regulation and developing recommendations for reform appropriate for the sector’s economic, financial and regulatory environment; d) building capacity within the Regulator to effectively address sector inefficiencies through a combination of working at SEWRC’s premises to assist staff in their day-to-day activities, on-the-job-training, and other programmes, and e) supporting the practical implementation of the EU Third Energy Liberalisation Package (the “Energy Regulatory Programme” or the “Project”). EBRD has agreed to provide such technical assistance to support MoE and SEWRC in this respect and will select, engage and manage a consulting firm (the “Consultant”) on their behalf to assist with the implementation of this Energy Regulatory Programme (the “Assignment”).

The Consultant shall perform the following main tasks under the Assignment:

(i) Conduct a documentary review of all relevant sector laws, regulations, studies and reports relating to the energy sector (incl. electricity, gas, heat) in Bulgaria.;
(ii) Following the Consultant’s initial review, an inception country visit will be undertaken to meet all relevant sector stakeholders and validate the review conclusions (“the inception meeting”) when the Assignment will be formally launched;
(iii) Conduct a cost baseline analysis of the key players in the market across the value chain which will be used to compare performance against international competition. The analysis shall also identify the key value levers and set the basis for preparing specific improvement measures and recommendations;
(iv) Prepare a Gap Analysis and Identification of Specific Training Needs Report (the “Gap Analysis”) which will identify EU best regulatory practices in implementing the Third Energy Liberalisation Package which could be introduced in Bulgaria;
(v) Prepare a review of recent good practices from other European countries on regulating renewable energy operators, pricing mechanisms and addressing system problems and develop recommendations for improving the current legal/regulatory environment;
(vi) Conduct a training programme with relevant staff at MoE and National Energy Company (“NEK”) which will focus on the practical and legal aspects of improving the functions of the Regulator as identified by the Gap Analysis and the country’s obligations arising directly from the Third Liberalisation Package and community law in the energy sector;
(vii) Provide direct assistance with day-to-day activities of the Regulator to build capacity and know-how transfer; and
(viii) Based on the conclusions from the Gap Analysis, benchmarking study, discussions with SEWRC and other sector stakeholders propose specific revisions to the legal and regulatory framework as well as to the functions, operating means and organisational structure of SEWRC.

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in March 2015 and has an estimated overall duration of 14 months. Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.

Cost Estimate for the Assignment: EUR 1,200,000.00 (exclusive of VAT).
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination without taking into consideration the Bank’s special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is anticipated that the assignment will be financed by the Minstry of Energy (“MoE”) under the EU Operational Programme “Technical Assistance”.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience related to:

- Energy sector policy, regulation, economics and engineering with experience working on EU and international best practices for energy sector regulation and market operation; experience working in power and energy in transition countries
- Project Planning, restructuring and optimisation
- Relevant project experience in Bulgaria would be considered an advantage

The Consultant‘s expert team is expected to include key experts as follows:

• Team Leader with substantive energy sector regulatory experience and extensive experience working on EU and international best practices for the energy sector regulation and market operation (preferably more than 15 years) as well as significant experience working in transition countries.
• Senior international economic expert with substantive experience (preferably more than 15 years) in conducting cost analysis, benchmarking of energy operators, tariff review and methodology, project planning, restructuring and optimisation; previous experience working in transition countries is desired
• Senior international legal/regulatory expert with substantive experience (preferably more than 15 years) developing and drafting policy, laws and regulatory texts implementing EU and international best practices for the power and energy sector (including renewable energy); previous working experience in transition countries is desired
• Power and energy engineer expert preferably with more than 10 years of relevant sector experience, including benchmarking, project planning, restructuring and optimisation; previous working experience in transition countries is desired
• Local experts with extensive policy and legal drafting skills, regulatory experience, experience in conducting cost analyses, experience in benchmarking, and experience in project planning, restructuring and optimisation.

The Consultant should ensure that the appropriately qualified experts are available, as required, for each of the tasks outlined above. It is expected that the assignment will be led by an appropriately qualified project manager with relevant sector experience accompanied by both key and supporting experts. It is expected that the team will include a resident team leader who will spend the majority of his time on this Assignment working in Bulgaria.

