Contract Title:CONSTRUCTION OF NETWORK AND HOME CONNECTIONS IN THE CITY OF HUAMBO-LOT 2

The Government of the Republic of Angola has received financingfrom the International Development Association (IDA) toward the cost of the Water Sector Institutional Development Project (WSIDP),and it intends to apply part of the proceeds toward payments under the contract 33W3/HUAMBO/DAS/16 for the CONSTRUCTION OF NETWORK AND HOME CONNECTIONS IN THE CITY HUAMBO-LOT 2.
The Financial and Contract Management Unit (FCMU) of theNational Water Directorate (DNA) of the Ministry of Energy and Water (MINEA) now invites sealed bids from eligible and qualifiedbidders for Construction works, comprising the following:
Construction of 104 kilometers of network and 21 000 home connections. The works includes back filling, pipes and allaccessories, chambers, home connections, testing and commissioning.
Qualifications requirementsinclude:
Technical Experience Requirements
The Bidder shall furnish documentary evidence to demonstrate that he meets the following experiencerequirement(s):
A)           Experience under contracts in the role of contractor,subcontractor, or management contractor for at least the last five (5) years prior to the applications submission deadline, andwith activity in at least nine (9) months in each year.
B)           Participation as contractor, managementcontractor, orsubcontractor, in at least two (2) contracts within the last five (5) years , each with a value of US$ 9.6 million that have been successfully or are substantially completed and that are similar tothe proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics asdescribed in Section VI, Employer's Requirements of the Bidding Documents.
C)           For the above or other contracts executed during theperiod, a minimum experience in the following key activities: Construction of water distribution networks totalizing 50km.
Financial Requirements
A)      Submission of audited balance sheets or if not required by the law ofthe bidder's country,other financial statements acceptable to the Employer, for the last five ( 5) years to demonstrate the current soundness of thebidders financial position and its prospective long term profitability. Bidders total current assets shall at least be greater thanthe current liabilities.
B)       Minimum average annual turnover of USD 12.0million, calculated as total certified payments received for contracts in progress or completed, within thelast five (5) years.
C)  The Bidder must demonstrate access to, or availability of, financialresources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractualadvance payments to meet: (i) The following cash-flow requirement: USD 2.0 million, netof other concurrent commitments.
A margin of preference shall notapply.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the WorldBank's Guidelines: Procurement under IBRD Loans and IDACredits, May 2004, revised October 2006and May 2010 edition, ("Procurement Guidelines"), and is open to all eligible bidders as defined in the ProcurementGuidelines.
Interested eligible bidders may obtain further information from theFinancial and Contract Management Unit (FCMU) of the National Water Directorate (DNA) and inspect the Bidding Documents at theaddress given below from 09.00am to 03.00 pm.
A complete set of Bidding Documents in English may be purchased byinterested eligible bidders on the submission of a written Application to the address below and upon payment of a non-refundablefee of five hundred US ($500)or fifty thousand Angolan Kwanzas (50,000.00 KZ). The method of payment will be by direct deposit ortransfer to following WSIDP project bank account:

The Bidding Documents can be obtained directly from the Financialand Contract Management Unit (FCMU) of the National Water Directorate (DNA) office at theaddress given below or be sent by expressair mail for overseas delivery at Bidder´s cost.
Bids must be delivered to the address below on or before December 16, 2016 at 10:00 am. Electronicbidding will not be permitted. Late bids will be rejected.  Bidswill be publicly openedin the presence of the bidders' designated representatives and anyone who choose to attend at the address below on December 16, 2016 at 10:00am.
All bids must be accompanied by a USD 240,000.00 Bid Security or the equivalent amount in local currency or another freely convertiblecurrency.
