This publication replaces the REoI dated July 24, 2015 for which theselection process was cancelled.
Bosnia and Herzegovina is the Borrower, and Republic of Srpska through a subsidiary agreement with the Borrower hasreceived financing from the World Bank toward the cost of the Energy Efficiency Projectand intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include:preparation of technical design and workssupervision for retrofitting of public buildings. The aim of these services is to prepare and implement energy efficiencyinvestments in public buildings (schools and hospitals). Duration of the assignment is expected to be about 70 weeks withpossibility of extension for another period of 70 weeks.
The Ministry of Physical Planning, Civil Engineering and Ecology of Republic ofSrpska now invites eligible consulting firms ("Consultants") to indicate their interest inproviding the Services. Interested Consultants shall provide information demonstrating that they have the required qualificationsand relevant experience to perform the Services. The qualification criteria are: (1) demonstrated relevant experience in similarassignments during the last 5 years.The reference list should contain information aboutthe clients, assignment descriptions of relevant projects, value of the contracts and period of execution supported, and asavailable, signed memorandums of satisfactory performance by the beneficiary at the time of the assignment; (2) demonstratedtechnical and managerial capabilities of the firm, including information on the qualifications of proposed key staff; all individual experts for the assignment (individual experts'biodata are not required for expression of interest) must have at least a university degree and 7years of professional experience. The selected firm and individual experts would need to possess (at the time of contractsigning) necessary professional licenses for the required services in accordance with the requirements of the Republic of Srpskalegislative and regulatory framework. The attention of interested Consultants is drawn toarticle 91 of Law on physical planning and construction of Republic of Srpska setting forth that energy audit cannot be performedby persons participating inpreparation of design, construction, or works supervision for the particular building.
The attention of interested Consultants is drawnto paragraph 1.9 of theWorld Bank's Guidelines: Selection and Employment of Consultants[under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers 2011 ("Consultant Guidelines"), setting forth the WorldBank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interestrelated to this assignment:Bank policyrequires that consultants provide professional, objective, and impartial advice and at all times hold the client's interestsparamount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments andtheir own corporate interests. Consultants shallnot be hired for any assignment that would be in conflict with their prior orcurrent obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the bestinterest of the Borrower.
Consultants may associate with other firms in theform of a joint venture to enhance their qualifications.
A Consultant will be selected in accordance withthe QBS method set out in the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits& Grants] by World Bank Borrowers dated January 2011 ("Consultant Guidelines").