The Consultant shall be responsible for translating any documents provided in Bulgarian language for the purpose of this Assignment.

Submission Requirements: In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:

1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages);
2. Details of previous project experience or similar assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives;
3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link: http://www.ebrd.com/pages/workingwithus/procurement/notices/csu/contact_sheet.doc .

The expression of interest shall not exceed 25 pages (excluding CVs and contact sheet).

The complete Expression of Interest (including CVs, Contact Declaration Form and Contact Sheet) shall be submitted in English, electronically through e-selection (do not send expressions of interest to the EBRD’s contact person), to reach the Bank not later than the specified closing date by 23:59 hours (UK time). The Expression of Interest shall be one file (searchable .pdf or Word, not exceeding 4MB) to be uploaded to eSelection. The EBRD reserves the right to reject applications from firms submitting more than one file. Only if the permissible file size is exceeded, the Consultant may split the Expression of Interest into further files.

Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.

Assessment Consultant to the Ministry of Energy

The MINISTRY OF ENERGY of the Republic of Bulgaria intends using the proceeds of the grant funds provided by the Kozloduy International Decommissioning Support Fund (the "KIDSF"), administered by the European Bank for Reconstruction and Development ("EBRD" or the "Bank") under Grant Agreement No 003D towards the cost of a consultancy assignment for the assessment of the results of the energy sector measures funded from the Kozloduy International Decommissioning Support Fund for the period 2001-2015.

The overall budget for the assignment is EUR 150'000.

This General Procurement Notice draws attention to a forthcoming procurement opportunity for the assignment stated above. The projected scope of services may include the following:

  • Assessment of the data on the projects financed under the KIDFS from the point of view of the mitigating effect;
  • Summary of the results in the effective electricity generating capacity equivalent (MW) and in annual electricity production (MWh/year) for each project separately and as a total for the entire KIDSF energy sector support;
  • Comparison between the initially estimated values of the energy savings before the project implementation and the actual achieved results after the project implementation for the completed projects;
  • Estimation of the investments made in comparison with the achieved energy savings;
  • Assessment how results on each project in the energy sector fit into its original objectives and priority areas;
  • Assessment of the social and environmental impact where applicable.


Procurement is expected to be launched in the first quarter of 2016. The contract to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.

Assessment of the results of the energy sector measures funded from the Kozloduy International Decommissioning Support Fund for the period 2001-2015

The Invitation for Expressions of Interest (EoI) follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website on 08 February 2016.

The Ministry of Energy (ME) intends to use the grant support provided by the Kozloduy International Decommissioning Support Fund (KIDSF), administered by the Nuclear Safety Department of EBRD, for assessment of the results of the energy sector measures financed or co-financed from the KIDSF in the period 2001-2015.

ME shall engage a Consultant (Assessment Consultant) to perform the assessment of energy efficiency; power generation and distribution; utilization of renewable energy sources; district heating and gas systems projects that were financed and co-financed from the KIDSF.

Assignment description: The scope of the assignment of the Assessment Consultant shall include the following tasks:

The Consultant will:

  • review the data on the energy sector projects financed or co-financed with KIDSF in the period of 2001-2015;
  • reflect the results of the energy sector projects through electricity generating capacity (MW) and annual electricity production (MWh/year) for each project separately and as a total for the entire KIDSF energy sector support;
  • assess the results of the energy sector projects against  CO2 emissions balance, SO2, NOx and dust emissions;
  • assess results of the energy sector projects against their contribution towards the mitigation of negative consequences of early closure of Kozloduy NPP units 1-4;
  • assess the social and environmental impact where applicable;
  • compare the initially estimated values of energy savings before project implementation with the actual achieved results after the project implementation for the completed projects;
  • calculate the effectiveness of the investments against the achieved energy savings;
  • establish whether results on each project in the energy sector confirm the originally envisaged objectives as well as the priority areas defined in 2004 Strategy  and in Strategy Implementation Plan (and its update).

