GENERAL PROCUREMENT NOTICE REPUBLIC OF ANGOLA INSTITUTIONAL AND SUSTAINABILITY SUPPORT TO URBAN WATER SUPPLY AND SANITATION SERVICE DELIVERY 1. The Government of Angola has received a loan of US$ 123.77 million from the African Development Bank to finance part of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery Project. 2. The specific project development objective is to improve sector governance, strengthen institutional capacity and efficiency in the water and sanitation sector institutions at central and provincial level and improve access and service delivery. The project’s beneficiary provinces include Cabinda, Lunda Norte, Lunda Sul, Cuanza Sul, Bengo, Namibe and Cunene provinces with an overall population size of 4.1 million. 3. The project’s main components are:  Development of Provincial Water Supply and Sanitation Utilities  Sanitation and Water Systems  Capacity Development and Change Management  Project management 4. Procurement of Works, Goods and Services necessary for the execution of the Project shall be done by Ministry of Energy and Water (MINEA) through National Water Directorate (DNA) Financial and Contract Management Unit (FCMU), using the African Development Bank Group’s Rules and Procedures for the Procurement of Goods and Works, and the Rules and Procedures for the Use of Consultants. 5. Procurement of civil works for the water supply and sanitation infrastructure, comprising Sumbe sewerage reticulation and treatment works and Sumbe additional water distribution works, estimated at UA 28.571 million in aggregate and valued at more than UA 3 million per contract will be carried out under International Competitive Bidding (ICB) procedures, using the Bank’s Standard Bidding Documents (SBDs). Bidding documents are expected to be available in June 2015. Specific Procurement Notices will be published for each procurement method under each component. 6. Procurement of goods and/or works will be in accordance with the Bank's Rules and Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank's Rules and Procedure for the Use of Consultants. 7. Specific activities include analysis of infrastructure investmentrequirements; preparation of two new river basin management plans; development of policy and monitoring frameworks; andinstallation of hydrometric stations and monitoring systems. This Component will provide goods, works, operationalsupport, capacitybuilding/training, and technical assistance to the INRH. Component 3: Rehabilitationand Expansion of Water Supply Production and Distribution The objective of this Component is to support the PWSUs in the development of priority infrastructure toexpand system capacity, increase service coverage andservice quality, and improve the operating efficiency of the production anddistribution systems in targeted cities. The proposed investments have been selected to build upon Public Disclosure Copy the worksimplemented through the WSIDP I, and complement the Government's and African Development Bank's water sector investments. Whilstimproving utilities' operations is an important element of the WSIDP II, service coverage within the selected systems is low (onaverage less than 34 percent), and therefore proposed interventions under the project focus substantially on necessaryinfrastructure investments to expand systems. Through project implementation, coverage is expected to increase to as high as 75percent in some of the project cities. A project baseline and specific targets for service coverage expansion will be developed foreach city during project preparation and closely monitored during implementation. Component 4: Management and Engineering Support This Component includes support forengineering studies; design and supervision ofworks and performance contracts; project management; project audits; projectmonitoring and evaluation; implementation of environmental andsocial safeguards; economic and financial reviews of investments;support for community consultation and communication activities; and development of various other technical studies such as theLuanda Water Master Plan. The services to be provided under the assignment include but are not limited to the following: the Project Management Expert, acting as Project Management Coordinator (team leader), will provide leadership, management, and technical support to the Executing Agency in the coordination and execution of project, namely: (a) manage the resources assigned to project implementation team (PIT) and relations with institutions involved in the implementation of the project; (b) lead the preparation or updating of the project implementation Manual and Annual Action Plan / work program; (c) coordinate, supervise, monitor the planning and implementation of all the activities under the project and ensure that they are executed in accordance the Loan Agreement with AfDB and Project Appraisal Report; (d) ensure the preparation of schedules of activities, plans and implementation schedules, verify and monitor the work of PIT's staff; (e) analyse the issues related to the Project raised by institutions, contractors, consultants, suppliers, project beneficiaries, etc. and provide guide to PIT on these issues; (f) coordinate the process of procurement, sub-project supervision and financial management of the Project; (g) ensure that the procurement procedures are consistent with AfDB procedures and requirements and the necessary approvals are received from the Bank and GOA in accordance with the agreed procedures, etc. The estimated duration of services is of 24 months extendable on a yearly basis thereafter. The Ministry of Energy and Water (MINEA), through the National Directorate of Water (DNA) now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send a CV that provide information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). Required qualifications include: (a) An university Degree in Civil Engineering, Hydraulics, Sanitary, water services management or related field; Post graduation in project and contract management; utility management, water sector reform or related courses/seminars are a plus; (b) General post- graduation experience of at least fifteen (15) years, from which ten (5) years’ experience as a Project Manager or team leader for major projects or interventions; (c) Ten (10) years specific experience in water and sanitation sector ; experience in project or contract management administration is a plus; (d) Experience in providing seminars or conferences regarding contractual or water sector issues is an advantage; (e) Excellent computer skills in Office tools; knowledge of Project Management and Planning software is a plus; (f) Working experience in Sub-Saharan countries, working experience in CPLP countries, namely in Angola is an advantage; g) Fluency in Portuguese and working knowledge in English is required.
