REQUEST FOR PROPOSALBIH/RFP/008/17Since 2014, United Nations Development Programme (UNDP) in Bosnia and Herzegovina is implementing Green Economic Development Project (GED). During the past three years, a significant contribution in promotion of energy efficiency in BiH has been made through public promotional campaign. Change of perception within general public has been noticed. Based on this experience and obvious results UNDP continues to promote and work on energy efficiency.Biomass Energy for Employment and Energy Security – Follow Up Project aimes towards increasing the wood biomass demand, improving wood biomass delivery, overcoming technical, legislative and awareness barriers and enhancing research on these issues throughout B&H. Prijedor District Heating Project

This General Procurement Notice updates the original GPN which was published in Procurement Opportunities on 1 August 2012.

Public Company Toplana AD Prijedor (the Purchaser) has applied for a loan from the European Bank for Reconstruction and Development (the Bank) and a grant from Swedish International Development Cooperation Agency (SIDA) for a project to finance conversion from heavy fuel oil to wood biomass as the source of energy for district heating in the City of Prijedor as well as demand side investments.

The project, which has a total estimated cost of EUR 9.8 million equivalent, financed design and construction of a biomass boiler plant. The project wil require the procurement of the following goods, works and services:

  • Demand-side investments: District Heating Substation Equipment

 

The tendering for Demand-side investments is expected to begin in the second quarter of 2016.

Contracts to be financed with the proceeds of the loan from the Bank and the Sida grant will be subject to the Bank'sProcurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan and the Sida grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Elektrokrajina Power Distribution Project

The ZP Elektrokrajina a.d. Banja Luka (“Elektrokrajina” or “the Company”)intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) to reach its strategy objectives of a) Reduction of losses, through the installation of new protected cables and substations and new smart meters, which is expecting to reduce the overall losses from over 15 percent to around 10-12 per cent, in line with the cap set by the Regulatory Commission for Energy of Republika Srpska (“REERS”), and b) Improvement in the quality of supply with the replacement of substations and reconstruction of networks in the most populated areas.

 

The proposed project has a total estimated cost up to EUR15 million,and will require the procurement of the following goods, works and services for:

 

  • Consulting Services to support the Client’ Project Implementation Unit (PIU)
  • Reconstruction of medium and low-voltage networks
  • Reconstruction of substations
  • Extension of smart metering in  “Elektrokrajina”

Tendering for the contracts is expected to begin in the 3rd quarter of 2016.