Consultant Profile: The Assessment Consultant could be a company/consortium, which has established adequate capability, experience and skills in the following areas:

  • Experience within energy sector projects that involved data collection;
  • Experience within energy efficiency projects that involved assessment of financial investments;
  • Experience in impact assessment of various energy efficiency measures (calculation of energy savings based on collected data) within the areas envisaged within the assignment description above.

 

The experience shall be demonstrated by at least one completed project within the last 10 years for the above listed areas.

Assignment Start Date and Duration: The assignment is expected to start in Q III 2016 and last about 6 months.

Maximum Budget available for the Assignment: EUR 150,000 (exclusive of VAT)

Funding Source: Kozloduy International Decommissioning Support Fund (KIDSF)

The consultancy contract will be financed from grant resources from KIDSF and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria).

Eligibility: Consultant selection will be carried out in accordance with the EBRD Procurement Policies and Rules and will be open to firms from any country.   • Details of experience or similar assignments, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, description of main tasks and activities.

The above information should not exceed 20 pages.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the grant: Implementation of energy efficiency measures in four (4) public buildings located on territory of Municipality of Plovdiv, divided into 1 (one) lot as follow: Lot/ Region Buildings Lot 6- Central Residential Area (4 buildings) Kindergarten “Chuchuliga” Kindergarten “Miroslava” Kindergarten “Zora” Kindergarten “Buratino” The energy efficiency measures to be implemented in the buildings include one or more of the following: Insulation or change of the old thermal insulation of roofs, external walls, floors of the buildings; Replacement or adjustment of windows in order to reduce energy losses in the buildings; Replacement of incandescent tungsten lamps with compact fluorescent lamps; The project scope also includes testing period and safety and operation instructions to personnel. The estimated duration of the project is 4 (four) months. The works at different buildings is to be performed simultaneously, as far as needed to comply with the estimated deadline for completion of the project. Elektroenergien Sistemen Operator EAD – ESO EAD, hereinafter referred to as the “Employer” has received a grant from Kozloduy International Decommissioning Support Fund (the ”KIDSF”), administered by the European Bank for Reconstruction and Development (the “Bank”) towards the cost of the Project „Мodernisation and extension of the SCADA/EMS systems and data environment at the National Dispatch Centre (NDC) of ESO”.

This Project will be jointly financed by the KIDSF and ESO EAD.

The Employer now invites sealed tenders from contractors for the following Contract to be funded from part of the proceeds of the grant:

  • Supply, installation and commissioning of Supervisory Control and Data Acquisition Systems and Energy Management Systems (SCADA/EMS) at RDC (Regional Dispatch Centre) west located in the city of Sofia, the same location as National Dispatch Centre (NDC), RDC east located in the city of Varna, RDC north located in the city of Pleven and RDC south located in the city of Plovdiv.
  • The new RDC systems shall support a common database (DB) for all RDCs. This will enable the Employer to maintain the database for all RDCs from a single location.
  • RDC South shall operate as a backup centre for the power system and shall be able to take over the entire system operational functions and act as NDC.

The Bulgarian Energy Efficiency and Renewable Sources Fund (“BEERSF”, the “Fund”) was established in 2005. The contract with the existing Fund Manager expires in 2016 and pursuant to a decision of the BEERSF Management Board and as per art. 87 (1) and 88 of the Bulgarian Energy Efficiency Act a new fund manager is to be selected.

 

The Ministry of Energy of the Republic of Bulgaria (the “Ministry”) intends to use grant funds under Grant Agreement No. 003 (the “Grant”) from the Kozloduy International Decommissioning Support Fund (the “KIDSF”), administered by the European Bank for Reconstruction and Development, to engage a suitably qualified consultant to assist the Ministry in preparing and implementing a competitive procedure for the selection of a Fund Manager for BEERSF.

 

The scope of the assignment of the Consultant will include:

 

•    Analysis of the appropriate legal framework under which the selection of a Fund Manager for BEERSF shall be implemented and recommendation of a particular type of procurement procedure;

•    Determining the body that will implement the procurement process for the selection of the Fund Manager for BEERSF and will sign the Fund Management Agreement with the selected Fund Manager;

•    Elaboration of the full package of procurement documents for the selection of a Fund Manager, including a template for the Fund Management Agreement and support in their approval from all relevant authorities;

•    Assistance in the implementation of the procurement process for the selection of a Fund Manager for BEERSF;

•    Support in the negotiations, if any, with the selected Fund Manager and in the signature of the Fund Management Agreement.

 

The overall budget for the assignment is 15,000 Euro.

 

Selection of the Consultant will be subject to the Bank's Procurement Policies and Rules, Section 5.3 (a). The upcoming procurement activities for the project components are: Procurement of goods and installation works: Increase of heat transfer energy efficiency This project aims to replace about 30-35 km of old pipe trunk annually (about 100 km in total) with DH pipes, pre-insulated with rigid polyurethane foam, suitable for direct burying in the ground. For the implementation two types of contracts will be used: procurement of goods - supply of preinsulated DH pipes. The expected duration of the contract implementation is 24 months. The new co-generation facility will operate all year to cover the base heat load of HOB ”Ovcha Kupel I” and HOB ”Ovcha Kupel II”. The duration of the contract implementation is expected to be 24 months and the total estimated cost is EUR 9 million.
     
  2. Reconstruction and modernization of energy boiler units EK220 t/h No.7 and No.8 at Thermal Power Plant (TPP) “Sofia”. Elektoenergien Sistemen Operator EAD – ESO EAD (the “Employer”) intends using the proceeds of the grant funds provided by the “Kozloduy International Decommissioning Support Fund” (the “KIDSF”), administered by the European Bank for Reconstruction and Development (the “Bank”) and its own financial sources towards the cost of the Project for Modernisation and Extension of the SCADA/EMS Systems and Data Environment at the National Dispatch Centre (NDC) of ESO.

  2. Modernisation of the supervisory control and data acquisition systems and energy management systems (SCADA/EMS) at RDC (regional dispatch centre) west, RDC east, RDC north and RDC south (estimated contract value up to € 4,200,000);
  3. Implementation of a disaster recovery data centre for NDC (estimated contract value up to € 1,200,000);

The overall budget of the Project is EUR 8.2 million. 50% will be financed by KIDSF and 50% by ESO EAD.
The procurement is expected to begin in the third quarter of 2015.
The contracts implementation period, is expected to be between 12 and 24 calendar months, followed by a Defects Notification Period.

The Project will require procurement of activities such as design, manufacture, delivery, installation, supervision, setting, testing and commissioning of different equipment and systems for the following Hydro Power Plants, as described below:

  • Chaira Pumped Storage Hydro Power Plant:

Plant control and monitoring system, relay protections, unit excitation system, vibration monitoring and analyses system of the units, generator/motor 19 kV switchgears and nodal 19 kV switchgears for control and protection of the units, service water feeding pumps, electric energy metering systems, ventilation systems, common auxiliary equipment and materials.

  • Belmeken Pumped Storage Hydro Power Plant:

Local automation equipment and oil pressure systems for control of spherical valves and bypass valves, new local automation equipment and oil pressure systems for control of mechanical brakes, new nozzles, needles and hydraulic cylinders of the deflectors, new local automation equipment and oil pressure system for control of the gear-type couplings, new speed governors and work stations and upgrade of the control systems.

  • Sestrimo Hydro Power Plant:

Nozzles, needles and hydraulic cylinders for the deflectors, new hydraulic cylinders for driving of the spherical valves and their auxiliary valves, new local automation equipment and oil pressure systems for control of the spherical valves, their valves and mechanical brakes, vibration monitoring and analysis system, new speed governors and work stations and upgrade of the control systems.

  • Momina Klisura Hydro Power Plant:

Spherical valve, new local automation equipment and oil pressure systems for control of the spherical valves, new turbine for Unit 2, new speed governors and work stations and upgrade of the control systems.

  • Vacha-1 Hydro Power Plant:

New 110 kV high voltage equipment: disconnectors, circuit breakers, surge arresters, power lines protections for Vacha -1 HPP switchyard; telecommunication equipment, electric metering equipment; control system, excitation systems, turbine governors, relay protections, turbines equipment for Vacha-1 HPP Units 1-2.
 

Procurement is expected to begin in the second quarter of 2016.

Contracts to be financed with the proceeds of the KIDSF will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country.

The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.

Elektroenergien Sistemen Operator EAD (“the Employer”, “ESO EAD”) intends to use the proceeds of the Grant, provided by the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the European Bank for Reconstruction and Development (“the Bank”), to cover the costs of the project for Construction of a new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv (“the Project”). ESO EAD established a Project Management Unit (PMU) in order to manage, coordinate and monitor all aspects of the Project implementation. 

ESO EAD intends to engage a Consultant (PMU Consultant) to support the PMU in the preparation and implementation of the Project.

 

Assignment Description:

The PMU Consultant shall assist the PMU during the procurement preparation and implementation of the Project through:

  • Assistance and advice during the preparation of the procurement documents for selection of construction supervisor and contractor for the construction of the new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv, including review, comments, corrections and suggestions on the compliance with the EBRD Procurement Policies and Rules and the FIDIC conditions of contract;
  • Assistance to the PMU during the selection of construction supervisor and the tender procedure for selection of contractor for the construction of the new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv, and in respect of the conformity with the EBRD Procurement Policies and Rules; review of the drafted contracts with the selected contractors;
  • Support during the implementation of the Project. Depending on the need and the occasion, provision of technical, administrative or legal help to the PMU during the implementation of the contracts and in case of claims to the Employer;
  • Preparation of quarterly reports, as well as a completion report on the implementation of the Project.

 

Status of the Selection Process: Interested Consultants are hereby invited to submit expressions of interest.

 

Assignment Start Date and Duration: The Assignment is expected to start in the second quarter of 2016 and the estimated total duration is 36 months.

 

Maximum Budget Available for the Assignment: EUR 90,000 (ninety thousand euro) (excluding VAT).

This Consultancy Assignment will be financed with grant resources from KIDSF and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria).

 

Funding: The contract will be financed from a grant from the Kozloduy International Decommissioning Support Fund (“KIDSF”).

 

Eligibility: Consultant selection will be carried out in accordance with the EBRD Procurement Policies and Rules and will be open to firms from any country. Consultant Profile: Corporate services are required.

The Consultant must demonstrate experience and knowledge for the last 10 (ten) years in the following areas:

  • procurement and contract management in line with the rules of EU and international financial institutions, such as the World Bank, EBRD or EIB and with the FIDIC conditions of contract;
  • project management in energy sector;
  • technical knowledge and expertise in the construction of linear electricity infrastructure;
  • good knowledge of the Bulgarian legislation related to the implementation of investments in the electricity sector.

Each of the requested experience areas above shall be demonstrated at least within one completed assignment.

Independent Construction Supervision of the Phase 1 of the National Disposal Facility construction (R-Project 9)

Background The Bulgarian State Enterprise “Radioactive Waste” (SERAW) intends to award contract through open tender procedures for construction of a National Disposal Facility (NDF) for short-lived low and intermediate level radioactive wastes, category 2a according to Bulgarian Regulation for Safe Management of Radioactive Waste promulgated in SG 76 of 30.08.2013.The facility shall be constructed on the Radiana site, located close to Kozloduy NPP, north-west Bulgaria. SERAW has already developed a Detailed Spatial Plan, Technical Design, and initiated the Radiana site infrastructure preparation to enable and facilitate the construction of the repository. The scope of construction of Phase 1 of the NDF will involve the detailed design and construction of fully functional disposal facility, including disposal cells, their associated railed enclosures and drainage systems, waste package receipt facility, ancillary management facilities, access roads and services infrastructure and will include large soil excavation volumes of approximately 1 000 000 m3, large volume of reinforced concrete works of approximately 40 000 m3, preparation of loess-cement foundations of approximately 100 000 m3, procurement, delivery installation of large steel structures (mobile roofs), lifting equipment (cranes with capacity 40 t) and similar activities. Assignment description SERAW wants to engage Consultant to provide Services of Independent Construction Supervisor for the NDF construction works on Radiana site as required by the Bulgarian Territory Arrangement Act for first category of construction. The Consultant’s scope of services will include as a minimum the following tasks: Supervision of NDF construction works in full compliance with legal requirements valid in Bulgaria which include the following: Day-to-day monitoring to ensure compliance with relevant legislative and technical requirements and compliance with the approved design; Preparation and signing of necessary acts and protocols required during construction; Collection and storage of appropriate construction documentation – acts, protocols, testing and measurement results, conformity declarations, materials certificates etc.; Supervision of the quantities, quality and compliance of construction and installation works and materials used in the construction with approved design and technical specifications; Preparation of technical passport of the construction and final report for establishment the suitability of the construction for subsequent usage, organization and participation in the State Acceptance Commission. The Consultant shall cover all aspects of the anticipated construction works including but not limited to: Excavation works, Stability of slopes, Temporary storage for humic substance (“top-soil”) and stockpile for excess soil, Vertical planning and geodetic issues, Massive loess-cement foundation, Engineering (Technology), Lifting and handling equipment, Architecture, Building structures, Power supply and electric systems, Monitoring and Control systems, Radiation protection and radiation monitoring, Water supply and sewerage, Heating, ventilation and air-conditioning, Energy efficiency, Fire Protection, Physical Protection, Transportation roads/internal plant access roads, sites and parking areas, Health and safety and scheduling. Status of the Selection Process: Interested Consultants are hereby invited to submit expressions of interest. Assignment Start Date and Duration: The assignment is anticipated to start in December 2015 and is expected to last about 60 (sixty) months to cover the period of NDF construction. Maximum budget available for the assignment: EUR 5,000,000 (Five Million Euros) (Exclusive VAT) available for the assignment and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria). Funding source: The contract will be financed by a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF). Eligibility: Consultant selection will be carried out in accordance with EBRD Procurement Policies and Rules, with the exception of country eligibility restrictions defined in KIDSF Rules and will be open to Consultants form eligible countries as of 1 January 2015: the EU member states, Switzerland and the EBRD’s countries of operation. Consultant Profile The Consultant should be a firm or a consortium of firms with valid license/licenses for each member of the consortium for independent construction supervision in accordance with Bulgarian Territory Arrangement Act. The Consultant shall have relevant experience in all areas needed for performance of the Independent Supervision as described above in assignment description and which must be demonstrated through the following projects: Supervision of design and construction works of construction category 1, letter “d” as per article 2, paragraph 4, point 1, letter “h” of Bulgarian Regulation No1 of the Ministry of Regional Development and Public Works for classification of constructions; Independent Supervision of large and complex investment projects similar to scope expected for NDF; Independent Supervision of design and construction works and/or engineering design studies and construction of radioactive waste management facilities; Independent Supervision of construction works and/or construction works of large scale excavations and large volumes of concrete similar to those expected for NDF; Independent Supervision of design and construction works and/or engineering design studies and construction in loess formation; Independent Supervision equipment installation, testing and commissioning and similar activities for projects with the high quality requirements similar to nuclear installation; Assessment of conformity with detailed spatial plan and/or development of detailed spatial plan. Consultants (including members of the Joint Venture Partnership) and sub-consultants of the Consultants currently engaged with the designer hired by SERAW to develop the National Disposal Facility Design will not be eligible to participate in the selection process. Audited summary balance sheets and profit and loss statements or similar statements if profit and loss statements not available, demonstrating turnover for the last 5 (five) years; Details of relevant experience and successfully completed similar assignments undertaken in the last 10 (ten) years filled in as required in the template. CVs of key personnel and experts who could carry out the assignment detailing qualifications and experience in similar assignments, corresponding to the profile, in the previous 10 years Firm’s management system certificates – ISO 9000, ISO 14000 and other relevant certificates related to project scope and objectives.
